11141983AREA III SCHOOL - LATER REFERRED TO AS TRITON HIGH SCHOOL HARNETT COUNTY BOARD OF COMMISSIONERS EMERGENCY MEETING,. NOVEMBER 14, 1983 The Harnett County Board of Commissioners met in an emergency meeting:on Monday, November 14, 1983, in the Commissioners Room, County Office Building, Lillington, North Carolina, with the following members present: Lloyd G. Stewart, M. H. Brock, Bill Shaw, -Rudy. Collins, and Chairman Jesse Alphin presiding. Vanessa W. Young, Clerk to the Board, and Robert Morgan, County Attorney, were also present. A special meeting of the Board had been duly advertised and posted for today, Novem- ber 14, 1983, at 9 :00 a.m. Due to lack of proper notification to. the Board members the special meeting was cancelled: Chairman Alphin called an emergency meeting of the Board for 4:00'p.m._ to discuss the appropriation of funds for the contruction of the Area III school. The bids on the school were opened on Tuesday, November 8, 1983, and County needs to appropriate the funds for this project before the Board of Education can -award the contracts for construction. The Board of Education has a meeting scheduled for tonight to award the contracts CALL TO. ORDER Chairman Jesse Alphin called the meeting to order at 4 :45 p.m. PRAYER Hoke Smith;- Chairman df the Board of Education, led the afternoon prayer. PURPOSE OF MEETING Chaiivian-Alphin then recognized M. H. Brock, County Manager, to explain the purpose of the meeting. Mr. Brock explained that the Board of Education has received and opened the bids for the Construction of the Area III High School_ The total fund- ing request by the Board .of Education for this - project is $9,000,000 with an anticipated completion date of July, 1985, and all bills would probably be paid by September 1985: Mr. Brock presented for the Board's consideration a resolution funding the construction of the Area III school over a three- fiscal year cycle. He-stated that the first paragraph appropriated $6,772,571 for the Fiscal Year 1983 -84 as follows: 'Balance in Capital Reserve Fund as of 6- 30- 83-- $5,228,571; I Reserve Fund -- $1,000,000; One -Half Cents Sales Tax -- $144,000; and Interest -- $400,000: He stated that this commitment was firm, and he could not foresee any problems receiving these anticipated revenues. Mr. Brock also stated that the Board of Education dilnot feel that they would be using any of the $5,228,571 at first, and it could remain on investments earning interest. Mr. Broc explained that the second paragraph of the resolution appropriated $1,464,000 "for the Fiscal Year 1984-85. Of which, Mr. Brock explained, $1,000,000 was in the Capital Reserve Fund. He informed those present that this commitment of $1,000,000 was contingent upon the continued enactment of Revenue Sharing. He explained that he had contacted the'North Carolina Association of County Commissioners as well as officials in Washington, D.C. today and was informed that the House and Senate- have passed the Bill but_President Reagan has referred it to Committee. As the bill is now, there is -an increase in the amount of funding, and the Committee is trying to resolve this increase and bring it down to the current level of funding. In paragraph three, Mr. Brock explained that the Board has appropriated the remaining - funds, $763,429, needed to meet the requested amount of $9,000,000. He continued to state that he did not think that the Board of Commissioners could appropriate these funds for the third year because it is beyond their current terms of office. Following these comments:; by Mr. Brock, Chairman 'Alphin ' recognized Mr. Morgan, the county attorney. Mr. Morgan "stated_that it is his recommendation that another paragraph be added to the resolution stating that the Board of Education shall contain a- provision in the contracts with the contractors that no work shall be performed during' any fiscal year for- which -funds are not then available or have been levied for the fiscal year Following`a discussion Commissioner Brock moved for the adoption of the following resolution, Commissioner Shaw seconded the motion and it passed upon the following vote: Ayes: Commissioners Alphin, Stewart, Brock, Shaw, and Collins; Noes: None; Absent: None;'Abstained:'None. RESOLUTION ' Be It Resolved that the Harnett County Board of Commissioners does hereby make the following appropriations for the construction, of the Area III High School for the F. Y. 1983 -84: Balance in°Cpaital Reserve Fund as of 6 -30 -83 $5,228,571 Capital Reserve Fund 1,000,000. One- Half Cents Sales Tax 144,000 Interest 400,000 $6,772,571 345 Be It Further Resolved that the Harnett County Board of Commissioners does hereby make the following appropriations for the construction of the Area III High School for the F. Y. 1984 -85; the appropriation for the Capital Reserve Fund is contingent upon the continued enactment of Revenue Sharing: Capital Reserve Fund $1,000,000 One -Half Cents Sales Tax 364,000 Interest 100,000 1,464,000 Be It Further Resolved that is is the intent of the Harnett County Board of Commissioners to appropriate $763,429 for the F. Y. 1985 -86 for the construction of the Area III School out of the Capital Reserve Fund, One -Half Cents Sales Tax Contribution, and the Interest Earned on these two accounts; and Further, Be It Resolved that the appropriations herein made are such to the condition that any continuing contracts entered into by the Harnett County Board of Education shall contain a provision that no work shall be performed during any fiscal year for which funds are not then available or have been levied for the fiscal year. Adopted in an emergency meeting of the Harnett County Board of Commissioners on this the 14th Day of November, 1983.
