Brock, Lloyd Stewart, Rudy Collins, Bill Shaw, and Chairman Jesse Alphin presiding. Young, Clerk to the Board HARNETT COUNTY BOARD OF COMMISSIONERS s /Jesse Alphin Chairman REGIONAL DISASTER Roger Sheats, Director of Region "M" Council of Governments, appeared before the PLAN ADOPTED Board and presented for the Board's consideration, a Regional Disaster Plan which Mr. Sheats explained. He stated that according to GS -343, it is the responsibility of the County Commissioners to provide adequate and continuing ambulance service for citizens of the counties. The three Region "M" counties have developed the Emergency Medical Services System to meet citizen needs. In terms of disaster, each county has a county -wide Disaster Plan in place. These plans are continually updated and make provisions for mutual aid with neighboring counties in times of disaster. The all inclusive county plans coordinate all resource needed during disaster. Since Adequate county plans are in place, this plan deals solely with EMS resources and regional cooperation if necessary. In addition, the Emergency Services Directors involved in the development of this plan wish to note that the plan should be used as a general guide to be superceded by specific needs of a Region "M" county during an actual disaster. When circumstances arise which require emergency assistance from a neighboring county, there are numiserous factors which must be taken into consideration. Among these are: (1) who is authorized to request outside assistnace, (2) whom and where do you call for assistnace, (3) who is authorized to provide the assistance, (4) what kind of assistance can you expect, and (5) when and where will the assistance be provided. If you are the neighboring county called upon for help, many of the same questions arise such as: (1) who can authorize the provision of the assistance, (2) how much assistance can you provide without jeopardizing your required operations and services, (3) where are you expected to go and what you are expected to do, and (4) under whose command and control do you operate. CTION Commissioner Collins moved for the adoption of the Regional Disaster Plan. Commis- sioner Shaw seconded the motion and it passed with a unanimous vote. APPOINTMENTS TO HAR. CO. HARPER NORRIS A copy of the Regional Disaster Plan has been duly filed in the County Manager's Office. Thepurpose of this document is to address these and other factors which must .. be considered before providing or requesting assistance in extreme emergency situations. Comnussioner:Brock made a motion that the Board approve the following - recommendatio to fill vacancies on Harnett County's Private Industry Council: Wayne Dail - Dunbar Foods, Dunn, North Carolina Don Kelly - Smith & Wesson, Lillington, North Carolina Elaine.. Dalrymple - Cricket Inn, Dunn, North Carolina Sue Pope - Morganite, Inc.,. Dunn, North Carolina Commissioner Collins seconded the motion and it carried with a unanimous vote. The following resolutionregardingAmtrack :was passed upon motion by Commissioner Shaw and second by Coramissioner Collins HARNETT COUNTY, NORTH CAROLINA. _. RESOLUTION Transportation needs are of utmost importance `. to our :. citizens; and WHEREAS, Amtrack makes scheduled runs through Dunn, North Carolina each day; WHEREAS,, many-people who would ride the train do not have other transportation available, NOW, THEREFORE, BE IT RESOLVED that the HarnettCounty Board of Commissioners goes on record in support of Amtrack making a stop in Dunn to pick up passengers. The Harnett County Board of Commissioners also supports the installation of a Ticket Sales Office in Dunn; however, if that is -not possible, tickets could be purchased in Fayetteville and citizens could board the train in Dunn. Commissioner Shaw seconded the motion and it carried. rvin Dobson, Director of Planning, appeared before 'the Board - and - .presented a draft of a mobile home park ordinance for Harnett County. Following a discussion, -Mr. Dobxon stated that he would make necessary changes in the draft and bring it back to the. Board at a later date. John. Phelps appeared before the Board and explained an amendment tomth_e proposed Minor Subdivision Standards. Commissioner Collins seconded the motion and it carried Co<<ad ssioner Collins made a motion to approve a subdivision plat for Dan Honeycutt- 2 lots located on SR 1408. Commissioner Shaw seconded the motion-and it carried. Cormnissioner Brock made amotion to approve a six-lot subdivision plat for Harper Norris located off•SR 1775, across from Chicora - CountryClub. Commissioner Shaw the motion and 'it carried. 1 63l GARY McNEIL Commissioner Collins made a motion to approve a two -lot subdivision plat for Gary McNeil located on SR 1265. Commissioner Shaw seconded the motion and it carried. ROCK HILL CHURCH Commissioner Shaw made a motion to approve a one acre lot subdivision plat for Rock Hill Holiness Church located on SR 2039. Commissioner Collins seconded the motion and it carried. COUNCIL WILLIAMS Commissioner Brock made a motion to approve a subdivision plat for Council Williams located on Highway 55 north of Erwin. Commissioner Collins seconded the motion and it carried. ENNIS SUBDIVISION Commissioner Brock made a motion to approve a 16 -lot subdivision plat for Ennis Subdivision located on SR 1560 between Coats and Benson. Commissioner Collins seconded the motion and it carried. McARTAN PROPERTY Commissioner Shaw made a motion to approve a subdivision plat for McArtan Property located southwest of Bunnlevel at intersection of SR 2045 and SR 2042. Commissioner Collins seconded the motion and it carried. DANIEL CAMERON Commissioner Shaw made a motion to approve a subdivision plat for Daniel Cameron Heirs located on SR 1114. Commissioner Collins seconded the motion and it carried.
