1019197647 MINUTES OF THE REGULAR MEETING OF THE BOARD HELD ON TUESDAY, October 19, 1976 REGULAR MEETING The Harnett County Board of Commissioners met in regular session on Tuesday, October 19, 1976, as posted and advertised. The Chairman, Bobby R. Etheridge, called the meeting to order at 7:45 P.M., with the following members present: M. H. Brock, Jesse Alphin and W. J. Cotton, Jr. PRAYER Dennis Burton, Fellowship Baptist Church pastor, led the evening prayer. CAST OF "LET GEORGE DO IT" RECOGNIZED Acceptance The Chairman welcomed the visitors, recognized those of the cast of the bicentennial performance of "Let George Do It" who were present, and moved the meeting to the lobby of the building to accept the gift from the Children of "Let George Do It ". West Jackson, who played the part of George Washington in the prod- uction, officially presented the gift of a live plant with a gold engraved plaque on the container, to the county as an act of appreciation for the governmental structure in this bicentenn1 ial year. Chairman Etheridge accepted the presentation with appreciation, honor and gratitude, and offered praise to the children for thei offering of the gift to serve as a tangible symbol of their patriotism. The Chairman ordered that the names of those in the cast be placed in the permanent record of the county as a wit- ness of the part they played in the bicentennial celebration of our country's birthday. The plan outlined problem areas and contained a proposal for the provisionof group homes and specialized foster care for delinquent persons that would normally be sent to training schoo Action was deferred until the mid -month meeting in November, 197 leaving the request for funding as it was prepared and submitte to the state office, in the amount 90% HEW participation. REPORT FROM WILLIAMS & WORKS- Landfill Site Representatives from Williams & Works Engineering Firm from Sanford appeared before the Board regarding the Dunn - Erwin -Coats new landfill site. A general discussion was held with the Board and the representatives. RESOLUTION RE: Certain Streets in Manor Hills Subdivision The following resolution was presented to the Commissioners for action: Action BE IT HEREBY RESOLVED BY THE HARNETT COUNTY BOARD OF COMMISSION- ERS, in regular session convened on Tuesday, October 19, 1976, that various streets located in the Manor Hill Subdivision, Section I, Upper Little River Township, be placed on the State Secondary Road System for maintenance; this supported by a petition duly signed and filed with the Department of Trans- portation, bearing signatures of those owning property adjoining the designated streets. This the 19th day of October, 1976. Commissioner Alphin moved that the foregoing resolution be adopted, a certified copy sent to the department of Transportati and record made of the action taken, Commissioner Cotton second- ed and the issue passed. s. 4 EXPIRATION OF BOARD MEMBERS FOR LEE - HARNETT MH Jeff Ward, Chairman of the Lee - Harnett Mental Health Area Board made a written request of the Board of Commissioners that the county adopt a uniform expiration date of June 30 for all members of the Lee - Harnett Mental Health Area Board. Commissioner Alphin moved that the county adopt a uniform expiration date of June 30 for all members of the Lee- Harnett Mental Health Area Board. Commissioner Cotton second- ed the motion and the issue passed. AFFIRMATIVE ACTION PLAN The following Affirmative Action Plan for Harnett County, was presented for the pleasure of the Board: AFFIRMATIVE ACTION PLAN HARNETT COUNTY, NORTH CAROLINA Effective, efficient administration of Harnett County Government and program delivery depends on a staff with a wide range of skills and backgrounds. To be successful, the staff must have the confidence and cooperation of our County's citizens. The staff should be a reflection of the citizenry, and it is the policy of the County that the staff composition should parallel the demographic make up of Harnett County. The Board of County Commissioners adopts this Affirmative Action Plan to assist in carrying out the County's non - discrimination policy. Non - Discrimination Policy. It is the policy of Harnett County, in compliance with Title VI of the Civil Rights Act of 1964: 1. To provide equality of opportunity of employment with the county for all persons; 2. To carry out all planning, programs, and activities in ways- so that no persons will be subjected to discrimination and which will be in compliance with Title VI of the Civil Rights Act of 1964; 3 To afford full and fair representation of all sectors of the population in the County on planning and policy committees made up to reflect the composition and interests of the population in the area. Employment and Personnel Practices. It is the policy of the County to prohibit discrimination because of race, color, religion, sex or national origin in all aspects of its personnel policies, programs, practices and operations, and in all its working conditions and to promote the full realization of equal opportunity in employment through continuing programs affirmative action in Harnett County. Affirmative Action Program. The County Manager shall direct the implementation of this Affirmative Action Program in every aspect of employment policy and practice, including recruitment, employment, training and promotion. All positions are open to the widest range of persons possible, given certain baisc skills needed to perform the job. To this end, hiring and promotion practices will encourage upgrading employee skills subsequent to job place- ment. The responsibility for delivery of services and administration of the public trust is demanding. Direction of these activities should be in the hands of well- trained, experienced staff members who understand the process of county government as well as the delivery of each area of service to the people of Harnett County. Therefore, persons filling administrative positions must possess necessary training and experience to be able to function immediately at a high level of effectiveness. The following actions will be toutinely taken im implementing the Affirmative Action Program: 1. Employment opportunities and notice of the county's non - discrimination policy in employment will be well advertised to give broadest possible notification throughout the area. 2. Opportunity for advancement and training will be posted on bulletins board in the Courthouse so that it can come to the attention of all County employees. 3. It is the goal of County administration and service agencies that the staff will represent major sectors for the County population at least in proportion to their percentages in the County population as a whole. 9 4 CTION HARNETT COUNTY* Total Population: 53,743 Racial Minorities: 12,082 (22 percent of total population) Female: 27,299 (51 percent of total population) Age 60 or over: 7,181 (13 percent of total population) 4. To aid in achieving the objectives of the Affirmative Action Program, every effort shall be made to encourage upward mobility of employees in the County government system through flexible recruiting and pro- motion practices, on- the -gob training, and fostering other self -help activities designed to raise employees' level of skill and performance. 5. F REPORT The General Fund report for the month of September, 1976, was presented to the board members. EQUEST - Victor . Jones Commissioner M. H. Brock reported to the Board that he had received a request from Victor R. Jones, Sr., 108 Holmes Street, Erwin, for exemption from privilege license applicable to blind persons. Commissioner Brock made a motion that he be exempt, Commissioner Alphin seconded the motion and the issue passed. The Chairman ordered that this information be given to the Tax Collector.
