DOCUMENT NO. 1.
The Harnett County Board of Commissioners sitting as the governing body of
West Central Water and Sewer District of Harnett County met October 3, 1988,
in the County Office Building, Lillington, North Carolina, with the following
members present: Rudy Collins, Bill Shaw, Mack Reid Hudson, Mayo Smith, and
Chairman Lloyd G. Stewart presiding. Others present were: Dallas H. Pope,
County Manger; Glenn Johnson, County Attorney; Vanessa W. Young, Clerk to the
Board, and Kay S. Blanchard, Recording Secretary.
Chairman Stewart called the meeting to order at 10:40 a.m.
John M. Phelps, II, Public Utilities Attorney, presented a resolution re-
garding application to Farmers Home Administration for additional loan
for Phase I of West Central Water Project. Commissioner Smith moved for the
adoption of the resolution. Commissioner Shaw seconded the motion and it
passed with a unanimous vote. The resolution is copied in full at the end of
these minutes dated October 3, 1988, as document No. 1.
John M. Phelps, II, Public Utilities Attorney, presented a resolution re-
garding reappointment of Vanessa W. Young as Clerk and Finance Officer of the
• West Central Water and Sewer District. Commissioner Hudson moved for the
adoption of the resolution. Commissioner Shaw seconded the motion and it
passed with a unanimous vote. The resolution is copied in full at the end of
these minutes dated October 3, 1988, as document No. 2.
There being no further business, the meeting adjourned at 10:45 a.m.

RESOLUTION AUTHORIZING APPLICATION FOR
ADDITIONAL LOAN FROM FmHA FOR PHASE I -
WEST CENTRAL WATER PROJECT
WHEREAS, a water distribution system is currently under
construction within the West Central Water and Sewer District of
Harnett County (hereinafter "District ") in the first target service
area of the District described as "Phase I;" and
WHEREAS, the cost of the construction of Phase I of the project
is currently $1,320,000, with $670,000 thereof being derived from a
Farmers Home Administration loan; and
WHEREAS, as the construction of the project has proceeded, a
number of additional users in the Phase I area have indicated that
they desire to purchase water from the District; and
WHEREAS, the engineers for the District have estimated that a
number of these potential customers in the referenced area could be
served by the District at a cost which would be economically feasible;
and
WHEREAS, it is recommended that the cost of such additional
facilities as are required could be financed through an additional
loan with FmHA; and
WHEREAS, it is recommended that the said additional loan be
requested from FmHA and that the amount of the said loan be
$130,000.00; and
WHEREAS, the Board desires to seek such loan as described for the
purposes named.

RESOLUTION REGARDING REAPPOINTMENT OF VANESSA W. YOUNG
AS CLERK AND FINANCE OFFICER OF THE WEST_CENTRAL
WATER AND SEWER DISTRICT OF HARNETT COUNTY.
WHEREAS, pursuant to the provisions of Article 6, Chapter 162A of
the General Statutes of North Carolina, the Harnett County Board of
Commissioners (hereinafter "the Board") did, on July 21, 1986, create
the West Central Water and Sewer District of Harnett County; and
WHEREAS, The Board now sits as the governing body of the
West Central Water and Sewer District of Harnett County (hereinafter
"the District "); and
WHEREAS, Vanessa W. Young currently serves as Clerk to the
Harnett County Board of Commissioners and of the District and as
Finance Officer for Harnett County and of the District; and
WHEREAS, the Board desires to acknowledge its intention that as
Clerk to and Finance Officer for Barnett -County, Mrs. Young shall
continue to serve as the Clerk to and for the West Central Water and
Sewer District and as Finance Officer for the same.
NOW, THEREFORE, BE IT RESOLVED by the Harnett County Board of
Commissioners, sitting as the governing body of the West Central Water
and Sewer District of Harnett County, that:
Vanessa W. Young as Clerk to and Finance Officer for Harnett
County shall be and hereby is reappointed Clerk and Finance Officer of
the West Central Water and Sewer District of Harnett. County to serve
in such capacity at the pleasure of the Board.
