The Harnett County Board of Commissioners met in special session on Tuesday, May 5,
1987, in the Commissioners Board Room, Lillington, North Carolina, with the following
members present: Bill Shaw, Rudy Collins, Mack Reid Hudson, Mayo Smith, and Chairman
Lloyd G. Stewart presiding. Others present were: Dallas H. Pope, County Manager;
Vanessa W. Young, Clerk to the Board; Glenn Johnson, County Attorney, and Kay
Blanchard, Recording Secretary.
Chairman Stewart called the meeting to order at 6:00 p.m.
Commissioner Smith led the evening prayer.
Dallas Pope, County Manager, explained the purpose of the meeting was to consider
a telephone system contract for the law enforcement center. Mr. Pope explained
that the bid process was used and an expert agency from North Carolina State
University evaluated the bids. After a discussion of the matter, Mr. Pope read
a resolution accepting bid of Carolina Telephone and Telegraph Company. Commissioner
Smith made a motion to adopt the resolution. Commissioner Hudson seconded the
motion and it passed with a unanimous vote. The resolution is copied in full at the
end of these minutes dated May 5, 1987 as document No. 1.
There being no further business, the Harnett County Board of Commissioners special
meeting of May 5, 1987, duly adjourned at 6:30 p.m.

NORTH CAROLINA
RESOLUTION ACCEPTING RID OF CAROLINA
HARNETT COUNTY. TELEPHONE & TELEGRAPH COMPANY
THAT WIIEREAS, the County of Harnett has heretofore solicited bids in
connection with the telephone system to be acquired for use in the Harnett
County Law Enforcement Center which is presently under construction; and
WHEREAS, said bide were solicited pursuant to the General Statutes of the
State of North Carolina and all bid solicitation requirements have been
complied with; and
WIIEREAS, numerous bide were received by the County of Harnett in response
to such solicitation of bids; and
WHEREAS, said bide were delivered to the Center for Urban Affairs and
Community Services, North Carolina State University, Raleigh, North Carolina,
for evaluation; and
WHEREAS, said Center has provided to the County of Harnett its summary
and bid evaluation, which summary and bid evaluation has been reviewed by the
appropriate officials of the County of Harnett; and
WHEREAS, the County of Harnett has determined that Carolina Telephone &
Telegraph Company has submitted the lowest bid which meets the bid require-
ments and that Carolina Telephone & Telegraph Company is the lowest
responsible bidder, taking into consideration quality, performance and other
requirements specified by the bid solicitation process conducted by the County
of Harnett; and
WHEREAS, the Harnett County Board of Commissioners, meeting in special
session on the 5th day of May, 1987, at 6:00 p.m., has reviewed the proposals
submitted by all .bidders and has concluded that the contract to provide tele-
phone equipment for the above referenced Law Enforcement Center should be
.awarded to Carolina Telephone & Telegraph Company as set forth on Exhibit A
which is attached hereto and incorporated herein by reference, said proposal
being summarized in that column appearing upon Exhibit A under the heading
"CAROTEL ";
NOW, THEREFORE, BE IT RESOLVED by the Harnett County Board of Commission-
ers, upon motion duly made, seconded and adopted, that the bid of Carolina
Telephone & Telegraph Company in the amount of Forty -Four Thousand Four
Hundred Forty Dollars ($44,440.) to provide telephone equipment to the above
referenced Law Enforcement Center shall be and same is hereby accepted, the
contract for such shall be awarded by the County of Harnett to Carolina
Telephone & Telegraph Company, and the appropriate officials of the County of
Harnett shall be and they are hereby directed to notify. Carolina Telephone &
Telegraph Company of the acceptance of its bid and execute any appropriate
contracts in connection therewith.
