NAMING OF ROADS
The Harnett County Board of Commissioners met in regular session on
Monday, January 19, 1987, in the Commissioners Room, County Office
Building, Lillington, North Carolina, with the following members
present: Bill Shaw, Rudy Collins, Mack Reid Hudson, Mayo Smith, and
Chairman Lloyd G. Stewart presiding. Vanessa W. Young, Clerk to the
Board; Dallas H. Pope, County Manager; Glenn Johnson, County Attorney,;
and Hollie J. Wade, Recording Secretary, were also present.
Chairman Stewart called the meeting to order at 7:10 p.m.
Commissioner Rudy Collins led the evening prayer.
The minutes from the Harnett County Board of Commissioners meeting of
January 5, 1987, were approved as read.
Chairman Stewart, at 7:18 p.m., called to order the public hearing
concerning the naming and /or renaming of certain streets in the Erwin
area and recognized Dallas H. Pope, County Manager, for comments.
The County Manager, Dallas Pope, informed those present that in
accordance with statutory provisions notice of the public hearing had
been published in The Daily Record and posted in the County Courthouse,
Erwin Town Hall, and Erwin Library. Mr. Pope stated the purpose of the
public hearing was to obtain citizen comments concerning the naming
and /or renaming of the following streets and roads in the Erwin area:
1. Name three streets in South Erwin as follows: Mason Drive, Porter
Street, and Wrench Street
2. Change the name of Porter Street to Ennis Street
3. Change the name of Gilmore Drive (S.R. 1903) to Porter Drive
Following Mr. Pope's statements, Chairman Stewart opened the hearing to
obtain public comments. After no person appeared before the Board to
speak pro or con concerning the naming and /or changing the names of the
streets in the Erwin area, Chairman Stewart closed the public hearing at
7:21 p.m.
Attorney Glenn Johnson, appeared before the Board and presented for
consideration the following ordinance concerning the naming of roads in
the Erwin area: HARNETT COUNTY,
NORTH CAROLINA.
ORDINANCE
THAT, WHEREAS, N.C.G.S. 153A -240 and other pertinent provisions of
law provide a statutorily defined manner and method for naming or
renaming any public road within the County and not within a city; and
WHEREAS, request has been made to the Harnett County Board of
Commissioners for the naming and /or renaming of certain streets meeting
the criteria set forth in such statutory provisions; and
WHEREAS, public notice has been provided as required by said
statutory provisions by the publishing of a notice of public hearing in
The Daily Record, which is a newspaper meeting the requirements of law
for the publication of legal notices within Harnett County, North
Carolina, on January 8, 1987, and by posting such notice in the Town
Hall of Erwin, North Carolina, and the Public Library in Erwin, North
Carolina, and in the Harnett County Courthouse at least ten (10) days
before January 19, 1987, the scheduled date for such hearing; and
WHEREAS, said hearing so required by law was conducted in
accordance with the requirements of law herein referenced; and
WHEREAS, the County Commissioners of Harnett County, North
Carolina, have determined that the streets referenced in said notice of
public hearing should be named or renamed as hereinafter provided;
NOW, THEREFORE, BE IT RESOLVED by the County Commissioners of the
County of Harnett, North Carolina, in open meeting and after public
notice and hearing as required by law, that the hereinafter designated
streets shall be named or renamed as follows:
(a) The road lying between Moulton Spring Road (State Road 1771)
and Mason Drive (State Road „1772) and shown as Wrench Street
on the plat attached hereto as Exhibit A shall be and same is
hereby named Wrench Street.
(b) That portion of State Road 1772 lying between Moulton Spring
Road (State Road 1771) and N. C. Highway 217 and designated
as Mason Drive on the plat attached hereto as Exhibit A shall
be and same is hereby named Mason Drive.

(d) That portion of State Road 1903 running southeast from N. C.
Highway 55 to Maynard Lake Road (State Road 1726) as shown on the
plat attached hereto as Exhibit B shall be and same is hereby
renamed Porter Drive.
Duly adopted this the Nineteenth Day of January, Nineteen Hundred and
Eighty- Seven.

Commissioner Smith moved the adoption of the foregoing Ordinance;
Commissioner Hudson seconded the motion and it carried with a unanimous
vote.
Meredith Senter appeared before the Board and requested the
Commissioners to adjust the appraised value established for a certain
tract of land he had purchased from Boise Cascade Corporation, which is
located in Buckhorn Township and consists of 588 acres. Mr. Senter
explained that he owns another tract of land in Buckhorn Township,
located close to the Boise Cascade property, and the value per acre is
somewhat lower. Following Mr. Senter's appeal, the Board recognized Mr.
Wicker, Tax Administrator, who explained the procedure applied in
establishing the appraised value for both tracts of land and why there
is a difference in the property values. Following a discussion, it was
the decision of the Board for Mr. Wicker to review Mr. Senter's
request and report back to the Board.
No Wortman, Associate Superintendent with the Harnett County Board of
Education, presented to the Board a survey which had been completed by
the Harnett County Board of Education for the North Carolina Department
of Public Instruction indicating the long -range school construction
needs for Harnett County. Mr. Wortman explained that the purpose of the
survey was to provide a basis for which the State can assess the
financial needs of the school systems in North Carolina for facility
renovations and construction. Mr. Wortman also provided a proposed
funding schedule to meet the school facility needs as projected in the
survey for the Board's consideration. He requested the Board's approval
of the proposed schedule, explaining that this would not be a commitment
of funding on behalf of the County. Following a discussion,
Commissioner Hudson made a motion that the following Funding Schedule
for School Facility needs in relationship to the survey be approved:

Commissioner Shaw asked Mr. Wortman to report to the Board on the
situation which exists at South Harnett School. Mr. Wortman explained
that the driveway entrances at South Harnett School are presently
located at the crest of a hill, which limits the visibility of oncoming
traffic when entering or leaving the school. He explained that a
committee consisting of County officials and the Department of
Transportation had met at the site and agreed that the present situation
is extremely dangerous and would like for the Division of Highway to
conduct a study to relocate the driveway entrance at South Harnett
School to the northern section of the South Harnett property and to also
study the possibility of adding a left turn lane. Mr. Wortman indicated
that he would like for the Board of Commissioners to write a letter to
the Division of Highway requesting this study. Following a discussion,
the Board directed the County Manager to write a letter to the Division
of Highways requesting a study concerning the drive entrance to South
Harnett School.

Dallas Pope, County Manager, presented to the Commissioners a letter
from Joyce Brown, an employee with Social Services, requesting an
extension of her leave without pay status. Mr. Pope then recognized Mr.
Jack Bryan, Director of Social Services for his comments. Mr. Bryan
explained Mrs. Brown, in July 1986, had been on medical leave without
pay for one year and at that time requested an extension of time from
the Board of Commissioners, who approved her request and extended her
leave without pay status for six months. Mr. Bryan indicated that
during this time, Mrs. Brown has made every possible effort to
expediate her claim with the Social Security for disability retirement,
and hopes to have a written decision within a couple of months. Mr.
Bryan explained that this situation has created some hardships on the
operations of his department, but he would be willing to continue to
work with Mrs. Brown if that was the wishes of the Board. The Board
recognized Mrs. Brown who thanked the Board for the consideration they
have extended to her and reported on the present status of her claim
with Social Security. She explained that she has been informed that a
decision has been made on her case and hopes to receive documentation in
writing within a few weeks. Mrs. Brown stated that if she returns to
work for the next few weeks while waiting for the decision, her claim
would automatically be denied. Following a discussion, Commissioner
Smith made a motion that Mrs. Brown's leave without pay status be
extended for two months and at that time Mrs. Brown shall retire from
the County or report back to work; Commissioner Collins seconded the
motion and it carried with a unanimous vote.
Dallas H. Pope, County Manager, requested a budget amendment to
Emergency Management in the amount of $10,200 for the emergency
generator project. He explained a check had been received from Carolina
Power and Light in the amount of $42,275 for this project. Commissioner
Smith made a motion that Code 10 -5250 -074, Capital Outlay, be increased
by $10,200; Commissioner Shaw seconded the motion and it carried with a
unanimous vote.
Dallas H. Pope, County Manager, requested an amendment to the Jail
Budget, Code 10 -5120 -047, Food & Provisions, increasing this code by
$22,800. Mr. Pope explained this line item has been expended and a
budget amendment was needed in order to continue to provide meals to the
inmates in the local county facility. Commissioner Collins made a
motion that the budget amendment as requested by Mr. Pope be approved;
Commissioner Hudson seconded the motion and it carried with a unanimous
vote.
Jack Bryan, Director of Social Services, requested a budget amendment to
the Social Services Budget, in order to pay for auditing services for
Social Services. Mr. Bryan requested that Code 10- 7700 -004,
Professional Services, be increased by $3,000 and Code 10- 7700 -011,
Telephone & Postage, be decreased by $3,000. Commissioner Smith made a
motion that the amendment to the Social Services Budget be approved as
requested by Mr. Bryan; Commissioner Hudson seconded the motion and it
carried with a unanimous vote.
Jack Bryan, Director of Social Services, appeared before the Board and
requested an amendment to his budget: Mr. Bryan explained that since
the A.F.D.C. -- Emergency Assistance program has come into effect, the
workload has increased tremendously and additional personnel is needed
to process the applications for A.F:D.C-E.A. Mr. Bryan requested Code
10- 7700 -002, Salaries & Wages, be increased by $8,768 to employ
additional personnel. Mr. Bryan also explained that he has experienced
a reduction in the Crisis Intervention Program and requested Code
10- 7710 -151, Crisis Intervention, be decreased by $11,250. Following a
discussion, Commissioner Hudson made a motion that the public assistance
budget be amended as follows; Commissioner Collins seconded the motion
and it carried with a unanimous vote:

Dallas H. Pope, County Manager, reported to the Board on the road naming
project for the County; indicating that he has reviewed the file on this
project which was assigned to the Planning Office. Mr. Pope stated that
with the present high rate of development in the County, the Planning
office does not have the manpower to undertake this project and
recommended that the Board permit the County Manager to negotiate with
Region "M" Council of Governments on a cost to develop this project.
Following a discussion, the Board authorized Mr. Pope to negotiate a
contract with Region "M" Council of Governments on the County's road
naming project.

A copy of the report on the activities of the Health Department for the
month of December, 1986, and a copy of the report on the Inspections
Department for the month of December, 1986, was filed with the Board.
Commissioner Shaw moved for the adoption of the following resolution as
presented by the County Manager authorizing the execution of the annual
contributions contract on the Section "8" Housing Project; Commissioner
Smith seconded the motion and it carried with a unanimous vote.
RESOLUTION AUTHORIZING EXECUTION
OF AN ANNUAL CONTRIBUTIONS CONTRACT
WHEREAS, the Harnett County Board of Commissioners (herein called
the "PHA ") proposes to enter into an Annual Contributions Contract
(herein called the "Contract ") with the United States of America,
Department of Housing and Urban Development (herein called the
"Government ").
NOW, THEREFORE, BE IT RESOLVED by the PHA as follows:
Section 1. The Contract, numbered Contract No. A -3351, is hereby
approved and accepted both as to form and substance and the County
Manager is hereby authorized and directed to execute said Contract in
triplicate on behalf of the PHA, and the Clerk to the Board is hereby
authorized and directed to impress and attest the official seal of the
PHA on each such counterpart and to forward said executed counterparts
to the Government together with such other documents evidencing the
approval and authorizing the execution thereof as may be required by the
Government.
Section 2. The County Manager is hereby authorized to file with
the Government from time to time, as monies are required, requisitions
together with the necessary supporting document, for payment under the
Contract.
Section 3. This Resolution shall take effect immediately.

There being no further business, the Harnett County Board of
Commissioners regular meeting of January 19, 1987, duly adjourned at
8:40 p.m.
Chairman Lloyd G. Stewart called to order the meeting of the Harnett
County Board of Commissioners sitting as the governing body of the South
Central Water and Sewer District of Harnett County as in accordance with
various notices provided to him by law. Chairman Stewart recognized
Rodney Tart for comments.
Rodney Tart, Director of Public Utilities, presented to the Board the
following Project Ordinance on the South Central Water and Sewer
District:
SOUTH CENTRAL WATER AND SEWER DISTRICT PROJECT ORDINANCE
BE IT ORDAINED by the Board of Commissioners of Harnett County, North
Carolina:
Section 1. The South Central Water and Sewer District of Harnett
County is located in the south central region of Harnett County, serving
parts of Anderson Creek and Stewarts Creek townships. The district was
created in 1985 in order to provide water to about one thousand seven
hundred (1700) families who live in the district.
Construction is anticipated to begin May 1, 1987. Once
construction is completed, the district willown a system of water lines
and pumping stations that will be connected to the Northeast
Metropolitan Water District's water plant. Operation of the system will
be performed by the Harnett County Utility Department, under a contract
to be negotiated between the District and the County.
Section 2. The following amounts are hereby appropriated in the
South Central Water and Sewer District for the construction of this
project. These amounts are estimated because they will not be bid until
March, 1987, and at that time the Harnett County Board of Commissioners
will award the final contracts. The Bond Anticipation Notes will be
sold around the end of January, 1987, and the permanent bond sale should
be sometime in the Spring of 1988.
Construction $4,254,375.
Land and Rights of Way 30,000.
Existing Supply Facilities 100,000.
Legal and Administration 60,000.
Engineering (Basic) 215,000.
Construction Observation 78,000.
Property Surveys 10,000.

Section 3. It is estimated that the following revenues will be
available in the South Central Water and Sewer Department:
FHA Loan Commitment $2,769,000.
FHA Grant Commitment 1,695,000.
State Grant 485,000.
Local Grant 51,000.

Following a discussion of the foregoing ordinance; Commissioner Shaw
moved for its adoption; Commissioner Hudson seconded the motion and it
carried with a unanimous vote.
There being no further business, the meeting of the Harnett County Board
of Commissioners sitting as the governing body for the South Central
Water and Sewer District duly adjourned at 8:50 p.m.
