Stewart, M. H. Brock, Bill Shaw, Rudy Collins, and ChaiLm.an Jesse Alphin presiding. Vanessa W. Young, Clerk to the Board, Robert. Morgan,. County Attorney; and Hollie J. Wade, Recording Secretary, were also present. Chaituian Jesse Alphin called the meeting to order at 7:35 p.m. Commissioner Lloyd G. Stewart, led the evening prayer. Commissioner Brock made a motion that the Harnett County Board of Commissioners approve -the minutes from the meetings of July 23, 1984, and August 6, 1984, as mailed, Commissioner Shaw seconded the motion and it carried. Robert Morgan, County Attorney, appeared before the Board and read in its entirety the following resolution entitled: "RESOLUTION AUTHORIZING CREATION CENTRAL CAROLINA TECHNICAL COLLEGE--EARNETT COUNTY CAMPUS" 0'. WHEREAS, >the Harnett County Board of Commissioners,' perceiving the need in this County for a facility to provide occupational training for County citizens has heretofore authorized the construction of the Harnett County Industrial, Training Center; AND WHEREAS, The Harnett County Industrial Training Center Advisory Committee was created to provide guidance in the construction and operation the Harnett County Industrial Training Center; AND WHEREAS, a site for `the Harnett County Industrial Training chosen and a` parcel of land located adjacent to Highway 421 between and Buies Creek was - purchased for the Center; AND WHEREAS, construction of the Harnett County Indust rial`Training Center facility began in recent months, AND WHEREAS, Central Carolina Technical for occupational training in Harnett County, assistance to Harnett County in providing fo College, also . has offered to this need; of Center was Lillington ecognizing the need furnish substantial AND WHEREAS, Central Carolina Technical College, has offered to provide funding for the capital improvements in Harnett County for the expansion of the facility currently, under construction; AND WHEREAS, Central Carolina expanded educational opportunities Harnett County Industrial Training Technical College has offered beyond those which could ... be p Center; to provide ovided at the AND WHEREAS, Central Carolina Technical College has offered to provide; in accordance with the roll and purpose of the North Carolina Community Colleges and North 'Carolina General Statute Chapter 115D, certain courses, which will be deteLmined. upon consultation and advisement pursuant to said statute, to be taught inHarnettCounty such as, but not limited to-the following: (a) Vocational and technical curriculum programs designed .to teach- individuals new trades and skills;' (b) Occupational extension - ..programs`' designed to update and upgrade the skills of those individuals having skills,; such as courses in fire and rescue, - police and law enforcement; (c) Adult basic education programs with classes to teach fundamental reading, writing and arithmetical skills; (d) General education courses as interest and needs arise; 481 AND WHEREAS, in order for Central Carolina Technical College to authorize the funding and courses mentioned above, it is necessary that Harnett County convey a fifty (50) year leasehold interest in and to the Harnett County Industrial Training Center facility and site to Central Carolina Technical College; AND WHEREAS, it is agreed between Harnett County and Central Carolina Technical College that the lease shall contain a clause which requires the reversion of the leasehold interest at any time before expiration of the lease should Central Carolina Technical College not provide the items outlined above in accordance with North Carolina General Statute 115D; AND WHEREAS, North Carolina General Statute Chapter 115D provides that Harnett County shall be responsible for certain financial support for the Central Carolina Technical College -- Harnett County Campus including current expenses, such as plant operation and maintenance costs and support services expense such as insurance; AND WHEREAS, it is agreed that the present name "Harnett County Industrial Training Center ", currently used for the Harnett County occupational training center should be changed to "Central Carolina Technical College -- Harnett County Campus "; AND WHEREAS, Harnett County and Central Carolina Technical College both recognize the need for Harnett County to have a voice in the policy making decisions involving Central Carolina Technical College and the Harnett County Campus thereof, and agree a) There shall be a Harnett County Advisory Committee to the Harnett County Campus of Central Carolina Technical College; 1. That the current Harnett County Industrial Training Center Advisory Com- mittee shall continue to advise the County and Central Carolina Techni- cal Collge in regards to the Central Carolina Technical College -- Harnett County Campus, under the name of Advisory Committee to Harnett County Campus of Central Carolina Technical College; 2. The present Harnett County Industrial Center Advisory Committee shall be the original advisory committee for the Harnett County Campus of Central Carolina Technical College. As the terms of the current committee members expire, the members of the committee shall be appointed by Central Carolina Technical College upon recommendation of the Harnett County Board of Commissioners. The recommendation shall be made following the procedure for selecting members as stated in the By Laws of the current Harnett County Industrial Center Advisory Commit- tee; 3. The Chairman of the Harnett County Board of Commissioners or a designated member of the Board shall serve as a member of the Advisory Committee to the Central Carolina Technical College -- Harnett County Campus; b) That Central Carolina Technical College will endeavor to provide representation for Harnett County in regards to policy making decisions regarding Central Carolina Technical College and the Harnett County Campus and agrees that the public interest of Harnett County will be adequately represented. AND WHEREAS, it is agreed that the Harnett County Industrial Development Commission shall have office space in the Central Carolina Technical College- - Harnett County Campus facility and have access to and use of the Conference Room located therein; AND WHEREAS, the Harnett County Board of Commissioners understands the intense need in Harnett County to train County residents for employment at existing industries, to attract new industry and peoples to the County and to assure continued employment for County residents. NOW, THEREFORE, BE IT RESOLVED BY THE HARNETT COUNTY BOARD OF COUNTY COMMISSIONERS, THAT: 1. Harnett County is authorized to accept the offer of Central Carolina Technical College to provide funding and educational opportunities to the County as hereinabove described; 2. Harnett County is authorized to convey a fifty (50) year leasehold interest in and to the Harnett County Industrial Training Center facility and site to Central Carolina Technical College; 3. This conveyance shall be made in return for Central Carolina Technical College providing funding and services for education as provided for in North Carolina General Statutes Chapter 115D and stated hereinabove; 4. The conveyance -shall contain a clause requiring reversion of the lease- hold interest at any time before expiration of-the lease should Central Carolina Technical College not provide the funding and services stated herein in accordant with North Carolina General Statutes Chapter 115D; 5. That the name of the facility currently designated "Harnett County Industrial Training Center" shall now and hereafter be referred to as "Central` Carolina Technical College -- Harnett County Campus "; 6. Harnett County is authorized to accept those responsibilities for financial support stated in North Carolina General Statutes. Chapter 115D and here inabove described; 7. The Harnett County Industrial Training Center Advisory Committee shall now and hereafter be referred to as the "Advisory Committee to the Central Caro lina Technical College -- Harnett County Campus" and that such. committee shall hereafter be, appointed as provided for hereinabove; 8.. The Harnett County, Industrial' Development Commission shall have office space in the Central Carolina Technical' College -- Harnett County Campus facility and have access to "and use of the Conference Room located therein; Duly Adopted this the Twentieth .`Day of August, 1984, DISCUSSION OF Following the reading of the resolution, the Commissioners welcomed to the Board CCTC -- HARNETT COUNTY meeting-Dr.-Marvin R. Joyner,'President of Central Carolina Technical College CAMPUS Mr. Meigs Golden, Chairman of the Board of Trustees of CCTC: Harrington Morrison, Member of the Industrial Training Center Advisory Board; and Whit. Bradham, Assistant Superintendent of Harnett County Schools. A discussion of the resolu- tion followed during which Commissioner Shaw reiterated as stated in the resolution that Harnett County will be responsible only for certain financial support as in accordance with North Carolina General Statutes, Chapter 115D; such costs includes current' expense such as plant operation and maintenance costs and support services such as insurance. Commissioner Shaw also reaffirmed that the Harnett County Industrial Development Commission would have office space in the CCTC -- Harnett County Campus facility and questioned whether or not the County would be charged for the use of this space? Dr. Joyner stated that this building belongs to Harnett County and there would be no charge. It was also stated during the discussion thab.it is the mutual feelings of all involved that the location of the Industrial Development office in the Center indicates the support of the original purpose of this facility which is to provide industrial training to the citizens of Harnett County and the surrounding area The Board asked Dr. Joyner to explain to the group present the background' of the expansion of the industrial training center. Dr. Joyner explained that thanks to the efforts of Dennis Wicker and Bob Etheridge in the House and to Bill Staton in the Senate, who realized the need to expand this facility and offer. additional educational programs to the citizens of Harnett County, $386,000 was obtained for Central Carolina Technical College to expand the Harnett County Industrial Training Center. The Board thanked Dr. Joyner, Mr. Golden and the others for coming tonight and for the time and efforts they have devoted to the development of this project.. The Board commended them on the excellent job they have done in_ the past in providing educational programs to the citizens of Harnett County and expressed their enthusiasm in working with CCTC in the expansion of the Industrial Training Center. Following this discussion, Commis- sioner Collins made a motion that the above resolution entitled: "RESOLUTION AUTHORIZING CREATION OF CENTRAL CAROLINA TECHNICAL COLLEGE -- HARNETT COUNTY CAMPUS" be approved; Commissioner Shaw seconded the motion and_ it carried with a. vote. TAX REFUND TO CAROLINA POWER AND LIGHT Thomas Allen, Tax. Supervisor, appeared beforetheBoardand :requested -that the Commissioners approve a refund to Carolina Power and Light Company in the amount of $65,678.81 as in accordance with the consent order issued by the North Carolina Property Tax Commission reducing the 1983 appraised value of Carolina Power and Light Company's system properties in Harnett County by twenty -six percent and directing a corresponding refund to Carolina Power and Light Company Robert Morgan, County Attorney, explained that this refund isa` result of appeal action that has-been filed by all the Utilities before the Property Tax Commission concerning the assessed values of their .. properties in the counties in North Carolina. Mr. Morgan stated that the properties of the Utility Companies in the State are assessed annually by the North Carolina Department of Revenue (State Board of Assessments) at 100 percent value as required by Section 105 -335 of the General Statutes of North Carolina. The law now allows utilities to appeal their values to counties. As a result of this law, CP&L as well as the other utility companies had a sales /assessment ratio study made of locally assessed properties in Harnett County and this study, according to CP &L, indicated that the median assessment to sales ratio for sales of real property in Harnett County during 1982 was 47.18 percent. CP &L, as a result of this study, requested a 44.8 percent reduction in the assessment of CP&L's public service property in Harnett County for the tax year 1983. The.County negotiated with CP &L and the other utility companies and settled with >CP &L :at an assessed value of 747 of the appraised value (or a reduction in the 1983 appraised value of.`CP &L properties. in Harnett County of 267). Commissioner Shaw made a motion that the refund to 1 PURCHASE OF NEW AMBULANCE AUTHORIZED TWO OLD AMBULANCES DECLARED SURPLUS ASSISTANT CLERK TO THE BOARD APPOINTED AIRPORT HANGARS CONTRIBUTED TO COUNTY ACTIVITY BUSES FOUR AUTHORIZED TO BE PURCHASED SUBDIVISION PLAT SR 1412 & SR 1413 48;y Carolina Power and Light in the amount of $65,678.81 be approved; Commissioner Brock seconded the motion and it carried with a unanimous vote. Commissioner Collins reported to the Board that two of the vehicles (Unit 37 and Unit 38) at the Harnett County Ambulance Service needs to be replaced. He explained that Unit 37 has 193,000 and Unit 38 has 170,000 miles. Both of these vehicles are in poor condition and the estimated cost to repair these vehicles is extremely high. Commissioner Collins stated that he felt it would be more advantageous to the County to purchase a new ambulance than to repair these vehicles. Following a discussion, Commissioner Collins made a motion that Unit 37 and Unit 38 be declared surplus property and be disposed and that the County purchase a new van -type ambulancefor the Ambulance Service; Commissione Shaw seconded the motion and it carried with a unanimous vote. Vanessa W. Young, Clerk to the Board, appeared before the Commissioners and recommended that Elaine B. Stewart, who is a member of Mrs. Young's staff, be appointed as Assistant Clerk to the Board to fill the vacancy created by the resignation of Judy P. Ward. Commissioner Shaw made a motion that Elaine Stewart be appointed and she is hereby appointed as the Assistant Clerk to the Board; Commissioner Stewart seconded the motion and it carried with a unanimous vote. In 1981, the County entered into individual lease agreements for 20 years with Dr. C. E. Roberts, Dr. W. Donald Moore, and Keith Finch for these gentlemen each to construct two airport hangars on the property at the airport leased by them from the County. At the end of the twenty year lease, the hangars would be conveyed to the County. M. H. Brock, County Manager, informed the Board that he had received a letter from Dr. W. Donald Moore and a letter from Dr. C. E. Roberts offering to give their hangars to the County. Dr. Roberts requested that if his gift is accepted by the County, he would like for it to be in honor of his son, "Bud" Roberts who was the first Manager of the Harnett County Air- port. He continued to state that because of "Bud's" love of flying and his continued interest in the Harnett County Airport, that this gift seems appropriate.' Mr. Brock also informed the Board that Keith Finch is interested in giving his hangars to the County at some time in the future, but not right now. Following a discussion, Commissioner Brock made a motion that the County accept the gift of the four hangars: two from Dr. C. E. Roberts in honor of his son, "Bud "; and two from Dr. W.Donald Moore; Commissioner Collins seconded the motion and it carried with a unanimous vote. M. H. Brock, County Manager, informed the Board that the County has received a request from the Harnett County School System to share in the cost of buying four buses for Western Harnett, Harnett Central, Boone Trail, and Angier Schools. It was explained that the four buses will cost $1,250 each for a total of $5,000, and the County's share would be $2,500. The other half of the cost would be paid by the four different communities which have obtained their share of the cost through fund - raising projects. Mr. Brock explained that these are county school buses that would be put up for sale and the money would go back to the State. Mr. Morrison said he contacted the State and informed them that the County needed four of the buses this year for activity buses and the State said that the buses usually sell for $1,800 each, but since these were needed for activity buses, they would sell them to the County for $1,250 each. Following a discussion, Com- missioner Stewart made a motion that the County share in the cost of the purchase of four activity buses at the total sum of $2,500; Commissioner Collins seconded the motion and it carried. Erwin Dobson, Director of Planning, presented for the Board's consideration a subdivision plat located at the intersection of SR 1412 and SR 1413 for Bobby L. and Jaxie Morton. Commissioner Collins made a motion that this subdivision plat be approved; Commissioner Shaw seconded the motion and it carried with a unanimous vote. RESOLUTION SUPPORTING Commissioner Collins made a motion that the Board adopt the following resolution ANGIER HEALTH AUTH. supporting the Angier Health Authority in their efforts to recruit a new family physician to Angier; Commissioner Shaw seconded the motion and it carried with a unanimous vote: RESOLUTION WHEREAS, approximately eight years ago the Angier Health Authority and the Citizens of Angier realized there was a need in this Town to obtain the services of professional medical personnel to meet the health care needs of the residents of Angier; and WHEREAS, as a resultof this need, the Angier Health Authority recruited to Angier a physician, dentist, and optometrist, and ed on 209 McIver Street; and formed the Angier Medical Center locatt WHEREAS, the Angier Medical Center has proven to be a strong health care system which meets the health needs of the citizens of Angier and the surrounding community; and WHEREAS, during the -month of August, the physician with the - Angier' Medical Clinic will be leaving this organization; and the Angier Health Authority is currently seeking another physician to locate in the Town of Angier. NOW, THEREFORE, BE IT RESOLVED THAT THE HARNETT COUNTY BOARD Of COMMISSIONERS endorses and supports wholeheartedly the efforts of the Angier Medical Authority` in their endeavor to recruit a'family physician to serve the residents of Angier and the surrounding area.
