BUDGET AMENDMENT
RESOLUTION AWARDING
CONTRACTS FOR WATER
FACILITIES PROJECT
PHASE I
DOCUMENT NO. 1.
The Harnett County Board of Commissioners sitting as the governing body of
West Central Water & Sewer District met April 4, 1988, in the County
Office Building, Lillington, North Carolina, with the following members
present: Rudy Collins, Bill Shaw, Mack Reid Hudson, Mayo Smith, and
Chairman Lloyd G. Stewart presiding. Others present were: Dallas H.
Pope, County Manager; Glenn Johnson, County Attorney; Vanessa W. Young,
Clerk to the Board, and Kay S. Blanchard, Recording Secretary.
Chairman Stewart called the meeting to order at 9 a.m.
Rodney Tart, Director, Public Utilities, requested the following budget
amendment for West Central Water & Sewer District:

Commissioner Shaw made a motion to approve the budget amendment. Commis-
sioner Collins seconded the motion and it passed with a unanimous vote.
John Phelps, Public Utilities Attorney, presented for consideration, a
resolution awarding contracts for water facilities project - phase I
for West Central Water & Sewer District of Harnett County. Joe Hardee,
Black & Veatch Inc., elaborated on bids received for the project. Commis-
sioner Smith made a motion to adopt the resolution. Commissioner Shaw
seconded the motion and it passed with a unanimous vote. The resolution
is copied in full at the end of these minutes dated April 4, 1988, as
document No. 1.
There being no further business, the Harnett County Board of Commissioners
sitting as the governing body of West Central Water & Sewer District duly
adjourned at 9:10 a.m.°
RESOLUTION AWARDING CONTRACTS
FOR WATER FACILITIES PROJECT - PHASE 1
WEST CENTRAL WATER AND SEWER DISTRICT OF IIARNETT COUNTY
WHEREAS, the Harnett County Board of Commissioners, sitting as
the governing body of the West Central Water and Sewer District of
Harnett County (hereinafter "the Board ") has received from the
Consulting Engineers the results from the public bids on Phase 1 of
the Water Facilities Project for the West Central Water and Sewer
District of Harnett County (hereinafter "District "), and
WHEREAS, the Engineers' discussion of bids has recommended award
of the contract to the lowest responsible bidder, which has presented
a legally sufficient bid, based on acceptance of the proposal that
will result in the best pricing available to the District, and
WHEREAS, the Board considers it in the best interest of the
District to proceed with acceptance of the lowest contract proposal
recommended by the Consulting Engineers, subject to certain approvals
indicated below:
NOW, THEREFORE, BE IT RESOLVED that the contract on Phase 1 of
the Water Facilities Project be awarded to C. R. Jackson, Inc., P 0
Box 5648, West Columbia, South Carolina 29171 at the contract amount
of $1,192,689.65 (subject to adjustment as provided by the contract
documents) contingent upon the approval thereof by the Farmers Ilome
Administration of the United States Department of Agriculture, and
subject to the final approval by the attorney for the District and the
Consulting Engineers.
BE IT FURTHER RESOLVED.TIIAT, the Chairman of the Board and the
Clerk to the Board are authorized to execute said contract on behalf
of the District.
Duly adopted this 4n-day of April, 1988, upon motion made by
