09191977176 MINUTES FOR THE MID -MONTH MEETING IN SEPTEMBER. ALL TO ORDER The Harnett County Board of Commissioners met in regular session on Monday, September 19, 1977, in the Commissioners Room, County Office Building, Lillington, North Carolina Chairman Jesse Alphin called the meeting to order at 7:30 p.m. Commissioners Brock, Cotton, Stewart, and Shaw were present. Also H. D. Carson, Jr., Clerk to the Board, an Edward H. McCormick, County Attorney, were present. Because of the size of the people attending the meeting, the meeting was moved to the multi- purpose room in the same building. PETITION -- POLICE Prior to the reading of the minutes, Mr. James Howington, spokesman for approximately PROTECTION IN 40 residents and property owners of Western Harnett County, filed a petition with the JOHNSONVIT,,F Board. The petition expressed the concern of these residents in regards to the _insufficient law enforcement they are receiving. These residents feel that the police protection in the Johnsonville area is inadequate and requested that this matter receive high priority from the Commissioners. The Harnett County Board of Commissioner commended this group for presenting their problem to the Board and suggested that a committee of two or three persons meet with the Sheriff's Department and Mr. Jack Brock County Manager, to devise ansufficient law enforcement system for this area. The County Manager will report the results of this meeting to the Board. After this discussion, the Commissioners returned to the Commissioners Room to continue the mid- -month meeting. APPOINTMENT -- The Grassroots Arts Program funds allotted Harnett County Two Thousand Five Hundred APTS PROGRAM Sixty -Five Dollars and Twenty Cents ($2,565.20) for FY 77 -78. These funds will be used for the promotion of arts in Harnett County. Commissioner Brock made the motion that Mrs. Margaret Randall be appointed to serve as coordinator of the arts -arid distributor of these funds. The County Manager must first stamp and approve the funds before they can be distributed. Commissioner Cotton seconded the motion, and it passed with a unanimous vote. RESOLUTION -- - WHEREAS, the Harnett County herein called the "Applicant" has thoroughly considered GHSP -- Angier the problem addressed in the application entitled Harnett County, Angier Black River Ambulance Emergency Ambulance and Rescue, Inc., and has reviewed the project describe in the application; and WHEREAS, under the terms of Public Law 89 -564 as amended, the United States of America has authorized the Department of Transportation, through the North Carolina Governor's Highway Safety Program to make federal grants to assist local governments in the improvement of highway safety, NOW THEREFORE BE IT RESOLVED BY THE Harnett County Board of Commissioners IN OPEN MEETING ASSEMBLED IN THE CITY OF Lillington, North Carolina THIS 19th DAY OF September, 1977, AS FOLLOWS: 1. That the project referenced above is in the best interest of the Applicant an the general public. 2. That M. H. Brock, County Manager, be authorized to file, in behalf of the Applicant, and application in the form prescribed by the Governor's Highway Safety Program for federal funding in the amount of $10,000 to be made to the Applicant to assist in defraying the cost of the project described in the application. 3. That the Applicant has formally appropriated the cash contribution of $10,000 as required by the project. • 4. That the Project Director designated in the application form shall furnish or make arrangements for other appropriate persons to furnish such information, data, documents and reports pertaining to the project, if approved, as may be required by the Governor's Highway Safety Program. 5. That certified copies of this resolution be included as part of the applicati referenced above. 6. That this resolution shall take effect immediately upon its adoption. Commissioner Cotton offered the foregoing resolution and moved its adoption, which was seconded by Commissioner Stewart and was duly adopted. ADMINISTRATION Commissioner Brock requested that the Administration Budget be amended in the amount BUDGET ADMENDED of Nine Thousand two Hundred Dollars ($9,200). This amount includes the fringe bene- FOR COMPUTER fits, hospitalization and one year's salary for a person to operate the B -800 computer. The computer will be located in the Tax Supervisor's office, but it will be used by th- Health, Social Services, and Manpower Offices as well as the Tax Supervisor's office; therefore, the Administration budget will be amended rather than the Tax Supervisor's budget. This motion was seconded by Commissioner Cotton and passed unanimously. • 177 SOLUTION RE: S #F610EA99616 Commissioner Cotton made a motion that the following resolution declaring E DECLARED SURPLUS PROPERTY a 1967 Ford 2 -ton truck surplus property be adopted. OF .MINUTES OURNMENT RESOLUTION BE IT RESOLVED BY THE HARNETT COUNTY BOARD OF COMMISSIONERS THAT THE FOL- LOWING PIECE OF PROPERTY BE DECLARED SURPLUS PROPERTY: (1) 1967 Ford 2 -ton Truck - S #F610EA99616 September 19, 1977 Commissioner Shaw reported that he was enthused with the appearance and adaptedness of the moveable classrooms which were converted into offices. Commissioner Brock infor_ned the Board that the lease of property, on which some additional moveable classrooms will be stationed, has been turned over to the County Attorney for correction. Commissioner Brock informed the Board that Howard J. Hardy has resigned fropn the Mental Health Board and that the Board needs to appoint a new member at' its next regular meeting. The County has receive a new 12- passenger van, which is equipped and suited for carrying senior citizens. The Minutes of the September 6 and September 12 meetings were read and approved.
