MINUTES OF THE MID MONTH MEETING HELD SEPTEMBER 20, 1976
arnett County Board dr Commissioners met in regular session
on Monday, September 20, 1976. The Chairman, Bobby R. Etheridge,
called the meeting to order at 7:30 P.M., with the following
Commissioners present: Jesse Alphin, W. J. Cotton, Jr., M. H.
Brock, and Lloyd Stewart. The clerk was present.
EVENING PRAYER Commissioner Alphin led the evening prayer.
MINUTES READ
JOHN INGRAHAM, CPA
The minutes of the last meeting were read and an amendment was
made as to the addition of the name of the presiding official.
Commissioner Cotton moved they be approved as amended, Comm-
issioner Stewart seconded and the issue passed.
John Ingraham, Certified Public Accountant, employed by the
County to audit the accounts and records of the county for the
fiscal year ending June 30, 1976, appeared before the Board to
present the audit report. He offered special commendation to
the County Auditor and his staff for keeping the records in an
efficient manner, said it was the best report he had ever
prepared, and that the county was in excellent shape. He said
the County Administration as a whole was to be commended for
its investment program in that through the efforts of the
Commissioners and the Auditor, the return earned on the invest-
ment was sizeable and indicated a dedicated effort.
RESOLUTION TO TRANS
GRANT FUNDS TO METRO
WATER BOARD The Chairman, Bobby R. Etheridge, introduced the following
resolution:
RESOLUTION
NORTH CAROLINA
HARNETT COUNTY
WHEREAS, the County of Harnett has been working to develop a county -wide
water sys tem in accordance with an approved comprehensive county plan since
1968, and
WHEREAS, a feasibility study by the engineering firm, Moore - Gardner U
Associates, Inc., indicated an area including Towns of Angier, Coats, and
Lillington and connecting corridors could be built, and
WHEREAS, County of Harnett applied for and received a Clean Water Bond
Grant in the amount of $1,521,943 for assistance in construction of the portio
of the county water plan described above and known as Service District No. 1,
and
WHEREAS, the service district concept has not been proved as a viable met
od and could not be accepted by bond attorneys until proved by court procedure
and it was necessary that the full faith and credit of the county be used
to support the service district plan, and
WHEREAS, the County of Harnett is vitally interested in the development
of the County Water Facilities Plan to all areas of the county as feasibility
is shown. The County Board of Commissioners called for the formation of Nort-
east Metropolitan Water District of Harnett County and has assisted and coop-
erated with that Board to call for a vote of the poeple in the Metropolitan Di
rict to approve $3.52 million in G.O. Bonds for construction of the water syst
servicing the established metro area. The understanding with the metro board
was that the State Clean Water Bond Grant would be available for construction
of the project and received concurrence with state officials of the Department
of Human Resources that the dunds could be transferred to the Metro District
for the projects construction, and
WHEREAS, it is the intent of the Board of Commissioners of Harnett County
that the Clean Water Bond Grant in the amount of $1,521,943 be used in the
construction of the water facilities to serve the Northeast Metropolitan Water
District of Harnett County;
THEREFORE, BE IT RESOLVED by the Board of Commissioners of Harnett County
that M. H. Brock, County Manager, be authorized and is hereby directed to
have drawn an agreement which will convey all of the Clean Water Bond Grant
Funds awarded to Harnett County to the Northeast Metropolitan Water District
of Harnett County as said funds are received by the county from the State of
North Carolina. It is further understood that such agreement shall be drawn
in a manner that complies with the requirements of the Department of Human
Resources of the State of North Carolina.
The foregoing resolution, after presentation and discussion, was upon motion
by Commissioner Brock and seconded by Commissioner Cotton, adopted by the
Board of Commissioners of Harnett County, at Lillington, NC, on the 20th day
of September, 1976.
Thoservoting in favor of the issue were Brock, Alphin, Cotton and

Robert Coats from the Regional Office of the Social Services
office visited the meeting and spoke briefly of his relationshi
to the Board of Social Services and to the Board of Commission s.
The Chairman extended appreciation to Mr. Coats and to the othe
visitors attending the meeting.
The possibility that two ambulance vehicles could be obtained
by the County through grants submitted to the Governor's
Highway Safety Program through the Region, was brought to the
attention of the commissioners. Commissioner Brock presented
two resolutions for the pleasure of the Board that would
accompany the applications for the two ambulance vehicles.
Commissioner Brobk- _moved for the adoption cf the resolutions
Commissioner Alphin- seconded and the vote was unanimous in
favor of the issue.
WHEREAS, the Harnett County Board of Commissioners, herein called the
"Applicant" has thoroughly considered the problem addressed in the app-
lication entitled Emergency Medical Services and has reviewed the project
described in the application; and
WHEREAS, under the terms of Public Law 89 -564 as amended, the United
States of America has authorized the Department of Transportation, through
the North Carolina Governor's Highway Safety Program to make federal
grants to assist local governments in the improvement of highway safety,
NOW, THEREFORE BE IT RESOLVED BY THE Board of Commissioners of Harnett
County, in open meeting assembled in Lillington, NC, this 20th day of
September, 1976, as follows:
1. That the project referenced above is in the best interst of the Applic-
and and the general public.
2. That M. H. Brock, County Manager be authorized to file, in behalf of th
applicant, an application in the form prescribed by the Governor's Highway
Safety Program for federal funding in the amount of (2 applications were
prepared and this amount would $10,000 for each application) to be made
to Harnett County to assist in defraying the cost of the project described
in the application.
3. That Harnett County has formally appropriated the cash contribution of
(2 applications submitted, $10,000. in each of them totalling $20,000.)
as required by the project.
4. That the Project Director designated in the application form shall
furnish or make arrangements for other appropriate persons to furnish such
information, data, documents and reports pertaining to the project, if
approved, as may be required by the Governor's Highway Safety Program.
5. That certified copies of this resolution be included as part of the
application referenced above.
6. That this resolution shall take effect immediately upon its adoption.

The Chairman was in receipt /of fees due for professional servi -s
rendered Harnett County in regards to the various stages of
of the development of the proposed Airport, from John Talbert
& Associates, Inc., Consultants from Wilmington, North Carolin
in the amounts of $10,353. and $7,909. Commissioner Brock mov
that these accounts be se —tled and noted for the record that
these amounts would be reimbursed through FAA Funds. Comm-
issioner Stewart seconded the motion and the issue carried
unanimously.
POLICY ON NOTICES FOR HEARINGS ON
LICENSES FOR MASSAGE PARLOR OPERATORS
AND MASSAGISTS Commissioner W. J. Cotton, Jr,, introduced the following pol-
icy and moved that it be adopted. The policy was read aloud,
Commissioner Alphin seconded the motion and the following is
the record of votes taken.
Commissioner Alphin, Commissioner Cotton, Commissioner Brock
and Commissioner Stewart voted yes, hone voted no.

The Chairman of the Board of Commissioners of Harnett County, upon

age parlor operators or massagists have violated "An Ordinance Regulating
the Business of Massage and Massage Parlors" or other related ordinances, be
and he is hereby authorized to set the time and place for a hearing before
the Board of Commissioners on the question of whether or not to revoke the
license of the alleged violator.
The Notice shall:
1. Contain a heading identifying the County of Harnett and
State of North Carolina and indicating that a hearing is
before the Board of Commissioners of Harnett County in
its capacity as a hearing authority.
2. State in a caption that the matter concerns a hearing;
give the name of the licensee and identify the license
that is the subject matter of the hearing.
3. Be addressed to the licensee at his or her last known
address, together with any applicable alias.
4. Identify the provision of the ordinance that is involved.
5. State the exact time and place of the hearing.
6. Set out the alleged grounds for license revocation with
enough certainty to inform the licensee of the alleged
violation.
7. State that the licensee may appear at the hearing and pre-
sent evidence on the issue involved and that the licensee
may have assistance of counsel at the hearing.
8. Contain the following statement:
"You are expressly advised that the Board of
Commissioners, by causing this Notice to be issued,
expresses no opinion on the issue of whether or not
you have violated the ordinance as alleged. Specific
grounds for revocation have been brought to the Board's
attention by law enforcement authorities and these
grounds have been indicated in this notice so that you
may have due notice of the same and have an opportunity
to be heard and be fully prepared to present an appro-
priate defense; a decision will be made by the Board
of Commissioners after hearing all the evidence."
CHANGE OF MEETING DATE OF
MID MONTH MEETING FOR OCTOBER,
1976 It was desired by the Board that the October mid -month meet-
ing of the Board be changed in date only, from Monday, Oct-
ober 18, 1976 to Tuesday, October 19, 1976, because of the
County Officials Day to be held at the North Carolina State
Fair on Monday. Commissioner Cotton made the motion, Comm-
issioner Alphin seconded the motion and the commissioners all
voted yes. This change will apply only to the October, 1976
mid -month meeting.
REPORT OF THE TAX
ATTORNEY The County Tax attorney filed the following report with the
Board of Commissioners:

PLANS FOR EMPLOYEES RECOGNITION
BANQUET In planning for the Employees Recognition Banquet, Commissionem
Brock made a motion that it be held in the cafeteria at Camp-
bell College on November 12, 1976, and at that time, employees
in service from five years up would receive recognition, and
that $500. be appropriated to finance the banquet in the pur-
chasing of pins and certificates, and that the meal would be
paid for by the employee and /or spouse in attendance. Comm-
issioner Alphin seconded the motion and the issue passed.
CIVIL PREPAREDNESS FILM
The meeting adjourned to the auditorium where Vance Kee and
Thomas Lanier presented a program and showed a film on Civil
Preparedness.
