04051983HARNETT COUNTY BOARD OF COMMISSIONERS MEETING, APRIL 5, 1983 CALL TO ORDER PRAYER MINUTES, APPROVED DOT RESOLUTION RE: SECONDARY ROADS The Harnett County Board of Commissioners met in regular session' on Tuesday, April 5, 1983, in the Commissioners Room, County Office Building, Lillington, North Carolina, with the following members present:' M.H..Brock, Bill Shaw, Rudy Collins, Lloyd Stewart, and Chairman Jesse Alphin presiding. Vanessa W. Young, Clerk to, the Board, and Robert Morgan, County Attorney, were also present. Chairman Jesse Alphin called the meeting to order at 9:00 a.m. Reverend Dodson led the morning prayer. The minutes from the Harnett County Board of Commissioners meetings of March 21, and March 31, 1983 were approved as read. Ray Stone, Highway Maintenance Engineer with the North Carolina Department of Transportation, appeared before the Board to discuss road matters and situations in Harnett County Commissioner Brock moved for the adoption of the following resolution concerning secondary roads in Harnett County; Commissioner Stewart seconded the motion and it ',carried: HARNETT COUNTY NORTH CAROLINA R_E; 5 0 L U T 10'N BE IT RESOLVED THAT THE HARNETT COUNTY BOARD OF COMMISSIONERS D0 hereby request the North. Carolina Department of Transportation Board to allocate sufficient funds out of the Secondary Road Construction Fund to purchase 4,000 tons of ABC materials to used on unpaved rural roads in Harnett County. Young, Clerk HARNETT COUNTY BOARD -OF- COMMISSIONERS` s /Jesse Alphin Jesse Alphin, Chairman- ADDITION OF ROAD Commissioner Lloyd Stewart presented a petition to Ray Stone requesting the AT BENHAVEN FIRE North Carolina Department of Transportation to add the road at the new Benhaven $_RESCUE TO SYSTEM Fire and Rescue Station in Olivia to the State Secondary Road System for Mainten- ance and made a motion that the Board support this petition;: Commissioner Shaw seconded the motion -and it carried.' AMENDMENT TO TRANS. PLAN May Marshbanks,'Chairman of the Transportation Advisory Board, presented for the Board's consideration an amendment to the County's Transportation Plan. Following a discussion of this request, Commissioner Collins made a motion that the following amendment. to the Transportation Plan be approved; Commissioner' Shaw seconded the motion -and it carried: REVISIONS TO HARNETT COUNTY - TRANSPORTATION DEVELOPMENT PLAN MARCH 31,1983 Management of UMTA 16 (b) (2) Vehicles Harnett County has been designed as the lead organization to assign and coordinate the use of all UMTA vehicles. The vehicles will be registered in the name of the county and will be insured the county under the county fleet insurance policy. ;Title to the vehicles will remain inithe name of the applican County Council for Senior Citizens, Inc. by agency, the Harnett The Harnett County Council for Senior Citizens; Inc., has been designated as the primary user of the original UMTA vehicle, and the 1977 Dodge, 12 passenger van has been assigned to that agency to provide transportation for the elderly. G 1 it Five new UMTA vehicles have been approved for Harnett County by the North Carolina Department of Transportation and delivery is expected by May 1, 1983. Harnett Production Enterprises has been designated as the primary user of four of the new vans. Upon arrival, four vans, one equipped with a wheelchair lift, will be assigned to Harnett Production Enterprises to provide transportation for the handicapped in conjunction with the Sheltered Workshop. Funding for the operation of these vehicles is included in the Lee - Harnett Mental Health /Mental Retardation/ Substance Abuse Authority budget. The other new van, equipped with a wheelchair lift, will be assigned to the Association for Retarded Citizens to provide transportation for residents of the Group Home and that agency has been designated as the primary user Harnett County will be reimbursed by the Harnett County Council for Senior Citizens, Inc., Lee - Harnett Mental Health and Mental Retardation, and Harnett County Association for Retarded Citizens for the cost of the insurance coverage for the vehicles they operate as primary users. The agencies assigned the vehicles will be responsible for budgeting operational costs for the vehicles and for assuring proper maintenance and repairs. The county garage will provide oil changes and routine maintenance charging only the cost of materials and supplies. Major repairs will be the responsibility of the agency assigned each van. When not in use by the above designated agencies, the vehicles are available to the elderly and handicapped and to groups and agencies related to county government. The cost for this secondary use of UMTA vehicles will be approved by the County Manager. Anyone driving one of the UMTA vehicles must have a Class B License. The applicant agency, Harnett County Council for Senior Citizens, Inc. will be responsible for preparing and submitting the required reports to the North Carolina Department of Transportation APPLICATION FOR Stan Williams with the Region "M" Council of Governments informed the Board that FUNDING FOR the Harnett County Ambulance Service has prepared and would like to submit two AMBULANCE applications to receive funding for the purchase of two ambulances through the Governor's Highway Safety Program. Mr. Williams explained that the funding would be 25% from GHSP with a local match of 75 %. Following a discussion of this request Commissioner Collins made a motion that the County make application through the Governor's Highway Safeway Safety Program for one vehicle with the County providing a match of 75 %, Commissioner Brock seconded the motion and it carried. REAPPOINTMENT OF Commissioner Collins moved for the adoption of the following resolution reappoint - HALFORD COLEMAN TO ing Halford Coleman to the Metro Board; Commissioner Shaw seconded the motion and METRO BOARD it carried: R E S O L U T I O N WHEREAS, Chapter 162A, Article 4, as amended, provides that the Board of Commissioners shall appoint three board members of a duly created Metropolitan Water District; and WHEREAS, the term of Halford Coleman expired on April 14, 1983; NOW, THEREFORE, be it resolved by the Board of Commissioners for the County of Harnett that Halford Coleman be and he is hereby reappointed to the District Board for a term expiring April 14, 1986. Code 10-565-119, Joint Account, Increase by $50,000 Code 10- 565 -120, Title II -B, Decrease by $25,000 Code 10- 565 -122," Title IV, Decrease by $25.,000 Commissioner Shaw moved for the adoption of the following amendment County Health Department, Tuberculosis Budget; Commissioner Stewart motion and it carried:' to the Harnett> seconded the Code 10- 594 -014, ,Travel '$ Meetings, Increase by $640 Code 10 -594 -078, Medical '$ Surgical Supplies, Increase by $360 BUDGET AMENDMENT` Commissioner Brock moved for the adoption of the following amendment to the Ai AIRPORT Budget, Commissioner Shaw seconded the motion and it carried: port Code 650 -013, Utilities,, Increase by $900 Code 650 -015,, Maintenance $ Repairs, Decrease by $900 BUIES CREEK/ COATS Marshall Woodall, Attorney for the Buies Creek/Coats Wastewater District, appeared WASTEWATER DISTRICT before the Board concerning easements of, property involving the.Buies Creek /Coats EASEMENTS OF PROPERTY. Wastewater District. Following +a discussion of this project,' Commissioner Stewart made a motion that the County Manager acting; together' with Commissioner Collins choose three freeholders' familiar with the price and value of land in the area of Buies Creek and Coats" assist the District in determining the fair value that Should be paid for the easements to be given ta the landowners whose land is to be crossed with the Buies Creek -Coats sewer lines; Commissioner Shaw seconded the motion and it carried. TAX REFUND COMMUNITY SCHOOLS PROGRAM AMBULANCE SERVICE PEE INCREASE Thomas Allen, Tax Supervisor, requested a refund to Johnny G. & Joyce Ballard, Rt. 7, Box 263, Dunn, NC ° 28334, in the amount of $203.04. Their lot and house was priced incorrectly for 1981 and 1982. Commissioner Shaw made a motion that the aforementioned refund be approved; Commissioner Stewart seconded the motion and it carried. Mr. Allen also requested that a penalty to Mr. Walter C.iSchref£ler for late listing be relieved. Commissioner Stewart made a.motion that penalty be released; Commissioner Shaw seconded the motion and it carried.' Commissioner Stewart made a motion that the late listing penalty to James Currin, Upper Little River Township, be released; Commissioner Shaw seconded the motion and it carried. M. H. Brock, County Manager, informed the Board that at the last Board meeting, C. P. Stewart reported to the -Board the serious financial situation of the Community Schools Program. Mr. Brock explained that in order for these programs to continue to operate approximately $6,074 was needed and the. Board of Commis sioners have been requested to help with this deficit, Commissioner Brock made a motion that the County appropriate $4000 to help operate the Community Schools Program this Fiscal Year, Commissioner Stewart seconded the motion and it carried. Dan Gardner, Captain 'of.the.Harnett County Ambulance Service, requested the Board to increase the fee fax Ambulance Service charges from a base rate of $40 to $50 and increase the fee charged for transportation from the county line from 65¢ a -mile to $1.00 a mile. Commissioner Brock made a motion that these fee increases be approved;, Commissioner Stewart seconded the motion and it carried.
