1115197659 MINUTES OF MID -MONTH MEETING OF NOVEMBER, 1976 %rr MID -MONTH MEETING EVENING PRAYER MINUTES READ EMPLOYEES' RECOGNITION BANQUET BID OPENING RE: JUVENILE VEHICLE The mid -month meeting for November , convened on Monday, November 15, 1976. The Chairman of the Board, B. R. Etheridge, called the meeting to order at 7:30 P.M. with Commissioners Brock, Stewart, and Cotton present. Comm- issioner Alphin arrive a few minutes late. The County Attorney was present, and the Clerk. The Chairman led the evening prayer. The minutes from the last meeting were read and approved. Commissioner Brock, in speaking of the Employees' Recog- nition Banquet held on November 12, 1976, made a motion that Mrs. Gay Burton, Director of the Special Music, "This is the Sound of America ", a bicentennial cantata, be sent a letter by the Board to express appreciation of the per- formance. Commissioner Stewart seconded the motion and the issue passed. As previously advertised in the legal section of the news- papers, the Chairman informed those present that it was now time to open the bids for the furnishing of a vehicle for the juvenile program of the county, and called upon the County Manager to present all bids received. County Manager Brock informed the Chairman that only one bid had been received. The Chairman then ordered that the bids be let again, to be opened on Monday, December 6, 1976 for the furnishing of this vehicle, at 9:30 A.M. PROCLAMATION FARM CITY WEEK Rudy Collins presented the following proclamation for consideration of the Board of Commissioners. Upon a motion by Commissioner Cotton, a second by Commissioner Stewart, the proclamation was adopted and made a part of the record of theCounty. FARM CITY WEEK 1976 WHEREAS the prosperity and well -being of this community are dependent upon cooperation between the two great elements of our society; farmers and urban people, and WHEREAS the complexities of their individual problems and the divergence of their activities have led to a widening gulf of misunderstanding, and WHEREAS this gulf of misunderstanding must be eliminated, and each group must understand the other if our American way of life is to endure, and WHEREAS Farm -City Week provides an unparalleled opportunity for farm and city people to become reacquainted, I, THEREFORE, Bob Etheridge, Chairman of the HARNETT COUNTY BOARD OF COMMISSIONERS, do hereby proclaim the period of November 19, through November 25 to be Farm - City Week; and I do father call upon all citizens of this community to participate to the limit of their capa- bility in the joint visits, the seminars, the pageants, fairs, civic and social events attendant to a successful Farm -City Week in FIarnett County. Done at the city of Lillington, this 15th day of November„ 1976 6 RESOLUTION -201 WASTEWATER FACILITIES PL. STUDY The following resolution pertaining to 201 Wastewater Facil- ities Planning Study for Dunn - Benson -Erwin was presented to the Commissioners. Commissioner Brock moved for the adoption of the resolution, Commissioner Cotton seconded the motion and the issue carried. RESOLUTION WHEREAS, the City of Dunn, Harnett County, North Carolina, on January 22, 1974, acting as Lead Applicant for the Dunn - Benson -Erwin Planning Area, contracted with the firm of Davis, Martin & Associates, Inc., High Point, North Carolina, for the preparation of a Wastewater Facilities Planning Study for the Dunn - Benson -Erwin Planning Area as delineated by the Department of Natural & Economic Resources of the State of North Carolina to conform with the requirements of Section 201 of Public Law 92 -500; and, WHEREAS, said Wastewater Facilities Planning Study containing plans and recommendations for facilities necessary for meeting the needs of the planning area for wastewater collection and treatment have been presented to the Harnett County Board of Commissioners; and, WHEREAS, the Board;of Commissioners of the Town of Erwin, Town of Benson and City of Dunn have adopted resolutions agreeing to and accepting for implementation the recommendations contained insaid Wastewater Facilities Planning Study, said agreement and acceptance being contingent upon approval of said Study by the North Carolina Division of Environmental Management and the United States Environmental Protection Agency; and, WHEREAS, the Board of Commissioners of the County of Harnett have been requested to concur in the foregoing approval. NOW, THEREFORE, BE IT HEREBY RESOLVED that the Board of Commissioners of the County of Harnett does hereby agree and concur with the conclusions and recommendations of said Wastewater Facilities Planning Study. WILLIAMS & WORKS: REPORT ON LANDFILL SITE Representatives from Williams & Works Engineering Firm were present and reported to the Board that the preliminary plans that had been submitted to the Raleigh Office of Health Services Division, Vector Control, had not been evaluated and returned but that results were expected very soon, and that then progress could be made on the Dunn - Erwin -Coats landfill site. REPORT OF GF EXPENDITURES General Fund report of expenditures was filed with the Board. PLAN ON SUBDIVISION ORDINANCES Tony Tucker Tony Tucker, Director of Harnett Planning and Development, came before the Board to introduce Jim Dougherty from the Department of Natural and Economic Resources. Mr. Dougherty presented a plan on subdivision ordinances for the Commiss- ioners to read and study, and take action at a later meet- int. The matter was duly docketed by the Commissioners. SPECIAL GUESTS Prior to adjournment, the Chairman recognized the special guests for the evening - Duncan McCormick and Lydia McCormick.
