LANIER The Harnett County Board of Commissioners met in special session on Monday, August 22, 1988, at the County Office Building, Lillington, North Carolina, with the following members present: Bill Shaw, Rudy Collins, Mack Reid Hudson, Mayo Smith, and Chairman Lloyd G. Stewart presiding. Others present were: Dallas H. Pope, County Manager, Glenn Johnson, County Attorney, Vanessa W. Young, Clerk to the Board, and Shirley C. Wicker, Recording Secretary. Chairman Stewart called the meeting to order at 9:15 p.m. Commissioner Shaw offered the invocation. Dallas H. Pope, County Manager, briefed on the provisions in the Harnett County Zoning Ordinance involving Conditional Use Permits and Zoned District Change. Commissioner Collins made a motion to approve, with three conditions, request by James and Mae R. Blackwell for a conditional use permit for a double -wide manufactured home to be located in RA 30 District on a 6.20 acre lot. Three conditions to be recorded on Conditional Use Permit: 1. Must be double -wide 2. Must be underpinned and have pitched roof 3. Moving apparatus must be removed from home. Commissioner Shaw seconded the motion and it passed with a unanimous vote. Commissioner Collins made a motion to approve, with three conditions, a request by James and Mae R. Blackwell for a conditional use permit for a double -wide manufactured home to be located in RA 30 District on a 1.87 acre lot. Three conditions to be recorded on Conditional Use Permit: 1. Must be double -wide 2. Must be underpinned and have pitched roof 3. Moving apparatus must be removed from home Commissioner Shaw seconded the motion and it passed with a unanimous vote. Commissioner Collins made a motion to approve, with three conditions, a request by James and Mae R. Blackwell for a conditional use permit for a double -wide manufactured home to be located in RA 30 District on a 6.97 acre lot. Three conditions to be recorded on Conditional Use Permit: 1. Must be double -wide 2. Must be underpinned and have pitched roof 3. Moving apparatus must be removed from home Commissioner Shaw seconded the motion and it passed with a unanimous vote. Commissioner Collins made a motion to approve, with three conditions, a request by Pamela Johnson for a conditional use permit for a double -wide manufactured home to be located in RA 30 District on 59 acre lot. Three conditions to be recorded on Conditional Use Permit: 1. Must be underpinned 2. Moving apparatus must be removed from home 3. Manufactured home must have pitched roof Commissioner Smith seconded the motion and it passed with a unanimous vote. Commissioner Hudson made a motion to approve, with three conditions, a request by Thomas Harold Lanier for a conditional use permit to locate manufactured home in RA 30 District on a 2.0 acre lot. Three conditions to be recorded on Conditional Use Permit: 1. Home must be underpinned 2. Moving apparatus must be removed from home 3. REVISIONS TO TAX MAPPING AGREE. SERVICE AGREE. FOR VOTING MACHINES Commissioner Collins made a motion to deny D & M Lands, Inc. request for zoning change from RA 30 to RA 20 because it does not comply with Article XIII, Section 2, of the Zoning Ordinance. Commissioner Shaw seconded the motion and it passed with a unanimous vote. Limited Partnership for zoning change from RA 30 to RA 20 because it does not comply with Article XIII, Section 2, of the Zoning Ordinance. Commissioner Collins seconded the motion and it passed with a unanimous vote. Commissioner Smith made a motion to approve the request by C. L. Tart, Jr., et als, for a zoning change from Industrial I to RA 30. Commissioner Hudson seconded the motion and it passed with a unanimous vote. Dallas H. Pope, County Manager, explained that some minor revisions are needed in the Proposed Tax Mapping Contractual Agreement. Commissioner Smith made a motion to authorize that these adjustments be appropriately made and the Chairman of the Board be authorized to execute said Contract. Commissioner Shaw seconded the motion and it passed with a unanimous vote. Commissioner Smith made a motion that the Board enter into a Limited Service Agreement for Voting Machine Maintenance with 5. G. Ricke Associates when necessary agreement modifications are made and said agreement meets with the approval of the County Attorney and with Chairman Stewart being authorized to execute the agreement. Commissioner Collins seconded the motion and it passed withCg unanimous vote: DONATION TO FAMILY C. T. Clayton, Extension Volunteer, presented a request to the Board for $450 COMMUNITY LEADRESHIP for the Harnett County Family Community Leadership Program. PROGRAM ADJOURNMENT. Commissioner Hudson made a motion to approve the expenditure of $450 for The Harnett County Family Community Leadership Program, Commissioner Smith seconded the motion and it passed with a unanimous vote.
