PRAYER
MINUTES APPROVED The minutes from the Harnett County Board of Commissioners meeting of November 21,
1983, were approvcd as read.
The- Harnett CoUnty Board of Coinmissioners met in regular session -on. Monday, Decem-
ber 5, 1983, in the Commissioners Room, County .Office Building, Lillington, North
- Carolina, with the following persons present: M. H. Brock,'Lloyd G. Stewart,
Bill Shaw, Rudy Collins, and Chairman Jesse Alphin presiding. Vanessa W. Young,
Clerk to-the Board, and Robert Morgan, County Attorney, were also present.
Chairman
Jesse Alphin called the meetingte order at 9:20 a.m.
Commissioner Bill Shaw led the morning prayer.
RAY STONE, DOT
Ray Stone, Highway Maintenance Engineer with the North Carolina Department of
Transportation, appeared before the Board to discuss road mattcrs and situations
in Harnett County.
PUBLIC HEARING Chairman Jesse Alphin adjourned the regular Board meeting and called to order the
AMENDMENT TO INSPECT - public hearing on the amendment to the Harnett County Inspection Code Enforcement
IONS ORDINANCE Ordinance adopted by-the Board on September 15, 1980, recorded in: Ordinance Book
No 1, Pages 155 -161. Clenton Smith appeared before the Board and explained that
the main purpose for this amendment to the Ordinance was to include in the
schedule of permit, fees, the breakdown of the costs for permits-for Commercial and
Industrial buildings, and also a change in the schedule of plumbing permit fees._
Mr. Smith explained that the main reason for the change in the plumbing fees is .
to include- existing structures. This amendment was caused primarily by the
construction of the Buies Creek-Coats Wastewater District, in which the people
in this District are mandated to hook up to this system and the lines will have
to be approved by-the County Inspection Department. The Board asked several
questions of Mr. Smith concerning this amendment to the County's Inspection
Ordinance. No other persons appeared at the public hearing. Chairman Jesse Alphin
closed the public hearing at 10:00 a.m.
Chairman Jesse Alphin reconvened the regular scheduled necting of the Board
Commissioner Brock moved for the adoption of the following resolution amending.
the Harnett County Inspections Code Enforcement Ordinance adopted by the Board
on September 15,- 1980.'Commissioner Collins seconded the motion and it carried.
The Board was informed that this amendment would come back for a second reading
at the next Board. meeting.

The' Harnett County Board of Commissioners, at its regular monthly meeting,
held on the 5th day of- December,' 1983, does hereby resolve:
Section 1. That the ordinance entitled: "AN ORDINANCE ESTABLISHING THE.
ADOPTION, ADMINISTRATION AND ENFORCEMENT OF HEREINAFTER DESCRIBED CODES AND
ORDINANCES ALONG WITH THE AUTHORITY AND DUTIES OF THE INSPECTION OFFICIALS,"
which ordinance is recorded in Ordinance Book No 1, at Page 155, is hereby
amended as follows:
HARNETT COUNTY PERMIT FEES
Fees for permits shall be based upon the total estimated cost of the proposed
work including all subcontracts if any, but in no case shall the -total estimated
cost belessthan the market value of- similar completed work in the same or
similar location as determined by the appropriate Inspector or Inspectors. Failure
to obtain permits at the proper time will cause the fees charged to be doubled.

Section 2. All fee schedules appearing at the end of the above ordinance
are repealed.
Section 3. Notice of the filing of this resolution to amend the inspection
code by additions to the existing plumbing permit fee and electrical fee
sections of the ordinance was, given on November 17, 1983.` Copies of the
proposed additions were avai.lable at the Harnett County Inspections Office
and the Harnett County Manager's Office during regular working hours. Notice
that a public hearing would`be held at 9 :30 a.m. on Monday, December 5, 1983,
for the purpose, of receiving'. oral or written presentations relative to the
proposed ordinance amendment were given.
Section 4. The amendment -shall be effective upon ratification of this
resolution.
NOW, - THEREFORE, the.Board of County Commissioners does hereby pass on its
first reading the above proposed amendment and sets the date for the second
reading to be^ the 19th of December, 1983. •

Commissioner Stewart made a motion that the Alexander Ray Spivey Subdivision
Plat, Iodated on SR 1219 in Barbecue Township, be "approved Commissioner
Collins. seconded the motion and it carried."
Commissioner Stewart made a motion that the Knoty Pine Subdivision Plat, located
on SR 1100 and SR 1103, in Johnsonville. Township be. approved;., Commissioner
Shaw seconded the motion and - -it carried.

Roger McKoy, Director of the Youth Services Program, informed the Board than an
application has been made and has been approved by the State to fund the operations
of a One -On -One Program for the County. He explained that the State will fund
this program up to $12,500 during the first six months of operation. Following
this intitial start -up period, the State will provide additional funds in the
amount of $16,500 which will represent a monthly rate of $1,375 for salaries,
wages, and fringe benefits. Mr. McKoy asked that the Board approve this Program
and amend his budget for this fiscal year by the $12,500 which would be through
June 30, 1984. Following a discussion of this request, Commissioner Collins made
a motion that this request be tabled; Commissioner Shaw seconded the motion and
it carried.
BUDGET AMENDMENT Rodney Tart, Director of the Metro System, requested that his budget be amended.
METRO He expalined that a person who was terminated in his office early last Spring, was
employed by another firm and laid off by that firm has applied for unemployment.
The Employment Security Commission approved his unemployment pay back three quarters
which means the County would have to pay two quarters. Mr. Tart explained that
he did not appropriate any money in his budget for this expense. Commissioner
Stewart made a motion that Code 810 -13, Utilities, be decreased by $3,000 and Code
660 -011, Unemployment Insurance, be increased by $3,000; Commissioner Shaw seconded
the motion and it carried.
COMPUTER BIDS
M. H. Brock, County Manager, reported to the Board that the County received and
opened bids for a computer system for the county on December 1, 1983. He stated
that five bids were received but the bid from Carolina Software out of Wilming-
ton, NC, was eliminated because they did not include a bid bond. Mr. Brock
explained the bid from Carolina Software was only for the software package and

would be designed for the IBM hardware. Mr. Brock presented to the Board a summary
of the bids from the other four companies -- Fulcrum, Raleigh, NC: IBM, Raleigh, NC;
NCR, Raleigh, NC: and Total Data Systems, Lillington, NO He explained the prices
could not be compared until the bids were thoroughly studied and analyzed. For
example -- Fulcrum submitted a low bid of $128,142 for System A which included the
software and hardware packages, IBM submitted a bid of $128,576 which included the
hardware for both System A & System B, excluded the hardware for the mapping capabil-
ities -and' included -the software for only the word processing section. In order for
these bids to be comparable the County would need to add another $40,000 for the
software package, ° Following a discussion, Commissioner Shaw made a motion that the
Committee of Thomas Allen Jack Brock, Rodney Tart, Vanessa Young, and'Hollie Wade
be reappointed to the Committee to study the bids for the computer system plus
Commissioner Rudy Collins, and this Committee be allowed to spend up to $500 to em -.
ploy the services of a computer consultant; Commissioner Brock seconded the motion
and it carried.
Margaret Randall, Director of the Harnett County Library; appeared before the -Board
and reported on the overdue notices forthe Fall of 1983 She stated that following
the routine-telephone call, and subsequent 1st, 2nd, and 3rd overdue notice sent
by mail at 3 to 4 week intervals, the following report is the number of library
patrons that have received the final overdue notice, which is the "State Law Letter",
informing them of possible prosecution due to retention of county owned property:

She continued to explain that some of these patrons had filmstrips Or books checked
out which valued over $50. .Considerable discussion followed this report. It was
the decision of the Board to allow Robert Morgan, County Attorney, to meet with Mrs..
- Randall and for them to decide on three persons, each who have overdue materials
valued at over $50, have received the overdue notices and have not responded and .
use them as test cases to prosecute for delinquent library materials.
Commissioner Bill Shaw reported,to the Board that the County has located another
tract of land to be considered for the Buies Creek -Coats landfill:
Commissioner Shaw informed the Board that the Courthouse has to be reroofed and
it will take approximately $7,000 to do this job. The Board agreed for this work
to-be done-...
Commissioner Shaw also told the Board that the County desperately needs to do some-
thing about an animal shelter. Following a discussion, Commissioner Collins made
a motion that Commissioner Shaw and Mr. Brock get a good price on the cost to build
this shelter and bring it back to the Board; Commissioner Stewart seconded the
motion and it carried.
The Board appointed Bill Shaw, Rudy Collins, Jack Brock, and Sheriff Rosser as
a committee concerning the proposed construction of a jail for the County.
Mr. Brock reported that the County gave the authority to the Social Security
Office to install a telephone and jack in the Assembly Room to be used by their
representative on Mondays. This telephone will be taken out at the end of the
workday each Monday and carried back with the Social Security Representative to
her office.
Thomas Allen, Tax Supervisor, requested a refund to Thomas T. &'Shirley Brown,
and Donald Nordan,' Rt. 3, Lillington, NC 27546, Upper Little River Township, in the
amount of $244..82 for the year, 1982. He applied for land use and his application
was "misplaced in the tax office Commissioner Brock made a motion that this request
be approved; Commissioner Stewart seconded the motion and it carried.

Commissioners meeting to order at 11:41 a.m. for the purpose of reorganizing
the Board. Mrs. Young asked that the business be carried on and opened the
floor to nominations for Chairman of the Board. Commissioner Brock moved
the nomination of Jesse Alphin to serve as Chairman. Commissioner Collins
seconded the motion of Jesse Alphin as Chairman and moved that the nominatio
for Chairman be closed. Commissioner Shaw seconded the motion that the
nominations be closed and each Commissioner - -Lloyd G. Stewart, Bill Shaw,
Rudy Collins, M. H. Brock - -voted affirmatively for the appointment of
Jesse Alphin to serve as Chairman of the Harnett County Board of Commission-
ers. Vanessa W. Young officially declared Jesse Alphin as the Chairman of
the Harnett County Board of Commissioners.
With Chairman Jesse Alphin presiding, he opened the floor to nominations
for vice - chairman of the Harnett County Board of Commissioners. Commis-
sioner Brock moved for the nomination of Lloyd G. Stewart to serve as
vice - chairman of the Board. Commissioner Collins seconded the nomination
of Lloyd G. Stewart as vice - chairman and moved for nominations for vice -
chairman be closed, and each commissioner - -Bill Shaw, Rudy Collins, M. H.
Brock, Jesse Alphin- -voted affirmatively for the appointment of Lloyd G.
Stewart to serve as vice - chairman of the Harnett County Board of Commission-
ers.
Commissioner Brock made a motion that E. Marshall Woodall be reappointed
as Tax Attorney, serving at the pleasure of the Board; Commissioner Collins
seconded the motion and it carried.
Commissioner Brock made a motion that Robert Morgan be reappointed as
County Attorney, serving at the pleasure of the Board; Commissioner Collins
seconded the motion and it carried.
Commissioner Brock made a motion that Jean Irvin be reappointed as
Veterans' Service Officer for Harnett County; Commissioner Collins seconded

Commissioner Stewart made a motion that Kyle' Harrington, B. B. Hudson,
and Tyree Senter be appointed as the tax appraisers for the County for
the year, 1984; Commissioner Collins seconded the motion -and it carried.
Commissioner Stewart made a motion that the Board set the tax listing
dates for 1984 as follows: January 13 through February 10, 1984, list in the
field; February 13 through Pebruary 29, 1984, list in the Tax Supervisor's
office; and' April 15, 1984, be set -as the deadline for persons who had
requested in writing (10 days prior' to February 29) an extension of time to,
list taxes and who had been granted this extension of time by the Tax
Supervisor. Commissioner Collins seconded the motion and it carried.
