11211977188 THE MID -MONTH MEETING OF THE HARNETT COUNTY BOARD OF COMMISSIONERS, NOVEMBER 21, 1977 CALL TO ORDER PRAYER HIGHWAY 421 REPORT TOWN OF COATS, WASTEWATER FACILITIES RESOLUTION RE: ANNUAL CONTRIBUTION CONTRACT WITH DEPT. OF HOUSING AND URBAN DEVELOPMENT POLICY RE: COMMUNITY SCHOOLS PROGRAM The Harnett County Board of Commissioners met in regular session on Monday, November 21, 1977, in the Commissioner' Room, County Office Building, Lillington, North Carolina. Chairman Jesse Alphin and Commissioners Brock, Cotton, 5 Stewart, and Shaw were present. H. D. Carson, Jr., Clerk to the Board, and Edward H. McCormick, County Attorney, were also present. Chairman JesseAAlphin called the meeting to order at 7:30p Mayor Frank Lewis led the evening prayer. Chairman Jesse Alphin reported the outcome of the meetings held concerning Highway 421 to the Board. Commissioner Alphiniinformed the Board that the delegation, which was selected at the Campbell College meeting, met with Thomas Braashaw, Secretary for the Department of Transportation, the Highway. Commissioners, and other state officials on Monday, November 17, 1977, to discuss Harnett County's opposition to a plan which would eliminate Highway 421 fro the main east -west arterial route. The state officials assured Mr. Alphin and the other member of the delegation that Highway 421 would be put back on as a main arterial route. The Chairman stated that it was imperative that th citizens of Harnett stay on top of this matter because if 421 is not utilized as a main artery, it would have a grea economical impact on this County. Sam Sally requested that the Board approve the first draft of the engineering study for the wastewater facilities for the town of Coats. After the Board's approval, Moore, Gardner, & Associates will proceed to prepare the final draft. Commissioner Brock made a motion that the Commis- sioners approve the engineering study, Commissioner Cotto seconded the motion and it passed unanimously. Sam Sally also requested the Board to adopt the following resolution which would authorize Harnett County to execute the Annual Contribution Contract with the Department of Housing and Urban Development. The grant would be in the amount of One Hundred Fifty -four Thousand Seven Hundred and Four Dollars ($154,704) and would be applied to rental assistance in the County. Commissioner Cotton made a motion that the Board adopt this resolution, Commissioner Brock seconded the motion and it passed with a unanimous vote. WHEREAS, the County of Harnett, (herein called the "PHA ") proposes to enter into an Annual Contributions Contract (herein calle the "Contract ") with the United States of America, Department of Hous ing and Urban Development (herein called the "Government "). NOW, THEREFORE, BE IT RESOLVED by the PHA as follows; Section 1. The Contract, numbered Contract No. A- 3351 -E. is hereby approved and accepted both as to form and substance and the Chairman is hereby authorized and directed to execute said Contract in triplicate on behalf of the PHA, and Jesse C. Alphin is hereby authorized and directed to impress and attest the ()Metal seal of the PHA on each such counterpart and to forward sat executed counter parts to the Government together with such other documents evidencing the approval and authorizing the execution thereof as may be required by the Government. Section 2. Jesse Alphin is hereby authorized to file with the Government from time to time, as monies are required, requisitions together with the necessary supporting documents, for payment under t e Contract. Section 3. This Resolution shall take effect immediately. The Board held a lengthy discussion concerning the adoptioi of a policy governoring the Community Schools Program. Th s policy would enable the citizens of Harnett County to have maximum involvement in the public schools and greater uti- lization of the sbhool facilities ...'St.would ' a1so authoriz- the Harnett County Board of Education to employ a communit, school coordinator who would promote this service and arra ge the usage of the school facilities. Funds have already been appropriated for school facilities and these funds will be transferred to this program. Commissioner Cotton 189 RESOLUTION RE: HARNETT BECOMING A REDEVELOPMENT COUNTY ACTION RESOLUTION RE: OEDP COMMITTEE made a motion that the Board adopt the aforementioned policy and that the manager request the Board of Education to provide the Commissioners with an itemized statement of expenditures related to the Community Schools Program so that the Board can evaluate the program to determine if the employment of a person is necessary for the following year. Commissioner Broc seconded the motion and it carried unanimously. The policy is duly filed in the Manager's Office. WHEREAS, area under the Public Works and Economic Development Act of 1965, as amended; and WHEREAS, Harnett County, recognizes the high unemployment rate in the County; and WHEREAS, Harnett County recognizes a need to conduct Public Works and other programs as provided for under the Public Works and Economic Development act of 1965, as amended; and WHEREAS, Harnett County Board of Commissioners has examined and duly considered such Act and the Harnett County Board of Commissioners consider it to be in the public interest and to its benefit to file a request for designation as a Redevelopment Area under said Act, and to authorize other action in connection therewith. NOW THEREFORE, BE IT RESOLVED BY THE HARNETT COUNTY BOARD OF COMMIS- SIONERS, NORTH CAROLINA, that the County requests that it be designated a Redevelopment Area under the provisions of the Public Works and Economic Development Act of 1965, as amended, and hereby expresses intent to take action necessary to develop an acceptable overall economic develop ment program for Harnett County and to implement the same to the extent it is approved by the Secretary of Commerce. Harnett County, North Carolina, qualified as a redevelopmen Commissioner Stewart made a motion that the Board adopt the foregoing resolution in which Harnett County would be designat ed as a Redevelopment Area under the provisions of the Public Works & Economic Development Act of 1965. This would entitle Harnett County to receive loans and grants to develop facili- ties and utilities to attract industrial development. Commis- sioner Brock seconded the motion and the issue carried. Commissioner Stewart made a motion that the Board adopt the following resolution to authorized the development of an Overall Economic Development Program Committee for Harnett County. Commissioner Brock seconded the motion and it passed with a unanimous vote. Whereas, the Board of County Commissioners has requested the United States Department of Commerce to designate Harnett County as a Redevelopment Area under the Public Works and Economic Development Act of 1965; and WHEREAS, the Public Works and Economic Development Act of 1965 requi qualified areas to prepare an Overall Economic Development Program; and WHEREAS, the Public Works and Economic Development Act of 1965 re- quires that a Committee representative of all community viewpoints be appointed to ast as principal coordinator for the Overall Economic Develop ment Program. NOW THEREFORE, BE IT RESOLVED BY THE HARNETT COUNTY BOARD OF COMMIS- SIONERS, NORTH CAROLINA, that the following persons are appointed to the Overall Economic Development Program Committee for Harnett County: Mr. No Wortman Mr. Casey Fowler Mr. James Goff Mr. Tony Tucker Mr. Guyton Smith Dr. Grover C. Perkins Mr. Harrington Morrison es 190 BEDS FOR AMBULANCES AND RADIO UNITS Commissioner Cotton presented the bid committee'report to the Board. He stated that the committee had held two meet- ings on November 10 and November 17. After studying the bids for two ambulance units and two mobile radio units, the committee determined that Amliner American Coaches, Inc , Dothan, Alabama, met all the required specifications and should be awarded the contract for the two ambulance units and that Communications Resources, Lillington, North Carolina, Met all the specifications for the radio units and should be awarded the contract for the two mobile units. Commis - sioner Cotton made a motion that the manager issue purchase orders to the following: 1. Amliner American Coaches, Inc., in the amount of $30,264 for the two ambulance units. 2. Communications Resources for two mobile radio units in ache amount of $3,111.68. 3. Also, have the County Manager advertise bids for the furnishing and installation of one base radio unit, a 100" tower and antenna.
