11281988 (2)88 PUBLIC HEARINGS CONCERNING ZONING CHANGE APPLICATIONS, NOVEMBER 28, 1988 PAULINE CHANCE The Harnett County Board of Commissioners held public hearings concerning, zoning change applications on November 28, 1988, at the County Office Building, Lillington, North Carolina, with the following members present: Rudy Collins, Bill Shaw, Mack Reid Hudson, Mayo Smith, and Chairman Lloyd G. Stewart presiding. Others present were: Dallas H. Pope, County Manager; W. Glenn Johnson, County Attorney; Vanessa W. Young, Clerk to the Board, and Kay S. Blanchard, Recording Secretary. Chairman Stewart called the public hearings to order at 6 p.m. Commissioner Shaw offered the invocation. Dallas H. Pope, County Manager, briefed the group that the purpose of the . public hearings was to allow the public to comment concerning the zoning change applications. Zoning Change Hearings 1. Pauline Chance, from Industrial to RA -20 Zoning District, Averas- boro Township, SR 1811 - Chairman Stewart called the Chance hearing to order and Carla Stephens, Planning Supervisor, discussed the facts of the application and the Planning Board recommendation. Ms. Chance explained that she wanted her property zoned residential rather than industrial. No one else spoke in reference to the Chance application. After all discussion was completed, Chairman Stewart closed the Chance hearing. DENVER DISTRIBUTING, 2. Denver Distributing, Inc., from RA -20 to Industrial Zoning District, INC. Neill's Creek Township, U.S. 421 - Chairman Stewart called the Denver Distributing, Inc. hearing to order and Carla Stephens, Planning Supervisor, discussed the facts of the application and the Planning Board recommendation. Mr. Troy Whitley, representing Denver Distributing, explained that the company has been operating in Harnett County for three years. He further stated that the company intended to expand its operation and, therefore, would have to be zoned Industrial. No one else spoke in reference to the Denver Distributing application. After all discussion was completed, Chair- man Stewart closed the Denver Distributing hearing. F.K. JOHNSON 3. F. K. Johnson, from RA -30 to RA -20 Zoning District, Grove Township, SR 1551 - Chairman Stewart called the F. K. Johnson hearing to order and Carla Stephens discussed the facts of the application and the Planning Board recommendation. Ms. Stephens also pointed out that Mr. Johnson had letters from the adjacent property owners which '.. states that they are not opposed to the zoning change. Mr. Johnson represented himself and addressed Article XIII, Section 2.0 of the Harnett County Zoning Ordinance. He stated that he felt the proposed zoning change would put all property similarly situated in the same district. Further he argued that the proposed zoning change would be keeping with the neighborhood, in that the neighborhood was composed of all types of mixed uses. Mary Denning, Rt. 1, coats After all discussion was completed, Chairman Stewart closed the F. K. Johnson hearing.
