MINUTES OF THE FIRST MONDAY MEETING HELD ON JANUARY 3, 1977.
REGULAR MEETING
The first Monday Meeting of the Board of Commissioners for
January, 1977, was called to order on January 3, 1977, at '
9:15 A.M., by Jesse Alphin, Chairman of the Board. Comm-
issioners in attendance were Bill Shaw, W. J. Cotton, Jr.,
M. H. Brock and Lloyd Stewart. The Clerk was present.
PRAYER Dr. Anne Moore from Campbell College, led the morning praye
MINUTES READ The minutes of the previous meetings were read.
DON DUPREE, DOT Don Dupree, District Engineer, Department of Transportation
appeared before the Board for a discussion of county road
projects.
ENGINEERING SERVICES CONTRACT
RE S. ERWIN COMMUNITY Commissioner Brock presented an Engineering Services Con-
tract relative to the existing Community Development grant
and the South Erwin Community, and moved that the contract
beaapproved for execution by the Chairman and the Clerk,
but only after the Environmental Statement has been sub-
mitted and approved. Commissioner Cotton seconded and the
issue passed. Therefore, execution of the contract will no
take place until after the approved Environmental Statement
is approved.
COMPREHENSIVE REPORT OF THE
SHERIFF'S DEPARTMENT B. E. Sturgill, Chief Deputy Sheriff, filed a comprehensive
report of the sheriff's department for 1976 with the comm-
issioners for thelinformation.
PUBLIC HEARING FOR CD
APPLICATION

Chairman Alphin declared the meeting to be the legally ad-
vertised Public Hearing for the purpose of developing
input and considerations for the 1977 Community Develop-
ment Gran Pre- application. Susan Cheek, Consultant and
Planner from Region "M ", again set forth objectives of the
grant and the criteria that determined its acceptance or
rejection.

surrounding areas.
mentioned the Beaverdam area of the County as needing some
assistance in an existing drainage problem and suggested
that funds be requested in the application to fund a
planning project necessary to remedy the problem.
Commissioner Brock said he was favorable to this suggestion and akked that it be in-
corporated into the planning of the application.
PUBLIC- HEARING
CLOSED The Chairman declared the Public Hearing to be closed; the
time was 10'900 A.M.
REPORTS:
Thomas Allen
Action
Thomas Allen, Tax Supervisor, presented a report of his
department to the Commissioners, and made the following
requests for refunds or releases:
Refund: Homer J. & Angelina Ennis, Route 1, Erwin, Duke
Township, lot size listed wrong because of error on deed,
1974 & 1975, in the amount of $22.57.
Releases: W. P. Pope, Sr., Grove Township, $11.54.
Godwin Real Estate & Development, Inc., error in pricing
property, $182.70.
Commissioner Cotton moved the refunds and releases be
granted, on the recommendation of the Tax Supervisor,
Commissioner Shaw seconded the issue and it passed.
AUTHORITY TO GRANT TAX LISTING
EXTENSIONS Commissioner Cotton moved that authority be given to Thomas
Allen, Tax Supervisor to grant extension of time in which
to list taxes until March 31, if the request for an exten-
sion is received by at least 7 days prior to the end of
the legal, listing time, and that the entire list of extens-
ions being granted be presented to the Commissioners at
the end of the listing time. Commissioner Brock seconded
the motion and it passed.

Building & Grounds
PRESENTATION OF FLAG
ADJOURNMENT
Joe Lucas, Director of the Manpower Services filed an
extensive report with the Board showing the activities
of his department.
Commissioner Brock reported on the progress of the
Metropolitan Water System in that bids are to be let
in February, providing the sites have been obtained.
He also informed the Board of the necessity of hiring
a utility director for the project, but in order to
do that, the Board would need to fund the expenditure
with cash reimbursement due at such time the facility
would begin to collect water fees.
Commissioner Brock made a motion that the county commit
funds, therefore, for the hiring of personnel for the
water system, until fees could be collected to provide
operating expenses and to reimburse the county, Comm-
issioner Cotton seconded and the issue passed.
A report from the Buildings & Grounds Committee was
filed with the Commissioners.
The following letter from K. W. Ballentine was read
for the pleasure of the Board. The letter was received
with appreciation, and the flag was gratefully accepted.
"Dear Jack, and Honorable County Board of Commissioners.
I am sorry that I can not be present to present this beautiful
gift, to my adopted county, some 40 years ago.
Let's not mention how I came in possession of this Beautiful
Flag; matters not, it was honorable. There is one thing
sure, I did not receive it be deserting my country, when I was
call to serve it. So I will not be asking Our President
for Amnesty.
This flag is the Symbol of our great nation, who brave pat-
riotic men have fought, struggled and died for its cause.
I give this Beautiful Flag to Harnett County as a memorial,
in memory of all the patriotic citizens who answered the call
of duty, when our country needed us; and I hope and pray
that should our great country call our men and women to defend
this Great nation, they will rally to its defense with pat-
riotism, Love and Loyalty, and support it in every way poss-
ible to preserve our land and our Sacred Symbol of Liberty,
Justice and Freedom forever, for all.
Never let this Beautiful Flag Fall.
