FOR SOUTH CENTRAL WATER AND SEWER DISTRICT, MAY 4, 1987
The Harnett County Board of ,Commissioners sitting as the Governing Body of South
Central Water and Sewer District net on Monday, May 4, 1987, in the Commissioners
Board Room, Lillington, North Carolina, with the following members present: Bill
Shaw, Rudy Collins, Mack Reid Hudson, Mayo Smith, -and Chairman Lloyd.G, Stewart
presiding. Others present included: Dallas H. Tope, County Manager; Vanessa W.
Young, Clerk to the Board; Glenn Johnson, County Attorney, and Kay Blanchard,
Recording Secretary,
CALL TO ORDER Chairman Stewart called the meeting to order at 11:35 a.m.
Mr. Hiram Marziano, Engineer, Black & Veatch, Inc.,, reported on bids received for
construction of Water Facilities Project for South Central Water and Sewer District.
RESOLUTION RE John Phelps, Attorney, presented for the Board's approval a resolution concerning
AWARDING CONTRACTS the awarding of contracts for this project. Commissioner: Shaw made a motion to
adopt the resolution. Commissioner Collins seconded the motion and it passed with
a unanimous vote. The resolution is copied in full -at the end of these minutes
dated May 4, 1987 as document No. 1.
BUDGET ORDINANCE John Phelps, Attorney, presented for the Board's approval a Budget Ordinance
AMENDMENT Amendment concerning South Central Water and Sewer District. Commissioner Shaw
made a motion to approve the Budget Ordinance Amendment. Commissioner Collins
seconded the motion and it passed with a unanimous vote. The Budget Ordinance
Amendment is copied in full at the end of these minutes dated -May 4, 1987 as docu-
ment No. 2.
ADJOURNMENT
There being no further business the meeting of the Harnett County Board of Commis-
sioners sitting as the Governing Body of•South Central Water and Sewer District
duly adjourned at 11:55 a.m.

.RESOLUTION AWARDING CONTRACTS
FOR WATER FACILITIES PROJECT -
SOUTH CENTRAL WATER AND SEWER DISTRICT
OF HARNETT COUNTY
WHEREAS, the Hareett County Board of Commissioners, sitting as
the governing body of the South Central Water and Sewer .District of
Harnett County (hereinafter "Board") has received from the. Consulting
•Engineers the results form the public bids on Sections I through V.
of the Water Facilities Project for the South Central Water and Sewer.
District of Il4rnett County (hereinafter "District"), and
WHEREAS, the Engineers' discussion of bids has tentatively .
recommended award of the contracts to the low responsible bidders
which have presented legally sufficient bids bused on acceptance of
:the proposals that will result in the best pricing available to the
District, and
WHEREAS, the Board considers it in the best interest of the
District to proceed with acceptance of the lowest Contract proposals
recommended by the Consulting Engineers, subject to final approval .
by the attorney for. the District:.
NOW, THEREFORE, BE IT RESOLVED that the contracts on Sections 1-
V of the Water Facilities Project will be awarded to the following
contractors at the amount shown, contingent upon the approval by the
Farmers liome Administration of the United States Department of
Agriculture, and subject to the final approval by the attorney for
the District and the Consulting engineers:
Section I - Water Line Extensions
Award to: Jackson Construction Company, West Columbia, South
Carolina for the negotiated unit price of
$1,157,873.00.
Section II - Water Line Extensions
Award to: Jackson Construction Company, West Columbia, South
Carolina for the unit price of $912,572.25
Section III - Water Line Extensions
Award to: Jackson Construction Company, West Columbia, South
Carolina for the negotiated unit price of
$1,773,404.00.
Section IV - Booster Pumping Station
Award to Kinsey Contracting Company, Dunn, North Carolina
for the lump sum contract amount of $169,847.00.
Section V - Elevated Storage Tank
Award to: Caldwell Tanks, Inc., Louisville, Kentucky for the
lump sum contract amount of $257,600.00.
BE IT FURTHER RESOLVED THAT, the Chairman of the Board and the
Clerk to the Board are authorized to execute said contracts on behalf
of the District, after approval as stated above.
Duly adopted this 7 day of May, 1987, upon motion made by
Commissioner , seconded by Commissioner
and passed by the following vote:
