CALL TO ORDER
PRAYER
The Harnett County Board of Commissioners met in regular session on Monday, April 21,
1986, in the Commissioners Room, County Office Building, Lillington, North Carolina,
with the following members present: Lloyd G. Stewart, Bill Shaw, Rudy Collins, M. H.
Brock, and Chairman Jesse Alphin presiding. Vanessa W. Young, Clerk to the Board;
John Phelps, representing the County Attorney's Office; Hollie J. Wade, Recording
Secretary; and Dallas Pope, Assistant County Manager, were also present.
Chairman Jesse Alphin called the meeting to order at 7:20 p.m.
Commissioner Bill Shaw led the evening prayer.
MINUTES APPROVED Commissioner Collins made a motion that the minutes from the Harnett County Board of
Commissioners meeting of April 7, 1986, be approved; Commissioner Shaw seconded the
motion and it carried with a unanimous vote.

Beverly Withrow, Director of Professional Services with Home Health and Hospice Care,
Inc., appeared before the Board and introduced the firm she represents, stating that
Home Health and Hospic Care, Inc. is now operating in Harnett County. She also gave
a brief description of the services they provide. Following comments and questions
from the Commissioners and Henry Thompson, Health Director; Chairman Alphin thanked
Ms. Withrow for coming before the Board.
Rodney Tart, Director of the Harnett County Public Utilities Department, appeared
before the Board and requested that the County provide $30,000 in funds to extend the
County's water system to an industrial site on SR 1440. He explained that the project
would cost approximately $68,000. He anticipates other sources of revenue in addition
to the county's $30,000 to be as follows: grant funds in the amount of $30,000; cus-
tomer participation in the amount of $7,000; and Northeast Metro will assume the diff-
erence in the cost of the project. He provided copies of a letter from the proposed
industry indicating their plans to construct a 25,000 square foot manufacturing plant
on SR 1440 and expressing their need for water service. It was stated that it is
consistent with the County's policies to participate in the construction of a water
line to an industry. Following a discussion of this request, Commissioner Collins
made a motion that the County provide funding in the amount of $30,000 for a water
line extension on SR 1440 (James Norris Road) to the proposed industrial site;
Commissioner Shaw seconded the motion and it carried with a unanimous vote.
Rodney Tart, Director of Public Utilities, requested the Board to adopt the following
resolution reappointing Halford Coleman to the Northeast Metropolitan Water District
Board:
R E S O L U T I O N
WHEREAS, Chapter 162A, Article 4, as amended, provides that the Board of
Commissioners shall appoint three board members of a duly created Metropolitan Water
District; and
WHEREAS, the term of Halford Coleman expired on April 14, 1986;
NOW, THEREFORE, be it resolved by the Board of Commissioners for the County
of Harnett that Halford Coleman be and he is hereby reappointed to the District
Board for a term expiring April 14, 1989.
Upon Motion of Commissioner Collins, seconded by Commissioner Stewart, the
foregoing resolution was adopted by the following vote: Yeas 5; Nays 0; Absent 0;
Abstained 0.

Commissioner Collins made a motion that the foregoing resolution be adopted; Commis-
sioner Stewart seconded the motion and it carried with a unanimous vote.
Rodney Tart, Director of Public Utilities, presented a progress report to the Board
on the number of users that have signed up for the South Central Water and Sewer
District.
Harrington Morrision, President of the Boone Trail Ruritan Club, appeared before the
Board on behalf of the Ruritan Club and the citizens of the Boone Trail Community,
and requested the Board's authorization for a feasibility study to be conducted for
the establishment of the proposed West Central - -Boone Trail Water and Sewer District.
Mr. Morrision continued to state that contingent upon a favorable feasibility study,

he would like to request that the County proceed with the proper steps to create the
West Central - -Boone Trail Water and Sewer District and call for a bond referendum.
Following a discussion, Commissioner Stewart made a motion authorizing the County to
proceed with a feasibility study on the proposed West Central - -Boone Trail Water and
Sewer District; Commissioner Shaw seconded the motion and it carried with a unanimous
vote.
BUDGET AMENDMENT Following a request from Henry Thompson, Health Director, for a- budget amendment to
HEALTH his department; Commissioner Stewart made a motion that the following budget amendmen
be approved; Commissioner Collins seconded the motion and it carried with a unanimous
vote:
Code 10- 7600 -002, Salaries & Wages, be decreased by $9,669
Code 10- 7600 -013, Utilities, be decreased by $545
Code 10- 7600 -074, Capital Outlay - Equipment, be increased by $17,985.
BUDGET AMENDMENT Commissioner Collins made a motion that the Budget for the Social Services Department,
SOCIAL SERVICES Code 10- 7710 -151, Crisis Intervention, be increased by $1,633 to reflect new monies
received from Carolina Power and Light; Commissioner Stewart seconded the motion and
it carried with a unanimous vote.
BUDGET AMENDMENT Henry Johnson, Director of Emergency Management, appeared before the Board and inform -
EMERGENCY ed the Commissioners that following the Shearon Harris Nuclear Power Plant Exercise
MANAGEMENT on May 17 -18, it was determined that the County Office Building would serve more
efficiently as the Emergency Operations Center for Harnett County in a nuclear power
plant emergency than would the hallway of the Courthouse. An evaluation was conducted
on the County Office Building to determine what the County's needs would be to make
this building acceptable as the Emergency Operations Center. The Department of
Crime Control and Public Safety stated that it would be necessary to have telephone
and radio communications equipment installed and a diesel generator would be needed
for back -up power. Mr. Johnson requested a budget amendment in the amount of
$35,038 for these items and explained that Carolina Power and Light would reimburse
the County for these expenditures. Following a discussion, Commissioner Collins
made a motion that the Emergency Management Budget, Code 10 -5250 -074, Capital Outlay,
be increased by $35,038; Commissioner Shaw seconded the motion and it carried with a
unanimous vote.
BUDGET AMENDMENT Commissioner Collins moved for the approval of the following budget amendment to the
HUMAN RESOURCES Department of Human Resources; Commissioner Shaw seconded the motion and it carried
with a unanimous vote:
Code 7400 -136, Joint Account, increase by $28,751
Code 7400 -137, Title II -A (OJT), decrease by $14,649
Code 7400 -138, Title II -B (SYP), increase by $7,898
Code 7400 -139, Title II -A (Class), increase by $55,000
BUDGET AMENDMENT Commissioner Collins made a motion that the following budget amendment, as presented

Commissioner Shaw made a motion that the contract as presented by Oscar Harris &
Associates, Inc., to the Board of Commissioners on April 7, 1986, to provide
auditing services for Harnett County for the Fiscal Year 1985 -86 be approved; Commis-
sioner Stewart seconded the motion and it carried with a unanimous vote.
Commissioner Collins made a motion that the following proclamation declaring
the week of May 4 - 10, 1986, as National Extension Homemaker's Week in Harnett
County be approved; Commissioner Shaw seconded the motion and it carried with a
unanimous vote:
WHEREAS, the Harnett County Extension Homemaker's Association is
observing National Extension Homemaker's Week, May 4 - 10, 1986; and
WHEREAS, in recognition of the contribution Extension Homemakers have
made to the leadership development and in improving the quality of life for
millions of families in its more than 50 years of existence in the United
States and through its association with and, contribution to other International
groups around the world; and
WHEREAS, the North Carolina Extension Homemaker's Association, organized
in 1920, is North Carolina's largest volunteer, educational organization; and
WHEREAS, the Extension Homemaker Association is an educational outreach
of the North Carolina Agricultural Extension Service and is supervised on
the County level by the Home Economics Extension Agents in partnership with
the community and county Extension Homemaker leaders who provide valuable
educational services and share the latest in research leased knowledge and
skills for the improvement of the health, family life, prosperity and liveli-
hood for their families and their community; and

WHEREAS, the objectives of the Association include strenthening
families and home environment through the attainment and application
of knowledge, the development of human skills and the application of
technology needed to create a forward - looking and satisfying quality
of life within available resources; and
WHEREAS, the Extension Homemaker's Association in cooperation with
the North Carolina Agriculture Extension Service strives to offer a means
by which homemakers, may interpret and promote programs of State, National
and International importance in the preservation of the home to provide
opportunities for better International understanding; Now
THEREFORE, we the Board of Commissioners of the County of Harnett, do
hereby proclaim May 4 -10, 1986, as
NATIONAL EXTENSION HOMEMAKER'S WEEK
and urge all of our people to encourage and support the work of the Extension
Homemaker's Association in Harnett County and North Carolina.

Commissioner Collins made a motion that Bobby Wicker be named as interim Tax
Collector and Tax Supervisor of Harnett County until the first Board
Meeting in May; Commissioner Stewart seconded the motion and it carried with
a unanimous vote.
There being no further business, the Harnett County Board of Commissioners
meeting of April 21, 1986, duly adjourned at 9 :00 p.m.
