May 17, 1985 The first: meeting ;ofthe- .Harnett County-Board of Egualization and Review was held on April 30, 1984, from 9:00 a.m.'to 12 Noon in the Commassioners Room, County Office Building,`Lillington, North Carolina, as was. duly advertised with the follow ingmemberspresent: M. if Brock, Jesse Alphin, LloydG. Stewart, Bill Shaw, and. Rudy Collins. The following oath was administered by a representative from the Clerk of Superior Court's Office .and each of the above -named commissioners ascribed thereto: HARNETT COUNTY, CAROLINA,. ,:do solemnly swear (or affirm) that 1 will support and maintain the Constitution and laws of the United States, and the Constitution and laws of North Carolina, not inconsistent therewith, ':and that I will faithfully dis- - charge the duties of myoffice'as a member of the Board of Equalization and Review of Harnett County, North Carolina, and I will not allow my actions as a member of the Board of Equalization and Review to be influenced by personal or political friendships or obligations so help me, God.- The following property owners appeared before Review: the first Board o Eaualization and 1 Sandy Adams Moore, Black River Township, Parcel Number 23 -- stated that a house r °.located on this property should not be valued because it was removed prior to.: January. 1, 1984. Following a discussion, it was agreed that 'the ` building - shoul. not be valued for 1984 2..Richard Wells ,: Black River Township, Parcel Number 1974 -- stated that the value of -a new house on his property was too high because the house was not located road but was instead no-road rear. The Board explained that the value was for the house itself and a land value was not. included. After a7field` review of the property, the Board held that the value was Lan and no changes were mad 3- William V. and Mary O'Daniel, Averasboro Township, Parcel Number 13153--stated that the value of his house was too high and requested a review. After a field review, the following changes were made: Changed the Grade from a B -10 to a 0+ changed the attic from full to partial; and corrected the square footage of the house.:'. The Board agreed with these changes The first Board -of Equalization and Review recessed until May 10, 1984, which will be the date of the Second meeting, The second meeting of the Board. of Equalization and Review was held on May 10, 1984 from 9 :00a.m.:to.12 Noon in the Commissioners Room, County Office Building, Lit = lington, North Carolina, as was duly advertised with the following members present: M. H. Brock, Lloyd Stewart, Jesse A1pnn, and Bill Shaw. The following property owners appeared before the second Board o.E Equalization and Review: 1. Carlie McLamb,'Grove Township, Parcel Number 918.03 -- appeared before the Board on behalf of- :Carlie McLamb, William Pope, and l% T. Strickland -- stated that the value of`commercialbuilding in Coats was too high and requested a review. After a Lield review, the price per square foot was found to be in error. This was corrected and the value was lowered from $156,790to- $127,990. Johnny -:W Tripp, Duke Township, Parcel Nurnber 2038--stated that the value of his garage was too high for its condition and requested areview. 'Aftera' fieldreview,:it was determined that the price ,per square foot is incorrect for this type of building. The price per square foot was changed and the value lowered from $2,690 to $1,970. GentruW..:Tyndall,;Duke- Township, Parcel Number 2093--stated that the value was too high for his property and requested a review. After a field review, it was determined that additional depreciation was necessary. .Additional depre- ciation was added .and the value was lowered from $16,250 to $12,320. The Second Board of, Equalization and Review was - recessed until May 17, 1985, which . would be the-date of the third and final meeting.. The third and final meeting of the Board of Equalization and-Review was held on May. 17,-1985, from 9 :00 a.m. to 12 :25p.,m.in the Commissioners Room, County Office Building,`Lillington, North Carolina, as was duly advertised with the fol- lowing members present: M. H. Brock, Bill Shaw, and Lloyd G. Stewart. The following property owners appeared before the third and final Board ofEquali- zation and Review:. 1. 0, W. Godwin, Jr., Averasboro Township -- appeared on behalf of O. W. Godwin, Jr., and John E. Ingraham, Trustees of Godwin Building Supply Company Pension -- stated the value of a pond owned by The Pension Fund was too high and requested a review. After a field review, it was determined that the land should be given a additional topographical factor. The value changed from $69,000 to $29,800. 2. Marsha G. Bass, Averasboro Township--0. W. Godwin, Jr., appeared on behalf of Marsha Bass and stated that a six acre tract owned by her was low and wet and that the value was too high. After a field review, it was determined that the land should be given an additional topographical factor. The value of the land was lowered from $3,550 to $1,720. The changes contained in these minutes were approved at the third and final Board of Equalization and Review by Commisisoners Lloyd G. Stewart, Bill Shaw, and M. H. Broc. Commissioner Stewart made a motion that the 1984 Board of Equalization and Review duly adjourn at 12:25 p.m., this the Seventeenth Day of May, 1984; Commissioner Shaw seconded the motion and it carried with a unanimous vote. L _A17 Thomas Allen, Tax Supervisor CORRECTIONS TO THE HARNETT COUNTY 1985 BOARD OF EQUALIZATION AND REVIEW MINUTES MAY 16, 1985 At the May 16, 1985, session of the Board of Equalization and Review, Webster Webster Turlington Turlington, by letter, requested a review of the value of his property on a 7.82 acre tract of land in Neils Creek Township. The Board instructed the Tax Supervisor to review this property. At the final Board of Equalization and Review, the Tax Supervisor reported the findings of his review to the Board. By order of the Board, no changes were made. MAY 23, 1985 At the May 23, 1985, session of the Board of Equalization and Review, William D. William D. Williams Williams appeared before the Tax Supervisor prior to the convening of the Board of Equalization and Review and requested that the value of his house be reviewed. The Board instructed the Tax Supervisor to review this value. At the final Board of Equalization and Review, the Tax Supervisor reported his findings to the Board. By order of the Board, no changes were made. I, Thomas Allen, Tax Supervisor, find the above corrections to the minutes of the 1985 Board of Equalization and Review to be accurate. The Following property owners appeared berore the Scond Board of Equalization and Review: James Wallace Betts, NeiTh Creek Township--protested the value of a 32.4 acres tract of land valued at $18,.220. By order of the Board, the value was reduced to $12,750. -By mistake, the land was charged on a paved road. Richard L. Wells, Black River Township--protested the value of his 1.16 acre building site valued at $2,590. By order of the Board, the value was reduced to $1,890. There was not a well on the property. The Second Board of, Equalization :and - .Review . -was recessed until' May 23, 1_85 at 10:00 a in whic' would be the third and final meeting.
