11011976MINUTES OF THE REGULAR MEETING OF THE BOARD OF COMMISSIONERS HELD ON NOVEMBER 1, 1976. REGULAR MEETING PRAYER GREAT SEAL OF THE STATE OF NORTH CAROLINA MINUTES READ DON DUPREE, DOT The regular meeting of the Harnett County Board of Commissioners was convened on Monday, November 1, 1976, at 9:20 A.M., by the Chairman Bobby R. Etheridge. Other members of the Board present were M. H. Brock, Lloyd G. Stewart, Jesse Alphin and W. J. Cotton Jr. The Clerk to the Board was present. Commissioner M. H. Brock led the morning prayer. Prior to the reading of the minutes, the Chairman welcomed the visitors to the meeting, and especially recognized Judge Gerald Arnold who had given a wall hanging of the Great Seal of the State of North Carolina, to the Commissioners on behalf of the County, to be hung on the walls of the Commissioners Meeting Room The Chairman expressed the appreciation of the Commissioners for this gift, in that it would not only grace the walls of the Room, but also that it would be a lasting symbol of patriotism in this bicentennial year. Mrs. Luci uzzle suggested a school project that would creat a seal of the County to hang along side the Great Seal. The Commissioners accepted the suggestion with appreciation The minutes of the last two meetings of the Board of Commissioners were read and approved. Mr. Don Dupree, District Engineer with the Department of Trans- portation, came before the Board. He stated that he had no spec- ial business, just that he wished to bring the commissioners up to date on the construction programs of the county - SR 2046 and SR 1539, that paving on these roads would be nearing completic in the spring of 1977, and that bids were to be let on the project this month. He stated that other projects were being planned subject to the availability of funds. The Chairman presented a letter of request to the Department of Transportation, in that a petition was being made that a road, .5 in length, leading off SR 1232, with 5 occupied homes, be added to the State Second- ary Road System. Commissioner Stewart moved that the request be made official and submitted to the State Department of Transport- ation for action. Commissioner Alphin seconded the motion and the issue passed. JUVENILE TASK FORCE DR. BROWN Dr. Millard Brown, Chairman of the Harnett County Juvenile Task Force appeared before the Board to present the finalized recomm- endation for the provision of juvenile services for Harnett County. The report was duly filed with the County Manager and made available for information. The Chairman expressed apprec- iation to Dr. Brown and to his staff committee members for the research and preparation of the materials presented to the Board. He also asked that the committee consider themselves still active, meet quarterly and continue to report findings and to make recommendation to the Board as the necessity arose. SOCIAL SERVICES TITLE 4 -D Robert Coats, with the Department of Social Services Title 4 -D program filed a report with the commissioners describing the activities of his program for a seven -month period of time. The Board were appreciative of the report. REPORT FROM PARKS AND RECREATION Robert Barefoot,, Director of Harnett County Recreation Department appeared before the Board to report on the activities of his department. He informed the Board of the activities of the past summer programs and described the plans for the winter session. The Commissioners asked that he return to the mid -month meeting in November to make the other part of the report. TAX ATTORNEY - TAX REPORT The Tax Attorney, E. REPORTS -TAX COLLECTOR 1 W. Earl Jones, Tax Collector made the report of his department for the period of time from the beginning of the fiscal year and the plans for his department for the month of November. REPORTS -TAX SUPERVISOR Thomas Allen, Tax Supervisor, made a report for his department and made requests for refunds and release as per detail: 1. Sherbyteen Shavers Caldwell, Route 2, Box 193, Cameron, N.C., refund requested on double listing of trailer for 1974- 76, in the amount of $223.82. Commissioner Cotton moved to approve the refund, Commissioner Alphin seconded and the issue carried. 2. Hary & Sharon Hanria, Route 1, Box 454B. Spring Lake, NC, request for refund for being charged fire district for Anderso Creek Fire District, for reason their property was not located within the district. Commissioner Cotton moved the request be honored, Commissioner Stewart seconded and the issue passed 3. James Roy Smith & Christine, request for exemption applic- able to the elderly or totally disabled persons with limited income. - LEA&- OPERATIONS PORTABLE LEAA - DETECTIVE Fannie J. Harrington, Neills' Creek Township, request for exemption applicable to the elderly persons with limited incom Commissioner Cotton moved that the two requests for exemption be approved, Commissioner Alphin seconded the motion and the issue passed. The County Manager presented a resolution entitled Attachment F, of subgrant application "Operation Portable" prescribing a subgrant from the Division of Law and Order in the amount of $9360., with the county matching funds of $520., and moved for its adoption. Commissioner Cotton seconded the move and the issue passed unanimously. A second resolution pertaining to Detective Division for Harnett County was presented for action. This subgrant from the Division of Law and Order was in the amount of $21,799. with county matching in the amount of $1,211. Commissioner Jesse Alphin moved that the resolution be adopted, Commission- er Lloyd G. Stewart seconded the motion and the issue passed. STATEMENT OF INVESTMENTS The Manager presented the statement of investments and dis- cussed the County Employee Recognition Banquest to be held November 12, 1976, at Marshbanks Dining Hall, Buies Creek.
