03021987236 HARNETT COUNTY BOARD OF COMMISSIONERS MEETING, MARCH 2, 1987 GALL TO ORDER PRAYER MINUTES APPROVED N. C. DEPARTMENT OF TRANSPORTATION N. C. DEPARTMENT OF TRANSPORTATION RESOLUTION ADDING OAKWOOD DRIVE AND PINE STREET The Harnett County Board of Commissioners met in regular session on Monday, March 2,1987, in the Commissioners Room, County Office Building, Lillington, North Carolina, with the following members present: Bill Shaw, Rudy Collins, Mack Reid Hudson, Mayo Smith, and Chairman Lloyd G. Stewart presiding. Others present included: Dallas H. Pope, County Manager; Vanessa W. Young, Clerk to the Board; Glenn Johnson, County Attorney; and Hollie J. Wade, Recording Secretary. Chairman Stewart called the meeting to order at 9:09 a.m. Commissioner Mayo Smith led the morning prayer. The Board approved the minutes from the Harnett County Board of Commissioners meeting of February 2, 1987. Ray Stone, Highway Maintenance Engineer, with the N. C. Department of Transportation, appeared before the Board to discuss road matters and situations in Harnett County. Commissioner Smith moved for the adoption of the following resolution adding Oakwood Drive and Pine Street to the State Secondary Road System for Maintenance; Commissioner Collins seconded the motion and it carried with a unanimous vote. HARNETT COUNTY, NORTH CAROLINA. RESOLUTION BE IT RESOLVED BY THE HARNETT COUNTY BOARD OF COMMISSIONERS that Oakwood Drive and Pine Street in Oakgrove Estates Subdivisionbe added to the State Secondary Road System for Maintenance. Duly adopted this the Second Day of March, 1987. HARNETT COUNTY BOARD OF COMMISSIONERS Lloyd G. Stewart, Chairman YOUTH PLANNING BOARD Commissioner Collins made a motion that John M. Phelps be appointed to APPOINTMENT OF JOHN M. PHELPSserve on the Youth Planning Board; Commissioner Shaw seconded the motion and it carried with a unanimous vote. BUDGET AMENDMENT Commissioner Collins moved for the adoption of a budget amendment as JACK BRYAN, SOCIAL SERVICES presented by Jack Bryan, Director of Social Services, to the Public DIRECTOR Assistance Budget, increasing Code 10- 7710 -151, Crisis Intervention, by $2,953, and increasing revenues Code 10- 3480 -000, Social Services -- Administration, by $2,953, to reflect funding from the Carolina Power and Light Project Share; Commissioner Smith seconded the motion and it carried with a unanimous vote. BUDGET AMENDMENT AMBULANCE SERVICE ANGIER SENIOR CITIZENS CONTRIBUTION FROM COUNTY BUDGET AMENDMENT SPECIAL APPROPRIATIONS BUDGET AMENDMENT REGISTER OF DEEDS TAX DEPARTMENT Commissioner Smith moved for the adoption of a budget amendment as presented by Dan Gardner increasing Code 10 -5400 -054, Insurance & Bonds, by $2,500 and increasing revenue, Code 10- 3990 -000, Fund Balance, by $2,500; Commissioner Shaw seconded the motion and it carried with a unanimous vote. Geneva Stephenson appeared before the Board on behalf of the Angier Senior Citizens and requested a contribution from the County in the amount of $1,000 to be applied against the cost of repairs to the building which the American Legion Post has given to be used as the future Angier Senior Citizens Building. After discussion, Commissioner Collins made a motion that the County contribute $1,000 to the Angier Senior Citizens and that the Special Appropriations Budget be amended to reflect this contribution; Commissioner Hudson seconded the motion and it carried with a unanimous vote. Gayle Holder, Register of Deeds, appeared before the Board and requested a transfer of funds within her Department. Following a discussion, Commissioner Hudson made a motion that Code 4800 -002, Salaries & Wages, be decreased by $6,400 and Code 4800 -003, Salaries & Wages - Parttime be increased by $6,400; Commissioner Collins seconded the motion and it carried with a unanimous vote. Bobby Wicker, Tax Administrator, addressed the Board and reported on the activities of the Tax Collection's Department and the Tax Supervisor's Department for the month of February and his plans for March, 1987. 237 TAX REFUND SALARY SCHEDULE REVISED MERIT PROGRAM RESPONSE FROM EMPLOYEES SHEARON kiARRIS NUCLEAR EXERCISE COMMENDATION TO HENRY JOHNSON DALLAS POPE SILENT PRAYER IN MEMORY OF ALTON GRAY ADJOURNMENT Mr. Wicker requested the following tax refunds: 1. Berand W. Fortenberry, Rt. 2, Box 215, Lillington, NC 27546, Barbecue Township, in the amount of $132.66. Mr. Wicker explained that a house was transferred in error along with eight acres of land purchased in 19$5 from Naomie Forternberry. 2. Leon Gibson Cameron, Rt. 1, Box 580, Broadway, NC 27505, Barbecue Township, in the amount of $12.50. Mr. Wicker explained that for the year, 1985, deferred tax was charged in error on a 147 acre tract and should have been charged on a 35.30 acre tract. 3. John Deere Leasing Company, John Deere Road, Moline, IL and Leasee -- Gardner Brothers. The equipment was listed and paid by both the Gardner Brothers and John Deere Leasing. 4. William M. & Hilda Bethune, Rt. One, Box One, Bunnlevel, NC 28323, in the amount of $84.14; Stewart's Creek Township. Lot valued at $8,090 was sold and, listed in the name of Don Beamon and the Bethunes also listed the property which resulted in a double listing. After discussion, Commissioner. Smith made a motion that the tax refunds as presented by Mr. Wicker be approved with the stipulation on the refund to John Deere that the check be made payable jointly to John Deere Leasing Company and the Gardner Brothers; Commissioner Hudson seconded the motion and it carried with a unanimous vote. Dallas Pope, County Manager, presented to the Board for consideration a revised Salary Schedule for Harnett County employees. Mr. Pope explained that the present Salary Schedule stops at Salary Grade 6 and with the implementation of the present merit plan for county employees a need exists to amend the Salary Schedule to include a Salary Grade 6.5. Following a discussion, Commissioner Collins made a motion that the revised Salary Schedule as presented by the County Manager be approved; Commissioner Smith seconded the motion and it passed with a unanimous vote. Dallas H. Pope, County Manager, reported on the response which has been received from the department heads and employees on the recently implemented Merit Program. Mr. Pope advised the Board that the Program appears to be successful, and he has received only positive comments toward the incentive approach of the program. Mr. Pope reported to the Board on the Shearon Harris Nuclear Exercise which was held this past Saturday, February 28, 1987. He stated that Harnett County, through the coordination of county department heads, employees, fire and rescue volunteer units, and the citizens of the County, received an excellent rating by the Federal Authorities who in the debriefing rated Harnett County as outstanding, excellent and very good in all areas. Commissioner Smith also reported on the Harris exercise. The Board thanked Mr. Pope for this report and commended him, Mr. Henry Johnson, and the other county representatives involved in the Shearon Harris exercise for their excellent work. Commissioner Smith made a motion that letters of commendation be sent to Dallas Pope and Henry Johnson from the Board; Commissioner Hudson seconded the motion and it carried with a unanimous vote. Following a moment of silent prayer in memory of Alton Gray, former Superintendent of Harnett County Schools, who passed away on February 25, 1987, the Board duly adjourned. W CLERK
