03211988 (2)50 PUBLIC HEARING CONCERNING 1988 -89 SECONDARY ROAD CONSTRUCTION PROGRAM, MARCH 21, 1988 On March 21, 1988, the Harnett County Board of Commissioners held a public hearing concerning the 1988 -99 Secondary Road Construction Program for Harnett County in the County Office Building, Lillington, North Carolina, with the following members present: Rudy Collins, Bill Shaw, Mack Reid Hudson, Mayo Smith, and Chairman Lloyd G. Stewart presiding. Others present were: Dallas H. Pope, County Manager; Glenn Johnson, County Attorney; Vanessa W. Young, Clerk to the Board, and Kay S. Blanchard, Recording Secretary. CALL TO ORDER Chairman Stewart called the public hearing to order at 7 p.m. PURPOSE PUBLIC COMMENTS ADJOURNED Dallas H. Pope, County Manager, briefed the group that the purpose of the public hearing was to present the proposed Harnett County Secondary Road Construction Program for F.Y. 1988 -89 and allow the public to comment concerning the proposed road construction program. B. B. Isom, District Engineer, N.C. Department of Transportation briefed the group on each line item in the proposed Harnett County Secondary Road Construction Program. The first three line items involved paving second- ary roads; the next four items included improvements to existing paved roads, and the last item was for stablilization of unpaved roads. Chairman Stewart opened the meeting for public comments. The following members of the group appeared before the Board and requested consideration of paving secondary roads on which they live at the earliest possible date: 1.
