09081987 (2)362 HARNETT COUNTY BOARD OF COMMISSIONERS MEETING, SEPTEMBER 8, 1987 The Harnett County Board of Commissioners met in regular session on Monday, September 8, 1987, at the County Office Building, Lillington, North Carolina, with the following members present: Rudy Collins, Mack Reid Hudson, Mayo Smith, and Chairman Lloyd G. Stewart presiding. Commissioner Bill Shaw was absent. Others present were: Vanessa W. Young, Clerk to the Board; Dallas H. Pope, County Manager; Glenn Johnson, County Attorney, and Kay S. Blanchard, Recording Secretary. CALL TO ORDER Chairman Stewart called the meeting to order at 9:00 a.m. PRAYER Commissioner Smith led the morning prayer. MINUTES APPROVED The minutes from the Board of Commissioners meeting of August 17, 1987 were approved. DOT CABLEVISION Ray Stone, Highway Maintenance Engineer with the NC Dept. of Transportation appeared before the Board to discuss road matters and situations in Harnett County. Mr. Stone read and presented for approval, a resolution adding Nevada Lane in Sierra Villa Subdivision to state system for maintenance. Commissioner Hudson made a motion to approve the resolution. Commissioner Smith seconded the motion and it passed with a unanimous vote. The• resolution is copied in full at the end of these minutes dated September 8, 1987, as document No. 1. Terry Brown, General Manager, Southern Cablevision, reported on the progress of the construction of cablevision in the County. RIVERSIDE Dallas H. Pope, County Manager, requested the Board approve an amendment to the PROJECT AMEND. application summary for the Riverside Water and Sewer Improvements. Project. The . amendment reflects total funds requested $656,400. Commissioner Hudson made a motion to approve the amendment. Commissioner Collins seconded the motion and it passed with a unanimous vote. DRUG & SUBSTANCE Dallas H. Pope, County Manager, read and presented for approval, a resolution to ABUSE COMMITTEE establish Harnett County Drug and Substance Abuse Committee. Commissioner Smith made a motion to approve the resolution. Commissioner Collins seconded the motion and it passed with a unanimous vote. The resolution is copied in full at the end of these minutes dated September 8, 1987 as document No. 2. Dallas H. Pope, County Manager, briefed the Board on proposed members for appointment or reappointment to the Region "M" Private Industry Council. Appointments were tabled until the next Board meeting. Gayle Holder, Register of Deeds, presented to the Board a proposal to recreate (rebinding and refilming) property deed books in the Register of Deeds office. Attorneys Marshall Woodall, Earl Jones, and Joe Tart expressed their support for the deed books to be recreated. Commissioner Smith made a motion to approve the proposal from Logan Gray, Inc. Commissioner Hudson seconded the motion and it passed with a unanimous vote. PERSONNEL_ NEEDS Larry Knott, Operations Officer, Sheriff's Department, appeared before the Board to IN SHER. DEPT. discuss personnel needs in the Sheriff's Department. Mr. Knott also briefed the Board on an Indian Affairs Program he is currently pursuing for possible assistance in salary funding. Commissioner Collins made a motion to add to the Sheriff's Department, one certified deputy position and one clerk position. Commissioner Smith seconded the motion and it passed with a unanimous vote. JOHN R. WIGGINS Dallas H. Pope, County Manager, recommended John R. Wiggins, North Carolina Department APPT. H.C. EMER. of Insurance, to be appointed to Harnett)) County Emergency Planning Committee. PLANNING COMM. Commissioner Smith made a motion to appoint Mr. Wiggins to the committee. Commissioner Hudson seconded the motion and it passed with a unanimous vote. CLERK POSITION Henry Thompson, Director, Health Department, briefed the Board on procedures of ADDED TO HOME clerical tasks in Home Health and the growth of the number of patients. Mr. Thompson HEALTH requested an additional administrative position be added to Home Health. Commissioner Hudson made a motion to approve Mr. Thompson's request. Commissoner Smith seconded the motion and it passed with a unanimous vote. BUDGET AMEND REGISTER OF DEEDS Dallas H. Pope briefed the Board on proposed rate increase on building inspection fees for their evaluation. Consideration of increase will be addressed at the next Board meeting. Dallas H. Pope, County Manager, requested a budget amendment for Register of Deeds to increase line item 10- 4800 -045, Contracted Services, $62,865. for filming and printing of property books. Commissioner Hudson made a motion to approve the budget amendment. Commissioner Smith seconded the motion and it passed with a unanimous vote. BUDGET AMEND. Dallas H. Pope, County Manager, requested the following budget amendment for Health Department to add a clerk- typist position for Home Health Program. Jack Bryan, Director, Social Services, requested a budget amendment to increase Food SOCIAL SERVICES Stamp Employment and Training by $36,960., because of New Federal Program to offset cost for Job Search cost for food stamp clients. Jack Bryan, Director, Social Services, requested a budget amendment to reflect salary increase for Eligibility Specialist II assigned to Betsy Johnson Memorial and Good Hope hospitals. Bobby Wicker, Tax Administrator, requested a budget amendment for the Tax Department to cover attorney fees for collection of delinquent taxes; line item 10- 4500 -004, Professional Services, increase of $3,500. Commissioner Collins made a motion to approve the budget amendment. Commissioner Hudson seconded the motion and it passed with a unanimous vote. Bobby Wicker, Tax Administrator, requested a tax refund for Ann Maynorand'Robert G. Role in the amount of $32.49. A lot in Lillington Township was charged'in01Summervi1le Fire District by error. Commissioner Smith made a motion to approve the tax refund. Commissioner Collins seconded the moton and it passed with a unanimous vote. Monthly reports from the Tax Department, Inspections Department, Ambulance Service, Health Department, Sheriff's Department, and Social Services were filed with the Board. Dan Gardner presented a resolution regarding observance of "Emergency Medical Services Week" in Harnett County. Commissioner Smith made a motion to adopt the resolution. Commissioner Collins seconded the motion and it passed with a unanimous vote. The resolution is copied in full at the end of these minutes dated September 8, 1987, as document No. 3. Dallas H. Pope, County Manager, requested approval from the Board to negotiate for change order concerning wastewater line to new library. Approval was granted. Dallas H. Pope, County Manager, introduced to the Board, the County's new planners, Carla Stephens, and Harold Owen. RESOLUTION SUBSTANCE ABUSE AWARENESS AND PREVENTION COMMITTEE • - WHEREAS, there is a need to establish a committee involving parents,. teenagers, .school personnel, community leaders, businessmen, and government agencies for the purpose of combating substance abuse within Harnett County; and WHEREAS, the major objective of the committee would be to provide informa- tion about substance abuse and to help organize peer groups, parent - school teams and community action to combat alcohol and drug problems. Through mobilizing schools, businesses, and community resources a comprehensive on- going Substance Abuse Prevention and Education'program would be developed;. and WHEREAS, the Substance Abuse Awareness Program would be designed to meet the goals of (a) Involving the school, civic organizations, youth organizations, and parents in promotigg a drug and alcohol abuse free community, (b) Help_ parents to be aware of what is happening to youth involved in substance abuse, (c) Total involvement of the youth in planning and implementing of their own program, and (d) To develop a comprehensive program for all segments of our community for use in providing a strong and long lasting impact. NOW, THEREFORE, BE IT RESOLVED that the Harnett County Board ofCommission- ers hereby appoints the following members to the Harnett County Substance Abuse Awareness and Prevention Committee to serve as' the Coordinators of a Substance Abuse Prevention and Education Program. HARNETT COUNTY, NORTH CAROLINA. RESOLUTION North Carolina has developed one of the finest Emergency Medical Services (EMS) programs in the nation since it was created by the General Assembly in 1973. The progress and growth of EMS has resulted in better equipped and designed ambulances, improved personnel training, more efficient emergency departments, and simplified public access. All North Carolinians can be proud of our emergency medical system which provides life- saving treatment and care 24 hours a day. This is made possible by the dedicated team effort of emergency medical technicians, paramedics, emergency department physicians and nurses who received specialized training to respond quickly and efficiently to emergencies. Thousands of citizens volunteer their time to provide this invaluable service. In addition, many North Carolinians have been trained in cardiopulmonary resuscitation (CPR) in order to help others during a medical emergency. To recognize and honor this dedication and service, we set aside a special period to observe this great contribution to our people and state. Now, Therefore, We the Harnett County Board of Commissioners, do hereby proclaim the period beginning September 20 through September 27, 1987, as "Emergency Medical Services Week" in Harnett County, and dedicate this observance to those individuals whose tireless and selfless efforts provide critical lifesaving medical care to our citizens.
