The Harnett County Board of Commissioners met in regular session on
Monday, April 4, 1988, at the County Office Building, Lillington, North
Carolina, with the following members present: Bill Shaw, Rudy Collins,
Mack Reid Hudson, Mayo Smith, and Chairman Lloyd G. Stewart presiding.
Others present were: Dallas H. Pope, County Manager; Glenn Johnson,
County Attorney; Vanessa W. Young, Clerk to the Board, and Kay S.
Blanchard, Recording Secretary.
CALL TO ORDER Chairman Stewart called the meeting to order at 9:10 a.m.
INVOCATION Commissioner Shaw offered the invocation.
OT Ray Stone, Highway Maintenance Engineer with the North Carolina Department
of Transportation appeared before the Board to discuss road matters and
situations in Harnett County. Commissioner Collins presented a petition
to Mr. Stone requesting paving of S.R. 1416.
SOUTHERN CABLEVISION Terry Brown, General Manager, Southern Cablevision, reported on the
'EPORT progress of the construction of cablevision in the County.
LOOD DAMAGE PREVENTIONDallas H. Pope, County Manager, presented for the Board's consideration, a
ORDINANCE Flood Damage Prevention Ordinance. Commissioner Smith made a motion to
adopt the ordinance. Commissioner Collins seconded the motion and it
passed with a unanimous vote. The Flood Damage Prevention Ordinance is
copied in full in the Harnett County Ordinance Book.
PETITIONS FOR After introductory comments by Rodney Tart, Director, Public Utilities,
PROPOSED SOUTHEAST Jesse Alphin presented signed petitions to the Board which contained 50%
rAATER 4 SEWER DISTRICT or more of the potential water users in the proposed Southeast Water &
Sewer District. The petitions requested the Harnett County Board of
Commissioners to consider the establishment of Southeast Water and Sewer
District at -the earliest possible -date. - Commissioner•Smith made a motion
that the petitionsbm the proposed Southeast=Water and Sewer District
area be "accepted grid that ahTengineering feasibility study be authorized
for the proposed Southeast Water and Sewer District. Commissioner Hudson
seconded-the motion and it passed with a unanimous vote.
RESOLUTION RE:
EAL PROPERTY PERMA-
ENT LISTING SYSTEM
Bobby Wicker, Tax Administrator, presented for consideration, a resolution
adopting a real property permanent listing system for the County of
Harnett, North Carolina. Commissioner Smith made a motion to adopt the
resolution. Commissioner Hudson seconded the motion and it passed with a
unanimous vote. The resolution is copied in full at the end of these
minutes dated April 4, 1988, as document No. 1.
PROCLAMATION CONCERN. Mrs. Evelyn Byrd, Harnett County Homemakers Council, presented and read a
EXT. HOMEMAKERS WEEK proclamation concerning observance of Harnett County Extension Homemakers
Week. Commissioner Hudson made a motion to adopt the proclamation.
Commissioner Collins seconded the motion and it passed with a unanimous
vote. The proclamation is copied in full at the end of these minutes
dated April 4, 1988, as document No. 2.
TAX ATT. REPORT
BUDGET AMENDMENTS
The Tax Attorney's report was filed with the Board and is copied in full
at the end of these minutes dated April 4, 1988, as document No. 3.
Monthly reports for March, 1988, from the Tax Department and Inspections
was filed with the Board.
Dallas H. Pope, County Manager, requested a budget amendment for the
Library; code 10-8100-025, Books & Publications, increase of $3,042,
A supplemental grant of $1,260: from Federal funds is available, and an
additional grant in"/"State ` Aid" is also available in the "amount of $1,782.
Commissioner Collins made a motion to approve the budget amendment.
Commissioner Smith seconded the motion and it passed with a unanimous
vote.
Dallas H. Pope, County Manager, requested the following budget amendment
for Public Utilities:
Code 30-8100-033 Materials & Supplies - - $2,000. increase
Code 30- 8100 -009 Other Fringe Benefits 2,000. decrease
Code 30- 8100 -073 Capital Outlay - Other improv. 1,500. increase
Code 30- 8100 -013 Utilities 1,500. decrease
The budget amendment is needed to purchase software for computer, meters,
meter boxes and equipment. Commissioner Hudson made a motion to approve
the budget amendment. Commissioner Shaw seconded the motion and it passed
with a unanimous vote.
Dallas H. Pope, County Manager, requested a budget amendment for Special
Appropriations; Code 10- 8700 -167, West Central Water & Sewer District,
$270,000. increase. Funds designated to support construction of water
project pending receipt of grant funds from State. Commissioner Shaw made

a motion to approve the budget amendment. Commissioner Smith seconded the
motion and it passed with a unanimous vote.
Harvey Godfrey, Income Maintenance Administrator, Department of Social
Services, requested a budget amendment for Public Assistance;
Code 10- 7710 -145, A.F.D.C. - E.A., $36,000. increase, and
Code 10- 7710 -146, Unemployed Parents Program,$36,000. decrease. Com-
missioner Smith made a motion to approve the budget amendment. Com-
missioner Shaw seconded the motion and it passed with a unanimous vote.
Margaret Hardee, Area Agency Administrator, Region "M" Council of Govern-
ments, requested a budget amendment for Special Appropriations,
Code 10- 8700 -111, Nutrition, $5,719. increase. Mrs. Hardee explained that
this amount is estimated for meals to be served in Harnett County for the
balance of this fiscal year. Commissioner Hudson made a motion to approve
the budget amendment. Commissioner Smith seconded the motion and it
passed with a unanimous vote.

Commissioner Shaw made a motion to approve all the above listed the tax
refunds. Commissioner Hudson seconded the motion and it passed with a
unanimous vote.
ESOLUTION CONCERN. Dallas H. Pope, County Manager, presented a resolution concerning the
APITAL AREA JOB Capital Area Job Training Consortium. Commissioner Collins made a motion
RAINING CONSORTIUM to adopt the resolution. Commissioner Hudson seconded the motion and it
passed with a unanimous vote. The resolution is copied in full at the end
of these minutes dated April 4, 1988, as document No. 4.

RESOLUTION
ADOPTING A REAL PROPERTY PERMANENT LISTING SYSTEM
FOR THE COUNTY OF HARNETT, NORTH CAROLINA
WHEREAS, the Board of County Commissioners are authorized by the
North Carolina State Statutes to install a permanent listing system for
real property in Harnett County, and;
WHEREAS, it has been determined by the Harnett County Board of
Commissioners that such a system would facilitate a more adequate listing
of real property and would be helpful to the taxpayers of Harnett County;
NOW, THEREFORE, BE IT RESOLVED by the Harnett County Board of
Commissioners that effective January 1, 1989, a permanent listing system
shall be installed and applied to all real property in Harnett County in
accordance with the provisions of G. 5. 105 -303;
AND BE IT FURTHER RESOLVED, that a copy of this Resolution be
forwarded according to G. S. 105- 303(6) to the North Carolina Department
of Revenue for approval.

PROCLAMATION
WHEREAS, Harnett County is indebted to members of the Harnett County
Extension Homemakers Association, Inc. whose outstanding contributions to
the development of homes and families have added immeasurably to our .
state's strength and vitality and whose skills and leadership continue to
'expand its greatness; and
WHEREAS, Extension Homemakers continue their active involvement in -
communities across the state by seeking to identify the needs of families
to marshal the available resources, and encourage family and community
participation to achieve a richer quality of living; and
WHEREAS, observance of National Extension Homemakers Week is a
nationwide tribute to homemakers and the support they offer to individuals
and families, it is fitting that Harnett County recognize these women for
their contributions to the well -being and progress of our state and its
citizens;
NOW, THEREFORE, We, the Board of Commissioners of the County of
Harnett do hereby proclaim the week of May first through May seventh,
Nineteen Hundred and Eighty -eight to be HARNETT COUNTY. EXTENSION
HOMEMAKERS WEEK and commends this observance to its citizens.

NORTH CAROLINA.
RESOLUTION CONCERNING THE CAPITAL AREA JOB TRAINING CONSORTIUM
WHEREAS, the United States Congress has enacted the Job Training Partnership
Act (hereafter referred to as JTPA) for the purpose of preparing youth and unskilled
adults for entry into the labor force and to provide job training to those economi-
cally disadvantaged individuals and other individuals who face serious employment
barriers and who need special training to obtain productive employment; and
WHEREAS, the Governor is authorized by JTPA to designate Service Delivery Areas
within the State which consist of one or more units of general local government,
promote the effective delivery of job training services, and are consistent with
labor market areas; and
WHEREAS, the Governor may approve requests for designation as a Service Delivery
Area from any consortium of contiguous units of general local governments which serve
a substantial portion of a labor market area; and
WHEREAS, the Boards of County Commissioners of Wake, Johnston, and Harnett
Counties have determined that the area of these counties consists of a substantial
portion of a labor market, that commuting patterns between and within the counties
indicate that a substantial degree of economic integration exists within the
geographic area encompassed by these counties and that workers in these counties
readily change jobs within and between them without changing residences; and
WHEREAS, that in order to effectively deliver job training services within the
counties, the three counties should agree to form a consortium effective July 1, 1988,
for the purposes of planning and delivering job training services authorized under
JTPA; and
WHEREAS, it is the intent and purpose of the parties to this agreement (referred
to as the Capital Area Job Training Consortium Agreement) to establish a multi -
jurisdictional JTPA program, and that the geographic area served by the consortium
be designated as a Service Delivery Area for JTPA purposes; and
WHEREAS, there are municipalities within the three counties which, though not
parties to this consortium, shall benefit from it by virtue of the Counties'
participation therein;
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS of Harnett County
that they agree to form a job training consortium with Wake and Johnston Counties,
that designation of such consortium as a Service Delivery Area for JTPA purposes
shall be accepted, that such consortium shall be known as the Capital Area Job
Training Consortium and that the terms and conditions applicable to this consortium
are contained in the Capital Area Job Training Consortium Agreement.
NOW, THEREFORE, BE IT FURTHER RESOLVED that the Chairman of the Harnett County
Board of Commissioners or his designee be empowered to act on behalf of the Harnett
County Board of Commissioners in signing the document required to establish the
consortium and to enter into contractual and other agreements to designate the
administrative entity, grant recipient, appointing authority for the Private Industry
Council, and the single Chief Elected Official for the consortium.
