The Harnett County Board of Commissioners sitting as the governing body of Southeast Water and.Sewer District of Harnett County met September 19, 1988, in the County Office Building, Lillington, North Carolina, with the following members present: Rudy Collins, Bill Shaw, Mack Reid Hudson, Mayo Smith, and Chairman Lloyd G. Stewart•presiding. Others present were Dallas H. Pope, County Manager;_Glenn Johnson, County Attorney; Vanessa W. Young, Clerk to the Board, and Kay S. Blanchard, Recording Secretary. Chairman Stewart called the meeting to order at 10:30 p.m: John M. Phelps; II, Public Utilities Attorney, presented a resolution regarding application to Farmers Home Administration for funding of water project for Southeast Water and Sewer District of Harnett County. -Commi'ssioner Srpith made a motion to adopt the resolution. Commissioner Collins seconded the motion and it passed with a unanimous vote. The resolution is copied in full at the end of these minutes dated September 19, 1988, as document:No: 1. Young, Clete to tWe Board RESOLUTION REGARDING APPLICATION TO FARMERS HOME ADMINISTRATION FOR FUNDING OF WATER PROJECT (Southeast Water and Sewer District of Harnett County) WHEREAS, the Harnett County Board of Commissioners, (hereinafter the Board) created the Southeast Water and Sewer District of Harnett County at its meeting on August 15, 1988; and WHEREAS, the Board desires to provide a potable public water supply system to portions of said District, where the same shall be feasible), and - WHEREAS, the Board finds that it is appropriate at this time to move forward with certain aspects of the planning for such water system by making application to the Farmers Home Administration of the U. 5. Department of Agriculture for financing to fund the costs of the same; and WHEREAS, the Board desires to grant authority to the County Manager to take such action as is necessary to make such application. NOW, THEREFORE, be it resolved by the Harnett County Board of Commissioners, sitting as the governing body of the Southeast Water _ and Sewer District of Harnett County, that: Dallas H. Pope, Harnett County Manager is hereby authorized and directed to execute such documents and take such action as is necessary to make application to the Farmers Home Administration of the United States Department of Agriculture for financing to fund the costs of a water distribution system for the. District. Stewart, Chairman 17 PUBLIC HEARING CONCERNING CONDITIONAL USE APPLICATIONS AND ZONING CHANGE APPLICATIONS, AUGUST 22, 1988 On August 22, 1988, the Harnett County Commissioners held a series of public hearings to solicit the views of the citizens on various conditional use permits and zoning changes. Chairman Lloyd Stewart called the meetings to order and the county manager, Dallas Pope, explained the procedure and purpose of the hearings. CONDTTTONAT, USE PERMIT HEARINGS: 1. James .Blackwell - Manufactured home in RA -30 district, Hector's Creek Township, S.R. 1425, one home on each of three lots - .Mr. Stewart called the Blackwell hearing to order and Carla Stephens discussed the facts of the application and the planning board recommendation. Mr. Blackwell spoke on his own behalf explaining that he intended to put double -wide, underpinned manufactured homes on the three lots. No one spoke in opposition. Mr. Stewart closed the Blackwell public hearing. 2. Johnny Johnson - Manufactured home in RA -30 district, Neill's Creek Township, S.R. 1514, approximately 558 feet from S.R. 1513 - Mr. Stewart called the Johnson hearing to order and Carla Stephens discussed the facts of the application and the planning board recommendation. Ms. Pamela Johnson spoke on her own behalf explaining that her father, Johnny Johnson, was the owner of the land and the manufactured home would be placed on the back of the tract. No one spoke in opposition. Mr. Stewart closed the Johnson public hearing. 3. Thomas Lanier - Manufactured home in RA -30 district, Averasboro Township, S.R. 1705, approximately 3 miles from U.S. 301 - Mr. Stewart called the public hearing to order and Carla Stephens discussed the facts of the application and the planning board recommendation. Ms. Lanier spoke on her own behalf explaining that there were other manufactured homes in the subdivision. No one spoke in opposition. Mr. Stewart closed the public hearing. ZONING CHANGE HEARINGS: 1. D & M Lands, Inc. & Others - RA -30 to RA -20 zoning district, Scott's Creek Subdivision, Neill's Creek Township, corner of S.R. 1513 and S.R. 1403 - Mr. Stewart called the public hearing to order and Carla Stephens discussed the facts of the application and the planning board recommendation. Ms. Stephens noted that the Scott's Creek Subdivision had received both planning board and county commissioners approval prior to the implementation of zoning. Virgil Dickens spoke on behalf of D & M Lands, Inc. Mr. Dickens explained that D & M Lands had followed all of the county guidelines in developing Scott's Creek Subdivision. Mr. Johnson, county attorney, noted that planning board and county commissioners approval of a subdivision gives approval to the lay -out of the subdivision and does not address any use of the land in the subdivision. A group of citizens from the community around Scott's Creek Subdivision spoke in opposition to the zoning change. Generally, the citizens felt that a zoning change would hurt the value of their property and would be a detriment to their community. Following is a list of those who spoke at the public hearing: 1. Bruce Shelley 2. Jimmy Matthews 3. Bill Osborne 4. Loyce Smith 5. Pearl Matthews 6. Brian Avery 7. Casey Jones A few others may have added comments in support of their neighbors. 18 2. F. Clark Langdon - #1 - RA -30 to RA -20 zoning district, Grove Township, southwest corner of the intersection of S.R. 1532 and S.R. 1549 - Mr. Stewart called the public hearing to order and Carla Stephens discussed the facts of the application and the planning board recommendation. Mr. Langdon spoke on his own behalf explaining that he was . adjacent to an existing RA -20 District and that he already had one manufactured home on this property at this time. A group of citizens from the community surrounding Mr. Langdon showed up at the hearing to oppose the zoning change. In general, the citizens were; opposed to increasing the density of the land. Also, the citizens were opposed to uses Which would be allowed in the RA -20 District. The residents were not opposed to manufactured homes on single lots (not rented), but were opposed to a manufactured home park. Following is a list of citizens who opposed the zoning change: 1. Clark Langdon - #2 - RA -30 to RA -20 zoning district, Grove Township, S.R. 1549, approximately 4 -1/2 miles from Coats, NC Mr. Stewart called the public hearing to order and Carla Stephens discussed the facts of the application and the planning board recommendation. Ms. Stephens explained that Mr. Langdon and Mr. Barnes were both asking for a re- zoning to RA -20. Mr. Currin, whose land was originally included in the re- zoning application, decided to withdraw his request. Mr. Langdon spoke on his own behalf explaining.that there were already numerous manufactured homes in the area and therefore, the re- zoning would not affect property values. A group of citizens from the community surrounding Mr. Langdon showed up at the hearing to oppose the zoning change. In general, the citizens were opposed to increasing the density of the land. Also, the citizens were opposed to uses which would be allowed in the RA -20 District. The residents were not opposed to manufactured homes on single lots (not rented), but were opposed to a manufactured home park. Following is a list of citizens who opposed the zoning change: 1. Lee In addition to those who spoke in opposition to Mr. Langdon's zoning change request, a petition was presented to the county commissioners and is filed at the Planning Office. 19 4. SBS Partnership & Others - RA -30 to RA -20 zoning district, Lake Point Subdivision, Hectors Creek Township, S.R. 1414 - Mr. Stewart called the public hearing to order and Carla Stephens discussed the facts of the application and the planning board recommendation. Ms. Stephens explained that the Lake Pointe Subdivision had received approval from both the planning board and the county commissioners. Mr. Richard Stockett spoke on behalf of SBS Partnership and explained that the subdivision already had several manufactured homes placed on single lots. Mr. Stockett argued that houses would not be compatible with the manufactured homes already located in the subdivision. A number of citizens from the Rawls community showed up at the public hearing to oppose the zoning change. The citizens did not want the density of the area increased, nor did they want a manufactured home park in the area. Following is a list of citizens who spoke in opposition to the zoning change: 1. Leroy Byrd In addition to the citizens present at the meeting, a petition against the zoning change was presented to the county commissioners. The petition is filed at the Planning Office. 5. C. L. Tart & Others - Industrial to RA -30 zoning district, Averasboro Township, approximately 300 feet southwest of the intersection of S.R. 1788 and U.S. 301 - Mr. Stewart called the public hearing to order and Carla Stephens discussed the facts of the application and the planning board recommendation. No one spoke in support or opposition of the zoning change. Mr. Stewart closed the public hearing.
