MINUTES
OF
PUBLIC HEARING CONCERNING CONDITIONAL USE APPLICATIONS
AND ZONING CHANGE APPLICATIONS
On October 24, 1988, the Harnett County Commissioners held a
series of public hearings to solicit the views of the citizens on
various conditional use permits and zoning changes.
Chairman Lloyd Stewart called the meetings to order and C. P.
Tarkington gave the invocation. The county manager, Dallas
Pope, explained the procedure and purpose of the hearings and
introduced the Board of Adjustment members. Mr. Pope also
explained that the Board of Adjustment would be handling
conditional use permits beginning in November.
CONDITIONAL USE PERMIT HEARINGS:
1. Barefoot, Larry, Manufactured Home in RA -30 District,
Averasboro Township, S.R. 1841 - Mr. Stewart called the
Barefoot hearing to order and Carla Stephens discussed the
facts of the application and the planning board
recommendation. Mr. Barefoot spoke on his own behalf. No
one spoke in opposition. Mr. Stewart closed the Barefoot
public hearing.
2. Byrd, William, Manufactured Home in RA -30 District, Grove
Township, S.R. 1006 - Mr. Stewart called the Byrd hearing to
order and Carla Stephens discussed the facts of the
application and the planning board recommendation. Mr.
Byrd spoke on his own behalf. No one spoke in opposition.
Mr. Stewart closed the Byrd public hearing.
3. Carolina Telephone, Public Utility Facility in RA -30
District, Buckhorn Township, S.R. 1412 - Mr. Stewart called
the Carolina Telephone public hearing to order and Carla
Stephens discussed the facts of the application and the
planning board recommendation. There being no further
comments, Mr. Stewart closed the Carolina Telephone public
hearing.
4. Collins, Royce, Manufactured Home in RA -30 District,
Hector's Creek, S.R. 1403 - Mr. Stewart called the Collins
public hearing to order and Carla Stephens discussed the
facts of the application and the planning board
recommendation. Mr. Collins spoke on his own behalf. No
one spoke in opposition. Mr. Stewart closed the Collins
public hearing.

5. Jones, Milton, Manufactured Home in RA -30 District, Buckhorn
Township, S.R. 1407 - Mr. Stewart called the Jones public
hearing to order and Carla Stephens discussed the facts 'of
the application and the planning board recommendation. Mr.
Jones spoke on his own behalf. No one spoke in opposition.
Mr. Stewart closed the Jones public hearing.
6. Jones, Ruth, Manufactured Home in RA -30 District, Black
River Township, S.R. 1539 - Mr. Stewart called the Jones
public hearing to order and Carla Stephens discussed the
facts of the application and the planning board
recommendation. Carla Stephens informed the Board that the
plan submitted by Ms. Jones was inconsistent with the actual
layout of the lot. She also told the board that the
Planning Office had contacted Ms. Jones to clarify the
situation. Ms. "Jones, in response, had corrected the copies
of the plans. Ms. Jones spoke on her own behalf. No one
spoke in opposition. Mr. Stewart closed the Jones public
hearing.
7. Lischin, Brian, Manufactured Home in RA -30 District,
Hector's Creek Township, S.R. 1447 - Mr. Stewart called the
Lischin public hearing to order and Carla Stephens discussed
the facts of the application and the planning board
recommendation. Mr. Lischin and Mr. Donald Smith
represented the Lischin application. There being no further
discussion, Mr. Stewart closed the Lischin public hearing.
8. Overby, Benny, Manufactured Home in RA -30 District, Neill's
Creek Township, S.R. 1436 - Mr. Stewart called the Overby
public hearing to order and Carla Stephens discussed the
facts of the application and the planning board
recommendation. Mr. Overby spoke on his own behalf. No one
spoke in opposition. Mr. Stewart closed the Overby public
hearing.
9. Parks, Lori Anne, Manufactured Home in RA -30 District,
Buckhorn Township, S.R. 1409 - Mr. Stewart called the Parks
public hearing to order and Carla Stephens discussed the
facts of the application and the planning board
recommendation. Ms. Parks spoke on her own behalf. No one
spoke in opposition. Mr. Stewart closed the Parks public
hearing.
10 Stone, Terry, Manufactured Home in RA -30 District, Grove
Township, Hwy. 421 - Mr. Stewart called the Stone public
hearing to order and Carla Stephens discussed the facts of
the application and the planning board recommendation. Mr.
Stone spoke on his own behalf. Mr. Stewart closed the Stone
public hearing.
ZONTNG CHANGE HEARINGS
1. Baker, Charles, From RA -30 to RA -20 Zoning District,
Buckhorn Township, S.R. 1407 - Mr. Stewart called the Stone
public hearing to order and Carla Stephens discussed the
facts of the application and the planning board
recommendation. Mr. Baker stated that he wanted the zoning
change, but not if it would cause problems with the
adjoining property owners or be a detriment to the
community. Several citizens and adjoining property owners
from the Duncan community made statements in opposition to
the zoning change. Following is a list of those citizens:

After all discussion had been completed, Mr. Stewart closed the
Baker public hearing.
2. Howard, Graham, From Commercial /Business to RA -30 Zoning
District, Black River Township, S.R. 1446 -S.R. 1448 - Mr.
Stewart called the Howard public hearing to order and Carla
Stephens discussed the facts of the application and the
planning board recommendation. Ms. Stephens also explained
to the board that the subdivision was zoned RA -30 because
there was a request for commercial zoning just south of the
existing subdivision. At the time the land survey was done,
there was only one house in the six lot subdivision.
Attorney, Holt Felman and Graham Howard represented the
Howard application. Mr. Howard told the board that
originally he thought the subdivision was in Wake County but
when he went to the county to get his permits, he was told
he was in Harnett County.
After all discussion had been completed, Mr. Stewart closed the
Howard public hearing.
There being no further business, the public hearings were
adjourned at 8:25 p.m.
