The Harnett County Board of Commissioners net in regular session on Mon
1977, in the Commissioners Room, COunty Office Building, Lillington,
North Carolina. Chairman Jesse Alphin called the meeting to order at
9:15 a.m. Commissioner present: Alphin, Cotton, Brock, and Shaw. Com
missioner Stewart was absent. Also, H. D. Carson, Jr., Clerk to the
Board was present.
Commissioner Shaw offered the morning prayer.

Minutes of the September 19 meeting were read and approved.
Don Dupree, District Engineer with the Department of Transportation,
appeared before the Board to discuss the road matters and situations in
Harnett County. Mr. Dupree stated that he had no new business, but he
did report that they are proceeding with the new construction program.
Commissioner Brock made a motion that the Board adopt the following letter
of intent of the County to participate in the state -wide community-
based alternative program. The County is entitled to receive up to
$9,556.10 through this program. Comnissioner Cotton seconded the
motion and it carried with a unanimous vote.
Letter of Intent to Participate
In accordance with the policies and procedures established by the
Secretary of the Department of Human Resources this is to advise that
the Board of Commissioners for Harnett County after due consideration
and by majority vote of the Commission, thereby affirms its intention t
participate in the state -wide Community -Based Alternative Program.
We understand and agree that under the formula adopted for the
allocation of state funds appropiated by the 1977 General Assembly
our County is entitled to receive up to $9,556.10.
Our local cash or in -kind match as determined by the Social Servic s
Equalization Formula (reference Community -Based Fund Section of the pol
icies and procedures and guidelines) will equal 10% of the actual monies
received under this program.
Respectfully submitted this 3rd day of October, 1977.
The County Manager presented a resolution entitled Attachment F of the
subgrant application "Juvenile Unit - Harnett County Sheriff's Depart-
ment" prescribing a second subgrant from the Division of Law and Order
in the amount of $11,730 Eleven Thousand Seven Hundred Thirty Dollars
with the County matching funds of $652 Six Hundred Fifty -Two Dollars
and moved for its adoption. Commissioner Cotton seconded the motion
and it passed with a unanimous vote.
Commissioner Brock suggested that the Board offer a donation to the
North Carolina Symphony. Commissioner Cotton made the motion that the
Board contribute $50 (Fifty Dollars) to the North Carolina Symphony,
Brock seconded the motion and it carried unanimously.
LEASE BETWEEN HARNETT COUNTY The County is now in the process of filing claims for reimbursement on
AND ANDERSON CREEK RESCUE the Anderson Creek Ambulance purchased last April under the Governor's
SQUAD Highway Safety Program. Although, formerly, there was an oral agree
rent between the County and Anderson Creek, the office of Highway
Safety requested that the following lease agreement be filed with their
office. Commissioner Cotton moved that the Board adopt this lease,
Commissioner Shaw seconded the motion and it carried unanimously.
LEASE AGREEMENT
A. For the sum of One Dollar ($1) per year, the Harnett County Board
of Commissioners hereby agrees to lease to the AnCerson Creek
Rescue'Squcd`the following items o£ equipment:
1. 1977 Type II Van Ambulance B35BF7X082423
2. General Electric Communications Equipment -- Master Executive II
100 Watt, four frequency mobile radio SX76FFU66AH
B. Unless sooner terminated by either party upon giving thirty (30)
days written notide, the Agreement shall cover an indefinite period
C. Rescue Squad agrees to maintain a state of certification as require
by the N. C. State Board of Health and to utilize said equipment to
the mutual best interest of the Anderson Creek Rescue Squad and hhe
County of Harnett as generally outlined in the approved Highway
Safety Project No. 311 -77- 001 -011.
In witness whereof, said parities hereto have executed this Agreement
on the dates herein below shown.

Chairman Jesse Alphin moved the appointment of Pete Skinner from the
Averasboro Township to serve on the Mental Health Board. Commissioner
Cotton seconded the motion and it carried unanimously.
Commissioner Cotton made a motion that the Board execute the right of way
easement to the Dunn, Erwin, and Coats landfill so electrial services may be
provided to this site. Commissioner Shaw seconded the motion and it passed
with a unanimous vote.
W. Farl Jones, Tax Collector, gave the report for his department as to the
activities of September and the plans for the month of October.
Thomas Allen, Tax Supervisor, reported that he had no releases or refunds for
the month of September.
M. H. Brock, County Manager, presented the report for the Tax Attorney, Mr.
E. Marshall Woodall, and is as follows:

John Ingraham, Certified Public Accountant, employed by the County to audit
the accounts and records for the county for the Fiscal year ending
June 30, 1977, appeared before the Board to present the audit report.
He gave a special conmendation to the County Auditor and his staff for
keeping the records in such an efficient manner. He also remarked that
the Auditor's office had done an excellent job with the new computer.
Mr. Ingraham stated that Harnett County was in excellent shape and that
he ranked it among the top ten counties in the state. He said the
County Administration as a Whole was to be commended for its investment
program in that through the efforts of the Commissioner, County Manager.
and Auditor the returns earned on the investments were sizeable and
indicated a dedicated effort.
M. H. Brock reported that Mr. Lloyd Stewart and he met with a group from
the Johnsonville area to discuss the law enforcement problem that was
presented to the Board at the September 12 meeting. Mr. Brock stated
that some solutions to this problem were reached and that he as well as
the group from the Johnsonville area felt that progress was made at the
meeting. Chairman Jesse Alphin stated that he was pleased with the
good follow - through work that had been done concerning the Johnsonville
law enforcement problem.
The County Manager infonned the Board that the bid opening for the new
three power hurst tools was held on September 30, 1977 at 3 p.m. The
low bidder for the tools was Virginia- Maryland Rescue Systems but this
company will not provide the necessary training. Therefore, Commission r
Brock made the motion that the bid be awarded to Life Protection System
in Raleigh, North Carolina, for the amount of Fifteen Thousand Seven
Hundred Forty -Seven Dollars and Twenty -Seven Cent ($15.747.27), which wall
also include the 3 -hour training course for each tool. Commissioner Cotton
seconded the motion and it carried ''unanimously.
Commissioner Brock made a motion authorizing the County Manager and Mr.
Thomas Lanier, Director of Civil Preparedness, to spend up to Fifty
Thousand Dollars ($50,000) out of the contingency fund to begin the new
ambulance service.
Mr. No Workman appeared before the Board to state the conditions of th
Western Harnett School. He informed the Board that the contractor and
architect at Western Harnett have assured Mr. Gray that the gymnasium
will be completed by November 1 and that there would be 100 percent
completion by November 15, 1977.
