07181977159 MINUTES OF THE MID MONTH MEETING OF JULY 18, 1977. REGULAR MEETING The mid -month meeting of the Harnett County Board cf Commiss- ioners was held on Monday, July 18, 1977. Chairman Alphin called the meeting to order at 7:30 p.m., with Commissioners Bill Shaw, W. J. Cotton, Jr., M. H. Brock and Lloyd G. Stewart present. Also the Clerk and Attorney were present. PRAYER Robert Coats led the evening prayer. MINUTES READ Chairman Jesse Alphin welcomed those present and asked for the reading of the minutes. They were approved as read. LIBRARY VEHICLE BID OPENING At 7:30 p.m., the Chairman declared it to be the official time set for the opening of the bids for the second time for the furnishing d.' a vehicle for the County Library. One bid was received, from Coats Motor 'Co., Inc., Coats, NC. and was as follows: Station Wagon $5,593. plus tax, with delivery date not definite Alternate: $4,700. plus tax for a vehicle that was purchased from Chrysler Lease program on July 11, with 5,000 miles, immediate delivery, factory warranty through April, 1978, 9 passenger capacity. The Chairman turned the matter over to the Manager and Comm- issioner Cotton for their recommendation. The Board will act officially on the matter at the next meeting. CONTRACT WITH NER AND COUNTY The Chairman presented a letter from Howard N. Lee, Secretary of North Carolina Department of Natural & Economic Resources, under date of June 27, 1977, stating that Harnett County had been chosen to receive a grant in the amount of $6,000. effective July 1, 1977, to assist with the expansion of planning management capabilities. Action Commissioner Cotton introduced the following resolution, which was read: Action "BE IT RESOLVED, by the Harnett County Board of Commissioners: 1. That the contract between the County of Harnett and the North Carolina Department of Natural and Economic Resources be and the same is hereby approved. 2. That the Chairman and the Clerk be and they are hereby authorized to sign and execute the said contract for and on behalf of the County of Harnett and forward the same to the North Carolina Department of Natural and Economic Resources. 3. That upon final execution a copy of the said contract be filed with the minutes." Upon motion of Commissioner W. J. Cotton, Jr., seconded by Commissioner M. H. Brock, said resolution was unanimously passed. TITLE 4 -D REPORT Robert Coats, gave the Title 4 -D report for the past quarter. The report was received with appreciation. ARFA FUNDS The Board was informed that $35,063. in Anti Recession Fiscal Assistance (ARFA) funds had been received for the County and that the funds had not been anticipated in the present budget. Commissioner Brock made a motion that the funds be approp- riated for use in the landfill Department, through code 36 -190, Commissioner Stewart seconded the motion and the issue passed. NC SPECIAL CRISIS INTERVENTION PROGRAM The Board was informed that the state had received funds under the Special Crisis Intervention category wherein persons who had fuel bills still outstanding against them from last winter could receive assistance. It was necessary that some department be designated to administer this program for the county. Commissioner M. H. Brock moved that the Board desig- nate the Department of Social Services to administer the NC Special Crisis Intervention Program for Harnett County. Commissioner Cotton seconded the motion and it passed. SECONDARY IMPROVEMENT PROGRAM DOT The following resolution having to do with 1977 -78 Secondary Improvement Program was introduced by the Manager. 160 Resolution After careful study, Commissioner Stewart moved for its adoption, Commissioner Shaw seconded the motion and it passed. THAT WHEREAS, the 1977 -78 "SECONDARY IMPROVEMENT PROGRAM" for Harnett County is now before the Board for consideration, and WHEREAS, the Board of Commissioners find themselves favoring th paving of certain roads in the county over the widening of existing paved roads, BE IT THEREFORE RESOLVED by the Harnett County Board of Comm- issioners, that the following schedule of road priorities for Harnett County take precedence: Pri.No. SR No. Description -Length Scope of Work Cost E 1 2017 From 2016 to Dead End 1.50 Grade,Drain, STBC pave 2. 1120 From 2046 to NC 210 0.80 STBC & Pave 3 2047 From 2048 to NC 210 2.20 STBC & Pave. 4 1562A From NC 27 to SR 1551 0.80 Grade,Drain,STBC, Pave 5 2035 From 2034 to W'S 401 1.30 Grade,Drain,STBC, Pave TOTAL ESTIMATD COST 82,500 32,000 84,000 e 44,000. 71,500. $314,000: UNALLOCATED BALANCE $ 30,844. Signed this the 18th day of July, 1977. RESOLUTION TO NAME SR 2017' MINI MALL ROAD A resolution requesting SR 2017 to be named "Mini Mall" Road was presented to the Board. The resolution was takenffor study and action was delayed. Action was delayed until the next meeting. FORESTRY BUDGET AMENDED The Manager informed the Board of the necessity of amending the GF budget for the Forestry code in the amount of $3,000. and moved that it be done. Commissioner Stewart seconded the move and it carried. 161 ANNUAL LIBRARY PICNIC Mrs. Margaret Randall, Librarian extended an invitation to the Board for them to attend the annual picnic in the Library on August 8, 1977 at 12 noon.
