042819831 v'1 BOARD OF EQUALIZATION AND REVIEW - 1983 FIRST MEETING April 28, 1983 The first meeting of the Harnett County Board of Equalization and Review was held on April 28, 1983, from 9 a.m. to 12 Noon in the Commissioners Room, County Office Building, Lillington, North Carolina, as was duly advertised with the following members present: Jesse Alphin, M. H. Brock, and Lloyd G. Stewart. The following oath was administered by Georgia Lee Brown, Clerk of Superior Court, and each of the above -named commissioners ascribed thereto: HARNETT COUNTY, NORTH CAROLINA. I, , do solemnly swear (or affirm) that I will support and maintain the Constitution and laws of the United States, and the Constitution and laws of North Carolina, not inconsistent therewith, and that I will faithfully discharge the duties of my office as a member of the Board of Equalization and Review of Harnett County, North Carolina, and that I will not allow my actions as a member of the Board of Equalization and Review to be influenced by personal or political friendships or obligations so help me, God. The following property owners appeared before the first Board of and Review: 1. James H. Williams, Averasboro, PN# 2679.01 -- stated the value was too high because of adjoining property. After reviewing Board stated that the value would remain without charge. Equalization of his lot this lot, the 2. N. V. Keith, Barbecue Township -- requested consideration on several lots unsuitable for building. Lots #70, #207, and #51 were reviewed and it was the decision of the Board to reduce the values as follows: Lot #70 from $2,000 to $1,250; Lot #207 from $1,500 to $750; Lot #51 from $2,000 to $800. Mr. Keith also requested that the following lots be returned to undeveloped acreage: Lots #1 -7; Lots #17 -20; Lots #22 -25. The Board reviewed this information and agreed. 3. J. Sherrill Johnson, Averasboro Township, PN #2579 -- stated that the appraised value of the new additions were too high and asked for a review. The property was reviewed and the value was corrected to reflect the use of a party wall and the age of the older structure. The Board agreed with lowering the value from $59,020 to $40,356. 4. Anthony Carrea, Anderson Creek Townhip -- stated the value of his store building and lot was too high because of economic factors. The property was reviewed by the Board and no changes were made. 5. Dr. Clarence Roberts, Dr. Donald Moore, and Keith G. Finch appeared before the Board of Equalization and Review regarding the hangars at the airport. M. H. Brock made a motion that the airport hangar contracts with each of these gentlemen be amended to reflect that the above -names persons would not be responsible for the taxes on these hangars since the hangars will become the property of the county after twenty years. Commissioner Stewart seconded the motion and it carried. 6. Nathan Walker, Stewarts Creek Township, PN #1088.01 -- stated that the value of his house was too high. The property was reviewed and the grade and the depreciation were corrected. It was the decision of the Board to reduc the value from $6,790 to $4,660. 7. Larry H. & Shirley Lee, Averasboro Township, PN #5887.01 -- stated that the value of their house was too high. The figures on their property card were checked and an error was found and corrected. 8. James D. $ Jerry Leon Smith, Buckhorn Township, PN #915 -- stated that the value of their building was too high. The property was reviewed and the Board reduced the value from $15,980 to $10,000. 9. Interstate Distributors Co., Inc., Averasboro Township, PN #6418 -- requested a review of their new building. Property was reviewed and an error was found and corrected. The Board reduced the value from $32,350 to $29,215. 10. Godwin Manufacturing Company, Inc., Averasboro Township, PN #1710 -- stated the value was too high on the addition to the existing structure. The property was reviewed and an error was found in the square footage and grade. The Board reduced the value from $280,360 to $207,370. The first Board of Equalization and Review recessed until May 12, 1983, which will be the date of the second meeting.
