07071977157 July 7, 1977 Meeting of the Harnett County Board of Commissioners REGULAR MEETING WELCOME - PRAYER MINUTES READ DOT, DON DUPREE The July 7, 1977 meeting of the Harnett County Board of Commissioners was called to order on July 7, 1977, by the Chairman Jesse Alphin. Commissioners Shaw, Cotton, Brock and Stewart were present. H. D. Carson, Jr., Clerk to the Board was present. Chairman Alphin welcomed the visitors and asked Carson Gregory to lead the morning prayer. The minutes of the last meeting were read and approved with the exception that the action to the resolution setting attorney fees for tax collection cases be recorded in the minutes. Don Dupree, District Engineer Department of Transportation was present at the meeting to discuss road matters. The following resolution regarding Howards' Drive in Buies Creek was passed by a motion made by Commissioner Brock, a second made by Commissioner Stewart and a unanimous vote. RESOLUTION WHEREAS, Harnett County has submitted to the Department of Transportation a petition requesting that Howard Drive near Buies Creek be placed on the state secondary road sys- tem for maintenance, and WHEREAS, the Department did make an investigation into the matter as requested, and WHEREAS, The Department did report to the Board of Commissioners that their investigation resulted in a rec- ommendation that the road be added to the state system for maintenance, NOW, THEREFORE BE IT RESOLVED by the Board of Comm- issioners, that the Department of Transportation place Howard Dive in Camelot Subdivision near Buies Creek on the state Secondary road system for maintenance. DEPARTMENT OF TRANSPORTATION ROAD PRIORITIES As regarding the road priorities set for Harnett County, Commissioner Shaw moved that priorities as set by the De- partment of Transportation and designates as numbers 4,5 and 6, be changed to priorities numbered 1, 2 and 3. Comm- issioner Stewart seconded, Commissioner Cotton called for the question and the issue carried unanimously. There- after the Commissioners discussed general road matters and priorities. CARSON GREGORY Carson Gregory, Representative, provided the Board with a report on the legislative activities. RES. TO CHARGE OFF DELINQUENT TAXES H. D. Carson, Jr., presented the following resolution to charge off delinquent taxes, and requested the Commissioner to adopt the resolution Commissioner Brock moved for its adoption, Commissioneconded the motion and the vote was unanimous. BID OPENING FOR LIBRARY VEHICLE The resolution was that the Board moved to charge off the tax balances for the years 1965 and 1966, in accordance with the resolution of July 1, 1970, as recorded in Minute Book 12, page 402, and that the effective date of this charge off be June 30, 1977. At 10:00 a.m., the Chairman declared the time to be as ad- vertised to open bids for the furnishing of a vehicle for the Harnett County Library. Inasmuch as only one bid was presented, the Chairman ordered that the bids be let again. COMMUNITY DEVELOPMENT PROGRESS REPORT Sam Sally, Community Development Director, gave a progress report of his activities in implementing the Community Development Grant. W. EARL JONES TAX COLLECTOR W. Earl Jones, Tax Collector, gave the report for his department, as to activities of the month of June and the plans for the month of July. He made a request of the Commissioners that would be beneficial in the execution of his duties, that he be authorized to direct executions against personal property for taxes to the Sheriff 158 REPORT OF THE TAX ATTORNEY when necessary. Commissioner Cotton moved to grant this authority to the Tax Collector on the recommendation of the tax attorney. Comm- issioner Brock seconded the motion and the issue carried. E. Wilson, Johnsonville Township, 11.37 for the years 1975,76, and 711/4 Cotton moved that the re uest be granted on the recommend- ation of the Tax Supervisor, Commissioner Stewart seconded the motion and the issue passed. At 10:15 a.m., the Board assembled in the Auditorium of the Building to officially present to the employees who had served in the County employ in excess of 20 years, pins to indicate their length of service. All the Commissioners took part in the ceremony. Commissioner Cotton moved that the first meeting to be held in August be held on August 8, 1977, rather than August 1, 1977, because of the National Association of Count Convention scheduled for Detroit.
