08151977169 Minutes of the Mid Month Meeting of The Board of Commissioners Held on August 15, 1977. REGULAR MEETING PRAYER MINUTES READ DOT, Arthur Williamson The Harnett County Board of Commissioners met in regular session on Monday, August 15, 1977, at 7:30 in the Commissioners' Room , County Office Building Lillington, North Carolina. Chairman Alphin called the meeting to order at 7:30 p.m. with the following commissioners present: Conaaissioners Shaw, Brock, and Cotton. Commissioner Stewart was absent. H. D. Carson, Jr., Clerk to the Board was present. Conmissioner Jack Brock led the evening prayer. The minutes of the last meeting were read and approved. Mr. Arthur Williamson, official with the North Carolina Board of Transporta- tion was introduced. He stated briefly that it was his intention to visit all the boards in the sixth district in order that the people might have in- put into the roads building program. He stated that Mr. E. J Butler, Division Engineer, could be contacted on problems concerning roads and that it would then be taken up with District Engineer, Mr. Don Dupree. Following remarks by Mr. Williamson, Mr. W. J. Cotton opened discussion on road condi- tions in Harnett County by referring to NC 210 and the fact that promises to do something about it have been made in the past but not kept. NC 210 Commissioners Brock and Shaw spoke briefly on conditions of 210 and stated that the board is vitally interested in this strip of road which ruasfrom 401 into 210 into Spring Lake. Mr. Brock stated that the accident rate on 210 is higher than the state's average and that from 1971 to 1976 there were 298 accidents per day. It was requested that this road be given high prior- ity consideration. Mr. Bobby Kennedy, local resident on NC 210, told of a concerted effort by the Ruritan Club to contact all officials to make them aware of conditions of the road and to seek aid, but to no avail. This was several years ago. OLD 421 The board requested that Old 421 between Dunn and Erwin be repaired. It is a 4 -mile strip of road in need of curb, cuttering, and widening. The road serves the two hospitals, a shopping center, businesses and residences along the route. Conmrissioners Brock and Alphin requested high priority for this road. Mr. Williamson and Mr. E. J. Butler discussed the priority listing with the board. The priority listing is recorded in Minute Book No. 14 on page 160. SR 2047 Mrs. Joan Raynor was spokeswoman for approximately ten (10) persons regis- tering complaints concerning the paving of Sr 2047, a two-mile -long dirt road off NC 210 south. The matter involves two residents who will not give right of way, and Mrs. Raynor suggested paving up to that point or condem- nation of the section under controversy. Mr. Williamson stated that the state could not condenn in this situation, but that the Transportation Board was in sympathy and that he would confer with the engineers and have them investigate the matter. Corrmurdty Development Bid Approval Action Appointment - Regional Development Committee RECREATION BUDGET ADN1 Mr. Sam Salley, Community Development Director, appeared before the board requesting approval of the awarding of bids for the paving projects in Coats and Lillington. Mr. Salley stated that the engineering firm of Ragdale recommended acceptance of the bid submitted by Johnson Utility and Paving of Erwin, North Carolina. Commissioner Brock moved that the board approve the bid of Johnson Utility and Paving in the amount of $31,244 for paving of areas in Coats and Lilling- ton. Motion was seconded by Corrunissioner Cotton and carried unanimously. Commissioner W. J. Cotton moved the appointment of Mr. Lee Wayne Tudor to serve on the Regional Development Committee. Motion was seconded by Commis- sioner Shaw and carried unanimously. Mr. Brock, County Manager, reported that the North Carolina Department of Administration had awarded $3,850 for the summer program of the Recreation Department and moved that the Recreation Budget be amended by this amount and charged to code62 -130. Commissioner Cotton seconded the motion and mots carried unanimously. REPORT BY MR. RODNEY TART ON METRO WATER DISTRICT Mr. Tart reported on the progress of the Northeast Metropolitan Water Distric` He stated that the project is moving ahead and is on schedule. He stated than the line had been bacteriologically tested, but had not been hydrostatically tested due to the large volume of water necessary for such a test. Mr. Tart stated that due to the drought and the needed amount of water that the line would be tested in June of 1978 and that the current warranty would hold until then and at that time a one year warranty would be given. Mr. Tart briefed the board on actions to be takenby the Metro Board to meet require- ments of the Local Government Commission in connection with financing of the district. 170 REPOHY OF RECittATION DIRECTOR Mr. Robert Barefoot, Recreation Director, reported that progress is being made on parks at both Central and Western. Funding in the amount of $182,533 has been received for Western and bids have been let and opened for tennis courts in the amount of $76,400; plumbing in the amount of $46,000; and electrical in the amount of $143,000. The general contract portion of the parks bid will be opened on August 16, 1977, at 3 p.m. in -the County Office Building, Lillington, North Caro -, lina. Summer Program Mr. Barefoot reported on the summer recreation program. He stated that a successful program was held during the summer and outlined event briefly for the board which included: Arts and crafts at 8 locations involving 30 to 40 children per day; baseball with 4 league teams involving 1,032 boys; softball with 1,424 men and women participating. He also reported that a Special Olympics was held, a dog show, a golf tournament and that a playground program was conducted at Shawtown School with an average of 60 to 80 children between the ages of 8 - 15 per day participating.
