CALL TO ORDER
PRAYER
The Harnett County Board of Commissioners met in regular session on Monday,
December 3, 1984, in the Commissioners Room, County _Office Building, Lillington
North Carolina, with the following members present: M. H. Brock, Lloyd G.
Stewart, Rudy Collins, Bill Shaw, and Chairman Jesse Alphin presiding.
Vanessa W. Young, Clerk to the Board;. Robert'Morgan, County Attorney, and
Hollie J. Wade, - Recording Secretary, were also present.
Chairman Jesse Alphin called the meeting to order at 9:20 a.m.
Commissioner Bill Shaw -led the morning prayer.
MINUTES APPROVED. The minutes from the Harnett County Board of Coinmissioners meeting of
November 19, 1984, were approved as read.
DOT Ray Stone, Highway Maintenance Engineer with the North Carolina Department of
Transportation, appeared - before the Board to discuss, road matters and situations
in Harnett County.
OVERHILL ROAD Commissioner Shaw requested that Mr. Stone check on the road that goes through
the Overhill property.' °He stated that he felt that some work needed to be done
on this road.
SR 1539 Mrs. Young informed Mr. Stone that the shoulders on SR 1539 are badly washed
out and need to be checked.

RECOGNITION OF
CLYDE ROSS
Mr. Brock informed the Board that there are six hangars at the Harnett County
Airport; two of which were owned by Dr, Moore, two were owned by Dr: Roberts;
and two are owned by Keith Finch. He explained that earlier this fall,
Dr. Roberts and =Dr. Moore had given their hangars to the County and now
Mr. Finch would like to give his two hangars to the County. Commissioner.
Brock made a motion that the County accept the offer.from'Mr. Finch for the
two hangars; .Commissioner Collins seconded the notion and it passed with
a unanimous vote.
James Goff, - Chairman of the Harnett County Agricultural Extension Office
appeared before the Board and presented to the Commissioners the "People's
Plan, 1987 "; a document which sets forth the long -range educational goals for
the Agricultural Extension Program in Harnett County.' He explained that this
Program was developed by State University and several Planning Committees of _.
this County. The planning committees are composed of citizens who
live in Harnett County and they advise the Agents of any they
feel might occur in the extension programs and also establish future goals:
Mr. Goff also presented to the Board a copy of the County's four -year plan
of owrk for the years, 1983 -1987. He explained that the County has four
major program areas -- agriculture, home economics, community and rural
development, and he has an agent here today to speak to the Board on each
of the other three major program areas. Mr_ Goff explained that while working
in administration, he also works with community and rural development. He
briefly <reviewed some of the projects and activities that are offered through
this area of agricultural extension services.
Jennifer Walker, Home Economics Agent, appeared before the Board and reported
on the programs and activities that are offered to the citizens of this County
in the area of home- economics; including, nutrition, budgeting, sewing,
window treatments, canning and freezing, fitness, educational programs to
expectant parents, infant safety, programs 011 stress management, managing time,..
etc.
Bill Singler, Extension Agent in the area of Agriculture and livestock reported
the Board on the activities and educational programs that are being offered
to the citizens ` in this area
Dan Cook Agent in the area of 4H, reported on the activities and educational
programs that are being offered to the Youth through the 4H program.
Following these presentations, the Board asked several questions of the Agents
their various projects.
The Commissioners thanked-Mr. Goff and the others for coming this morning and
presenting reports to the Commissioners on the' various services that are being
offered through the Agricultural Extension Office.
Chairman Alphin welcomed a group of approximately 30 persons to the Board meeting
and stated that this portion of the Commissioners meeting had been set aside
to honor Clyde Ross upon her retirement as Register of Deeds. 'Mr. Alphin
praised Mrs. Ross for the fine example she has set as a fellow worker and as
individual and stated that we are all very proud of her and her nany accom-
plishments. Chairman Alphin then asked that Mr. Brock preside over the re-
maining activities in honor of Mrs, Ross. He stated that it would be

appropriate for Mr. Brock to be selected to make this presentation since he
has worked so closely with Mrs. Ross over the past twenty years. Mr. Brock
thanked Chairman Alphin and the Board for giving him this honor to make the
presentation to Mrs. Ross. He stated thatin working with Mrs. Ross over the
past several years, he had found her to be a person of honor and respect.
Mr. Brock stated that he would like to personally thank her for the many
contributions she has made to the County over this period of time. On behalf
of everyone here, Mr. Brock stated, we would like to say that we thank you
and appreciate you and it is with great honor that I present to you this
resolution of appreciation. Mr. Brock read in its entirety the following
resolution:

North Carolina.
RESOLUTION
WHEREAS, Clyde L. Ross, began her services to Harnett County on
September 1, 1962; in the Office of Register of Deeds; and
WHEREAS, in her twenty -two years of faithful service to Harnett County,
her determination for expediency and excellency in the performance of her
duties and her just and impartial judgement have exalted her to a position of
honor, respect, and esteem by her fellow workers and all who know here; and
WHEREAS, the citizens of this County displayed their faith in her
leadership ability and qualifications and in 1980 elected her to serve as
Register of Deeds; and
WHEREAS, Clyde L. Ross has served with distinction as an outstanding
Register of Deeds and has unselfishly devoted her time, talents, and skills
toward the betterment of this office; and
WHEREAS, Clyde L. Ross will retire from her duties as Register of
Deeds on December 3, 1984, at the close of her present term.
NOW, THEREFORE, BE IT RESOLVED THAT THE HARNETT COUNTY BOARD OF
COMMISSIONERS:
1, Take this opportunity to express their sincere appreciation on behalf,
of the citizens of this county to Mrs. Ross for her valuable and immeasurable
service to them and to wish her a happy and long retirement.
2. A copy of this resolution be presented to Clyde L. Ross, a copy
spread upon the Minutes of this Board meeting, and a copy furnished to the
media.
Done this Third Day of December, Nineteen Hundred and Eighty -four.
Commissioner Brock made a motion that the Board adopt the foregoing resolution;
Commissioner Stewart seconded the motion and it carried with a unanimous vote.
The Board also presented to Mrs. Ross an engraved plaque in recognition of
her service to Harnett County.
Chairman Alphin recessed the regular Board of Commissioners meeting for a
reception in honor of Mrs. Ross.
Chairman Alphin reconvened the Board meeting at 11:00 a.m.
James Goff, Chairman of the Agricultural Extension Office, presented to the
Board for their consideration the following Memorandum of Understanding
between State University and Harnett County:
The North Carolina Agricultural Extension Service was established as a part of
the School of Agriculture and Life Sciences of North Carolina State
University by Federal and State legislation for the specific purpose of
"extending" the educational service of the University to the people of the
State on subjects relating to agriculture, home economics, 4 -H and youth,
and community and natural resource development. The laws creating Extension
were specificially designed to ensure that the findings of research in these
areas were communicated to the people. Under the Appropriations Act of 1972
funds were provided to the 1862 Land Grant Universities to enhance the
extension outreach of the 1980 Universities, of which A F, T State University
is one. The Food and Agriculture Act of 1977 stipulated that these
funds would be appropriated directly to the 1890 Institutions and formalized
the Extension Program as an official part of the School of Agriculture at this
institution. However, to provde effective coordination, administrative con-
tacts will be handled by the county and district chairmen of North Carolina
State University with appropriate attention given to A €, T State University
personnel. Legislation provided that Agricultural Extension work be a
partnership among three levels of government -- Federal, State and County.
Extension Agents are officially appointed as members of the U. S. Department
of Agriculture and charged with carrying out educational work of the department.
Upon acceptance by the Board of County Commissioners, they are also designated
as field faculty members of either North Carolina State University, with
professional rand, or A $ T State University. To assure that educational
programs offered by Agricultural Extension at both land-grant institutions
meet the needs of local clientele, it is important that both elected and
appointed officials of each level of, government understand their respective .
responsibilities and relationships in the conduct of this work.
RESPONSIBILITIESAND RELATIONSHIPS,.-The North Carolina Agricultural
Extension Service and the A $ T State Agricultural Extension Program will

Receive and examine applications for employment
Interview and screen applicants to determine their qualifications and
availability.
Recommend to the County Commissioners qualified applicants for appointment
to vacant or new Extension positions.
Recommend the salaries of Extension agents and paraprofessionals.
Recommend the salaries of Extension secretaries and pay the State portion
according to the State Personnel Pay Plan.'
Determine jointly with the County Board of Commissioners the share of solar
ies to be paid by, each and provide the State and Federal share of these
Salaries.
Prepare and submit' an annual budget request to the Board of Commissioners
for the countys' share of funds for salaries and operating expenses.
Provide funds forofficial travel necessary in the conduct of, Extension work
to the extent that funds are available and for purposes authorized by State
and Federal policies.
10. Provide Extension agents with official -envelopes-bulletins (designated for
free distribution), leaflets, and other publications for educational

11. Accept responsibility and provide the leadership for administration and
supervision for Extension programs and personnel, including compliance
with the requirement of Affirmative Action and Equal Employment Opportunity.

C. 'Periodic county program reviews.
13. Provide a staff of specialist to continuously train agents in current

and youth, community and natural resource development and to assist them
in the conduct of work in these areas.
14. Provide Extension workers with training programs as needed to maintain
effective program delivery.
15. Develop and maintain a County Advisory Leadership System to insure that
county Extension programs are based on the particular needs of people in
their respective county,
THE'OARD OF COUNTY COMMISSIONERS' WILL:
1 Provide the county',s share. of salaries for Extension personnel.
2. Provide office space and equipment, utilities, telephone, office supplies,
demonstration materials and other. items. needed for efficient operation of
the County, Extension Office and program.
Review and.consider the annual budget request from.the Extension Service
and take appropriate action by July 1 of each fiscal year
Confer and advise with the District and County Extension Chairmen and
Extension. Advisory Council, relative to county Extension programs..
THE NORTH CAROLINA- AGRICULTURAL EXTENSION SERVICE AND THE A`F, T STATE AGRICUL-
TURAL EXTENSION PROGRAM AND THE BOARD OF COUNTY COMMISSIONERS MUTUALLY AGREE:

Board of County Commissioners, and that no official action will be taken by either
party regarding appointment or separation prior to discussion of the matter
with the other party.
2. That the policies established by the State of North Carolina and followed by the
University be used as a guide in granting annual, sick, civil, and military
leave for Extension personnel.
3. To cooperate in applying Affirmative Action and Equal Employment Opportunity
plans of the North Carolina Agricultural Extension Service.
4. That Extension agents will not be classified under a county classification
system.
5. That Extension agents will follow County policies relative to office hours and
holidays.
Commissioner Collins made a motion that the foregoing Memorandum be approved;
Commissioner Shaw seconded the motion and it passed upon a unanimous vote.
Virginia Warren, Supervisor of Elections, requested that the Board amend her Budget,
Code 10- 4300 -012, in the amount of $5,000, to cover unanticipated printing costs
that were incurred during the recent election. Commissioner Collins made a motion
that the Budget amendment as presented by Mrs. Warren be approved; Commissioner
Shaw seconded the motion and it carried with a unanimous vote.
Commissioner Brock made a motion that the following holiday schedule for 1985
be approved; Commissioner Stewart seconded the motion and it passed with a
unanimous vote:

M. H. Brock, County Manager, reported that Commissioner Shaw, Corbett Coats, as well
as himself met to discuss the bids for the landfill elevating scraper and determined
that the best bid for this piece of equipment was submitted by Gregory Poole.
The Sheriff's report for the month of November, 1984, was filed with the Board.
Thomas Allen, Tax Collector, appeared before the Board and
of this department for the month of November, 1984.
Mr. Allen requested a tax refund to Charles Neal, Jr., Rt. 3, Box 1015, Lillington,
NC 27546, in the amount of $73.22, for two bulk barns which he had sold to Smith
Farm Services but were not taken off his value. Following a discussion, Commissioner
Collins made a motion that the tax refund to Charles Neal, Jr., in the amount of
$73.22 be approved; Commissioner Stewart seconded the motion and it carried with
a unanimous vote.

Mr. Allen presented to the Board two tax releases for property owned by Roy A. &
Eva Adams, one in the amount of $12.87 and one in the amount of $39.58. Mr. Allen
explained that he had received a letter from Mrs. Adams stated that she had thought
that she had listed on time. Following a discussion, Commissioner Stewart made a
motion that both the releases to Mrs. Adams be approved; Commissioner Collins
seconded the motion and it passed with a unanimous vote.
Mr. Allen requested a tax release to Hilton L. & Gladys Pope in the amount of
$81.60 for exemption under disability for the elderly and disabled persons with
limited income. Mr. Allen explained that Mr. Pope had contacted him and informed
him that he had applied for this exemption. When Mr. Pope was told that there was
not a letter on file from his Doctor stating that he was disabled, Mr. Pope
explained that he had sent a form to his doctor to sign. After checking into it,
Mr. Pope had gotten the form, sent it to his doctor, but the doctor had not signed
it and sent it to the Tax Office. Since checking into this, Mr. Pope's doctor
has written the tax office and notified them that Mr. Pope is disabled. Commissioner
Stewart made a motion that the tax release to Hilton L. & Gladys Pope in the
amount of $81.60 be approved; Commissioner Shaw seconded the motion and it carried
with a unanimous vote.

RESOLUTION REGARDING Marshall Woodall, Tax Attorney, presented to. the Board for their consideration
HUDSON PROPERTY the following resolution:
TAX ATTORNEY
THAT WHEREAS, a tax suit entitled "County of Harnett vs.- Walter L. Hudson
and wife, Mamie G. Hudson " (78 CVD 425) was duly filed in the Clerk of Superior
Court of Harnett County office on June 1, 1978 on Lots, 10 and 11.of the Richard
Best Subdivision, Averasboro Township, Harnett County, North Carolina, that .
service was had on all interested parties and a sale was duly held on March 27,
1980, be E. Marshall Woodall; Commissioner, wherein, the County of Harnett
became the last and highest bidder; that said property was conveyed to the
County of Harnett by a commissioner's deed dated September 12, 1980, and
duly recorded in-Book 710, Page 702 - 703, Harnett County Registry;. and
THAT, WHEREAS, Mamie Goodwin Hudson now desires to purchase said property
from the County of Harnett.
NOW, THEREFORE, BE IT RESOLVED THAT THE Board of Commissioners for the
County of Harnett sell said Lots 10 and 11 of the Richard Best Subdivision to
Mamie Goodwin Hudson for the purchase price of $1,078.96 and cause a deed to
be made conveying said property to Mamie Goodwin Hudson.
Duly adopted this 3rd Day of December, 1984.
