06081982SPECIAL MEETING,' JUNE 8, 1982, WESTERN HARNETT FIRE PROTECTION, SERVICE DISTRICT CALL TO ORDER PRAYER PURPOSE SPECIAL MEETING RECESSED PUBLIG HEARING OPENED HAYWOOD BUNNELL PRESENTED REPORT RONALD ': GAF The Harnett County Board -of Commissioners met in special_ session on June 8, 1982, as was duly advertised, in Cyprus Creek Church located at the intersection of S: R. 1103 and S. R. 1107 in Western Harnett County with the following members present: Lloyd G. Stewart, M. H. Brock, Bill Shaw, Rudy Collins, and Chairman Jesse Alphin presiding. Vanessa. W. Young, Clerk to the Board, and Edward H. McCormick, County Attorney, were also present. Chairman Jesse Alphin called the special meeting to order at 8 -p.m. Commissioner Rudy Collins led the evening prayer. Chairman Jesse Alphin informed those present that the purpose of the meeting was to 1) hold a public hearing concerning the creation of the Western Harnett Fire Protections Service District; 2) the Board, after hearing the views of the people at the public hearing, to consider the adoption of a resolution defining Western Harnett Fire Protection Service District and 3) the Board consider the adoption of a resolution calling for a special property tax referendum on the creation of the District. Chairman Jesse Alphin recessed the special meeting of the Board of Commissioners. Chairman Jesse Alphin called to order the public hearing on the creation of the proposed Western Harnett Fire Protection Service District and asked that anyone who wished to speak concerning the creation of this proposed District to please feel free to do so at this time The following persons spoke concerning the creation of proposed Western Harnett Fire Protection Service District: Haywood Bunnell, Chairman of the Western Harnett Fire Protection District Advisory Committee, summarized the Report on the Western Harnett Fire Protection Service District, which was originally presented to the Commissioners on April 19,'1982. Ronald Gark stated that he was opposed to the creation of the Western Harnett Fire Protection Service District as proposed in the Report and suggested that, a committee be formed to study the fire protection needs of this area and what would be the best approach to take. JIM FARRINGTON Jim _Farrington stated that he: was ' opposed to the creation; of the Western Harnett Fire Protection Service District as presented in the Report to contract with other fire departments, but that he was in favor of forming their own fire department. DARRELL BRUMFIELD Darrell Brumfield, Secretary of the Western Harnett Fire Protection Service Advisory Committee, stated that a lot of hard work, time, and effort had been put into this Report. That the people on this Advisory Committee had done their homework and had requested the people in the community to work with them in developing a plan to provide fire protection to this community.'' He continued to explain that the District had to crawl before it could walk and that enough revenue could not be raised to build a fire station and purchase the necessary equipment therefore, it was proposed to contract with surrounding fire departments in order to obtain the fire protection which was so desperately needed in this area Mr. Brumfield invited Mr. Farrington and Mr. Gark to meet with the Advisory Committee - with'any suggestions they might have HUGH MCLEAN Hugh McLean, Chief of the Circle V Fire Department or the Vass Fire Department as it is most commonly known in the community stated that he appreciated the efforts that are being taken to supply some funds to the various fire departments which provide fire protection to this area He stated that he had some concern over the tax levy which was proposed in the Report not to exceed 13 cents. The citizens in Moore County who are within the Circle V Fire Depart- ment have their tax levy limit set at 15 cents. 'Mr. McLean stated that he would like for the people in Harnett County to vote on a tax levy limit of 15 cents for the Western Harnett Fire District and then if only a 13 cents tax was needed then that it where it could be set.- JAMES GILLY James Gilly stated that he was willing to create a fire district in this area and to pay his share in order to receive fire protection. 135 BURR WEBSTER PAUL SOUBLET SUSAN BUNNELL PUBLIC HEARING CLOSED SPECIAL MEETING RECONVENED PUBLISHERS AFFIDAVITE PRE- SENTED CERTIFICATION ACTION RESOLUTIONS ARE NOT ADOPTED ADJOURNMENT Burr Webster explained some of the financing involved in the creation of a fire department. He stated that it would not be realistic with the tax base in this community to create a self - supporting fire department in this area. The people could not afford to provide a building, equip it with a truck, and meet the operating expenses of a fire department. Paul Soublet stated that the people in this community do not want to get involved; and that if we are going to have any fire protection in this area at all, then the people are going to have to get in- volved. You cannot expect to keep getting something for nothing. Susan Bunnell stated that we should pay the surrounding fire departments for the services they are providing to us. After no one else appeared to speak concerning the creation of the Western Harnett Fire Protection Service District, Chairman Jesse Alphin closed the public hearing at 9 p.m. Chairman Jesse Alphin called the special meeting of the Board of Commissioners back to order at 9:15 p.m. M. H. Brock, County Manager, presented to the Board the publishers affidavit that notice of the public hearing held here tonight on the Western Harnett Fire Protection Service District was duly given. M. H. Brock, County Manager, presented to the Commissioners a certification that notice of the special meeting of the Harnett County Board of Commissioners held here tonight was duly given. Following a discussion of the creation of the Western Harnett Fire Protection Service District, Commissioner Brock made a motion that because : 1) the attendance was so small at the public hearing to- night; and 2) the concerns expressed by the people at the public hearing regarding the creation of the proposed Fire District; the Board of Commissioners review and take under consideration the input shared at the public hearing to further study the fire protection needs and desires of the people in this community and that at the request of the people in the proposed Western Harnett Fire Protectior Service District, another public hearing be called. Commissioner Stewart seconded the motion and it carried. The Board did not adopt the Resolution Creating (defining) the Western Harnett Fire Protection Service District nor did they adopt the Resolution Calling a Special Property Tax Referendum concerning the Western Harnett Fire District based on the comments received at the public hearing. There being no further business, the special meeting of the Harnett County Board of Commissioners held on June 8, 1982, duly adjourned. Secretary
