2ND RESOLUTION
The Harnett County Board of Commissioners met in special session on Monday, March 30,
1987 in the County Commissioners' Board Room, County Office Building, Lillington,
North Carolina, with the following members present: Bill Shaw, Rudy Collins, Mayo
Smith, and Chairman Lloyd G. Stewart presiding. Mack Reid Hudson was absent. Others
present were: Dallas H. Pope, County Manager; Vanessa W. Young, Clerk to the Board,
and Glenn Johnson, County Attorney.
Chairman Lloyd Stewart called the meeting to order at 3:45 p.m.
Commissioner Bill Shaw led in prayer.
After comments by County Manager Dallas H. Pope, C.T. Clayton, of Ragsdale Consult-
ants, Inc., presented for the Board's consideration a resolution to make application
for additional clean water bond monies in the amount of $50,746.25 for the Riverside
Community.
Commissioner Collins made a motion for the passage of the above - mentioned resolution.
Commissioner Smith seconded the motion and it passed with a unanimous vote. This
Resolution is copied in full at the end of minutes dated March 30, 1987 as document
number 1.
C. T. Clayton presented a second resolution also concerning the Riverside project.
Upon motion by Commissioner Shaw and seconded by Commissioner Collins, the resolution
passed with a unanimous vote. This Resolution is copied in full at the end of
minutes dated March 30, 1987 as document number 2.
ADJOURNMENT There being no further business, the Harnett County Board of Commissioners special
meeting of March 30, 1987 duly adjourned at 4:00 p.m.

RESOLUTION BY BOARD OF COMMISSIONERS
COUNTY OF HARNETT
WHEREAS, The North Carolina Clean Water Bond Act of 1977 has
authorized the making of grants to aid eligible units
of government in'financing the cost'of.construction of
wastewater treatment works, wastewater collection
systems, and supply systems, and
WHEREAS, The County of Harnett has need for and intends to con-
struct a sewer and wastewater treatment system located
in the Riverside community, and
•
WHEREAS, The County of Harnett intends to request State assis-
tance for the project,
NOW THEREFORE BE IT RESOLVED, BY THE BOARD OF COMMISSIONER$. OF
THE COUNTY OF HARNETT
That the County of Harnett will adopt and place into
effect on or before completion of the projecta
schedule of fees and charges which will provide
adequate funds for proper operation, maintenance and
administration of the system.
That the County of Harnett will provide for efficient
operation and maintenance of the project on completion
of construction thereof.
That Lloyd G. Stewart, Chairman of the Board of Com-
missioners and successors so titled, are hereby
authorized to execute and file an application on be-
half of the County of Harnett with the State of North
Carolina for a grant to aid in the construction of the
project described above..
That Lloyd G. Stewart, Chairman of the Board of Com- i,
missioners and successors so titled, are hereby
authorized and directed to furnish such information as
the appropriate State agency may request in connection.•

or will substantially comply with all Federal, State
and local laws, rules, regulations, and ordinances ap-

the construction of the Sewer and Wastewater Treatment System. As
regularly adopted at a legally convened meeting of the Board of
Commissioners of the County of Harnett duly held on the 30th day
of March, 1987 and further, that such resolution has been fully
recorded in the journal of proceedings and recozds in my office.

water conservation education and information program
for the project on completion of construction thereof.
That the County of Harnett has adopted and is effec-
tively enforcing the state plumbing code within the
.County of Harnett's jurisdiction.
That Lloyd G. Stewart, Chairman of the Board of Com-
missioners and successors so titled, are hereby
authorized to execute and file an application on be-
half of the County. of Harnett with the State of North
Carolina for a grant to aid in the construction of the
project described above.
That Lloyd G. Stewart, Chairman of the Board of Com-
missioners and successors so titled, are hereby
authorized and directed to furnish such information as
the appropriate State agency may request in connection
with such application for the project; to make the
assurances as contained above; and to execute such
other documents as may be required in connection with
the application.
