The Harnett. County Board of Commissioners met in special session
on June 9,1982, in the Benhaven School Auditorium, as was duly
advertised, with the following members present: Lloyd G. Stewart,
M. H. Brock, Bill Shaw, Rudy Collins, and Chairman Jesse Alphin
presiding. Edward H. McCormick,' County Attorney, was present.
Vanessa W. Young, Clerk to the Board, was absent.
Chairman Jesse Alphin called the special meeting of the Harnett ..
County Board of Commissioners to order at 8 p.m.
Reverend J. Wardo Dodson led the evening prayer.
Chai.iman Jesse Alphin explained to those present that the purposes
the the special meeting tonight were: 1) hold two public hearings- -
one concerning the creation of the Benhaven Fire Protection Service
District and one concerning the creation of the Benhaven Ambulance
and Rescue Service District; 2) to consider the adoption of two
resolutions one defining the Benhaven Fire Protection Service
District and one defining the Benhaven Ambulance and Rescue Service
District; and 3) to consider the adoption of two resolutions cal-
ling for a Referendum on a Special Tax Levy on the Benhaven Fire
Protection Service District and one calling for a Referendum on a
Special Tax Levy on the Benhaven Ambulance' and Rescue Service
District.

Benhaven Fire Protection Service District and asked that anyone
present who wished to speak pro or con to the creation of, this
District to feel free to, do so at this time.
After everyone was given an opportunity to speak concerning the
creation of the proposed Fire District, Chairman Jesse Alphin
closed the public heanng at 8 :39 p.m'
Reverend J. Wardo Dodson, Chairperson of the Board of Directors
of the Benhaven Emergency Services, Inc., summarized to those pre-
sent the Report on the Benhaven Ambulance and Rescue Service
District.
Chairman -Jesse Alphin called to order the public, hearing on the
Benhaven Ambulance and Rescue Service District and asked that
anyone present who wished to speak pro or con to the creation of
this Rescue District to feel free to do so at this time.
After everyone present was given an opportunity to speak, Chairman
Jesse Alphin closed the public hearing concerning the proposed
Ambulance and Rescue District at 9 p.m.
Chairman Jesse Alphin reconverted the special meeting of the Harnett
County Board of Commissioners.

RESOLUTION CREATING BENHAVEN FIRE PROTECTION SERVICE DISTRICT
THAT, WHEREAS, a report concerning a proposed Benhaven Fire Protection
Service District, consisting of the Barbecue Township less the areas in
that Township which are already included in the Spout Springs and Anderson
Creek Fire Districts and including that northern area of Johnsonville Township,
southwest of Olivia, and more particularly described as follows:
Starting at Point A on the Lee - Harnett County line
near U. S. 87 and proceeding southwest along the
Lee - Harnett County line to a Point B at the
intersection of S. R. No. 1001 with the county line
and proceeding from Point B in a southeasterly
direction to a Point C at the junction of S. R.
No. 1201 with the Spout Springs Fire District line
and proceeding from Point C in a northeasterly direction
along the Spout Springs District line to a Point D near
U. S. No. 87, .5 miles north of its intersection with
S. R. No. 1113, and proceeding from Point D in a northerly
direction along the Johnsonville Barbecue Township line
to Point A.
was filed with the Board of Commissioners of Harnett County on April 19, 1982;
and
WHEREAS, the Board of Commissioners of Harnett County called a public
hearing to be held on June 9, 1982, at 8:00 P.M. at Benhaven School Auditorium
on S.R. No. 1205 in Olivia, North Carolina; and
WHEREAS, the Commissioner directed the Clerk to publish a copy of the
Notice of such hearing in the Harnett County News at least one week prior to
the hearing date; that an affidavit from the editor of the Harnett County News
has been filed with the Clerk to the Board of Commissioners showing that
such notice was duly given; and
WHEREAS, the Tax Supervisor was directed to mail a copy to all property
owners within the boundaries of the proposed district as shown on the county
tax records as of January 1, 1982, and said Supervisor has filed his certificate
of service with the Board; and
WHEREAS, the hearing was held at the stated time and place and the
following persons appeared and spoke for the proposed district:
Jim Osbourne on behalf of the Board of Directors of Spout Springs Fire
Department, expressed their support for the creation of the Benhaven Fire
Department.
Donald Shoulder stated that he was in favor of the creation of this District
and wanted to know if it would join the boundary of the Anderson Creek Fire
District? He also expressed his concern over the land that was donated. He
stated that it was a good gesture but that if the fire station was built at
this site, it would not be centrally located in the District.
Burr Webster stated that the proposed fire district would join Anderson Fire
District.
Charles Morley in Johnsonville Township stated that this would probably be the
last and only chance we will have to be in a fire district and requested
the people in the Johnsonville area to support the creation of the District and
to vote for it when the referendum is held.
Linda Horne, who works at Cameron Fire Tower, wanted the people to know that
it is a difficult job seeing fires in this area burn out of control and urged
the citizens to support the creation of this District. Ms. Horne stated that
it is hard for Spout Springs to respond to these calls because they can only
take one truck out to answer the calls; one truck has to stay in to answer
calls within its district.
Patricia Harris lives on Rt. 6, Sanford, stated that she is a resident of the
community and supports the district.
Lester Pittman requested assistance from the fire departments; and
WHEREAS; there was no-opposition voice to the proposal;-and
WHEREAS, the Commissioners having fully considered the views of those who
appeared at the hearing and having duly considered the facts presented in the
report filed with the Board on April '19,'1982,regarding the establishment
of a proposed Benhaven Fire Service District and having specifically considered
those facts set forth in Part II of the report regarding standards, the Board
finds and- concluded that
• There is a demonstrable need for providing fire protection services
in-the area of Harnett County known and defined as the Benhaven Fire
District.
It is impossible or impractical to provide such services on a countywid
basis.
• It is economically feasible to provide the proposed services for the
proposed district without unreasonable or burdensome annual tax
levies.
4 There is a demonstrable demand for the special district by persons
residing in the district.
NOW, THEREFORE, be it resolved' by the Board of Commissioners of Harnett
County that
▪ A Fire Protectibn and Rescue Service District is hereby established
and defined as follows:
Boundary or Area to be Served. The area to be served by the
Benhaven Fire District shall be that area of Harnett County now
described and defined as the Benhaven Fire District, consisting,
of the Barbecue Township less the areas in that Township which
are already included in the Spout Springs and Anderson Creek Fire
Districts and including that northern area of Johnsonville Township,
southwest of Olivia, and more particularly described as follows:
Starting at Point A on the Lee - Harnett County 'line near U. S: 87
and proceeding southwest along the Lee - Harnett County line to a
Point B at the intersection of S. R. No 1001` with the county line
and proceeding from Point B in a southeasterly direction to a
Point C at the juncture of S. R. No 1201 with the Spout Springs
Fire District line and proceeding from Point C in a northeasterly
direction' along; the Spout Springs District line to a Point D near`;
U. S. No 87, .3 miles north of its intersection with S. -R. No 111
and proceeding from Point D in a northerly direction along the
Johnsonville Barbecue Township line to Point A.
Name of the Service District.` The service district shall be' known
as " Benhaven Fire Protection Service District ".'
Specific Services to be Provided. The services shall be limited
to the following: Fire Protection Services.
Plan. The plan for providing such services shall be in accordance
with plan set forth in the report dated April 19, 1982, heretofore
filed on April 19, 1982, with the Clerk to the Board of Commis-
sioners by Rev. J. :W. Dodson; President, Benhaven Emergency
Services, Inc.

RESOLUTION CALLING A SPECIAL PROPERTY TAX REFERENDUM
BE IT RESOLVED by -the Board of Commissioners for the County of Harnett
Section 1: A special property tax referendum is hereby called to be held
between 6:30 a. m, and 7:30 p.m, on Tuesday, August 10, 1982, at which time
there shall be submitted to the qualified voters of Benhaven Fire Protection
Service District, ( consisting of the. Barbecue Township less the areas in that
Township which are already included in the Spout Springs and Anderson Creek
Fire Districts and including that northern area of Johnsonville Township,
southwest of Olivia, and more particularly described as follows: Starting at
Point A on the Lee- Harnett County line near -U. S. 87 and proceeding southwest
along the Lee - Harnett County line to a Point°B at the intersection of S. R.
1001 with the county line and 'proceeding from Point B in a southeasterly

direction to a Point C at the juncture of S. R. No. 1201 with the Spout Springs
Fire District line and proceeding from Point C in a northeasterly direction
along the Spout Springs District line to a Point D near U. S. No. 87 .5 miles
north of its intersection with S. R. No. 1113, and proceeding from Point D in
a northerly direction along the Johnsonville Barbecue Township line to Point
A) the question stated in the Notice of Special Property Tax Referendum set
forth in section three of this resolution.
Section 2: For said referendum, (i) the regular registration books for
elections in the precinct or precincts identified in Section 3 of this
Resolution shall be used and the registration books, process or records shall
be used and the registration books, process or records shall be open for the
registration of qualified persons and for public inspection in the manner,
under the conditions and at the times and places as provided in said notice
set forth in Section 3 of this resolution, (ii) the registrars, judges, and
other officers of elections appointed by the County Board of Elections of
Harnett County for said precincts and voting places in said precincts shall be
the election officers for such precincts and voting places, and (iii) the
precincts and voting places shall be the ones fixed by said County Board of
Elections as provided in said notice set forth in Section 3 of this resolution,
subject to change as provided by law. The County Board of Elections of Harnett
County is hereby requested to conduct said referendum and to take all neces-
sary steps to that end in accordance with the provisions of this section.
Section 3: The County Auditor and ex- officio Clerk shall cause a notice to
be published in the Harnett County news once at least fourteen days before
Tuesday, August 10, 1982, (being the last day in which persons my register for
said referendum) and once again not less than seven days before said day, such
notice to read substantially as follows:

A special property tax referendum will be held in the Benhaven Fire Protect-
ion Service District, Harnett County, North Carolina, the boundaries of which
are as follows: the Benhaven Fire District, consisting of the Barbecue Town-
ship less the areas in that Township which are already included in the Spout
Springs and Anderson Creek Fire Districts and including that northern area of
Johnsonville Township, southwest of Olivia, and more particulary described
as follows: Starting at Point A on the Lee - Harnett County line near U. S.
87 and proceeding southwest along the Lee - Harnett County line to a Point B
at the intersection of S. R. No. 1001 with the county line and proceeding from
Point B in a southeasterly direction to a Point C at the juncture of S. R.
No. 1201 with the Spout Springs Fire District line and proceeding from Point
C in a northeasterly direction along the Spout Springs District line to a
Point D near U. S. No. 87, .5 miles north of its intersection with S. R. No.
1113, and proceeding from Point D in a northerly direction along the Johnson-
ville Barbecue Township line to Point A, said referendum shall be held between
6:30 a.m. and 7:30 p.m. on Tuesday, August 10, 1982, at which time there will
be submitted to the qualified voters of said district the following question:
"Shall Harnett County be authorized to levy annually a
property tax at an effective rate not in excess of
fifteen cents ($.15) on the One Hundred Dollars ($100.00)
value in the Benhaven Fire Protection Service District
for the purpose of providing fire protection service ?"
For said referendum the regular registration books for elections in the
Barbecue and Johnsonville precincts, County of Harnett, will be used and the
registration books, process or records will continue to be open for the
acceptance of registration applications and the registration of qualified

persons between the hours of 8 :,00:a,m. and 5:00 p.m. on Monday to Friday, inclusive,
of each week at the Office of the County Board of Elections of Harnett County
located at the Agriculture Building, 19 East Front Street, in Lillington, North
Carolina.
In addition , registration applications will be accepted and qualified persons
may register with the registrar and judges for said precincts of Barbecue and John-
sonville in Harnett County at their homes and qualified persons may also contact
the County Board of Elections at the office of said Board mentioned above, telephone
number (919) 893 - 4485.
Furthermore, certain persons in the armed forces and their spouses, certain
veterans, certain civilians working with the armed forces, and members of the
Peace Corps may register by mail at any time prior to said referendum in the
manner provided in Article 21 of the Chapter 163 of the General Statutes of North
Carolina and in person at any time, including the day of said referendum.
Those residents of the County who are presently registered under Harnett
County's permanent registration system and who have not changed residence from
one precinct to another since their registration will be permitted to vote in the
special property tax referendum, provided that removal from one precinct to another
shall not deprive any person of the right to vote in the precinct from which he
has removed until 30 days after his removal.
The last day for new registration of those not now registered under Harnett
County's permanent registration system is Monday, July 12, 1982.
The last day on which registered voters who have changed residence from one
precinct to another may transfer registration is Monday, July 12, 1982.
Any qualified voter of the District who is qualified to vote by absentee
ballot in said special property tax referendum may apply to the County Board of
Elections for an absentee ballot. Any qualified voter who is qualified to vote by
military absentee ballot pursuant to Section 163 -245 of the General Statutes of
North Carolina may also apply for an absentee ballot as provided by Section 163 -247
of the General Statutes of North Carolina.
Persons who are not certain whether they are registered or qualified to vote
by absentee ballot should contact the County Board of Elections at the office of
said Board mentioned above.
The registration books for elections in Harnett County will be open to
inspection by any registered voter of the County during the normal business hours
of the County Board of Elections on the days when the office of said Board is open,
and such days are Challenge Days.
The registrars, judges, and other officers of elections appointed by the
County Board of Elections will serve as the election officers for said referendum.
The County Board of Elections will conduct said referendum.

to change as provided by law, are as follows:

THAT, WHEREAS, a report concerning a proposed Benhaven Ambulance and Rescue
Service District comprising the entire area of Barbecue and Johnsonville Townships
was filed with the Board of Commissioners of Harnett County April 19, 1982; and
WHEREAS, the Board of Commissioners of Harnett County called a public hearing to
be held on June 9, 1982, at 8:00 p.m. at the Benhave School Auditorium on S. R. No.
1205 in Olivia; and
WHEREAS, the Commissioners directedthe Clerk to publish a copy of the Notice
of such hearing in the Harnett County News at least one week prior to the hearing date;
that an affidavit from the editor of the Harnett County News has been filed with the

WHEREAS, the hearing was held at the stated time and place and the following
persons appeared and spoke for the proposed district:
Jim Sexton, resident of Buffalo Lakes, stated that there are a lot of people
moving into this area and there seems to be a lot of wrecks in this area. Mr.
Sexton stated that rescue services are badly needed in this community, and the
creation of such a District is past due.
May Osbourne, resident of Buffalo Lakes, stated that she sees the need for a
rescue service closer by. -
Donna Smith, resident of Johnsonville Township, stated that we have a definit
need for rescue services. We appreciate the services we are getting from the
surrounding rescue squads, but we do need a rescue service closer by that could
respond faster. The proposed Benhaven Rescue District could respond to a call
at ny house within give minutes.
Jim Pittman stated that he fully supports the creation of a rescue district in this
area.
Robert King, Johnsonville Township, stated that he supported getting an ambulance
service.
Willie Boyd stated that a rescue service is needed in the area and thanked all
his neighbors for coming tonight and showing their support for the creation of
this District.
Wayne Thomas, Johnsonville Township, stated that he needed rescue services not
too long ago and thatthe Ambulance Service in Buies Creek was who responded to his
call. Mr. Thomas stated that they did a great job, but that rescue services
closer by were desperately needed.
Patricia Harris, Barbecue Township, had a need for a rescue service about three
years ago and Anderson Creek Rescue Squad responded. Anderson Creek did not
know the roads that well and got lost. They did get there 45 minutes later. I
think we need a rescue squad in this area if for no other reason than to be familiar
with the area; therefore, will be able to respond faster.
Al graham, President of the Benhaven Ruritans, expressed the support of this Club
for the creation of a Rescue District.
Robert King stated his support in the creation of this District.
Charles Morley stated that now that Lee County will not respond to our calls;
that if the people wanted protection close by; then they need to vote for the
creation of this District.
Paul Soublet stated that the Commissioners need to be commended for showing
such an interest in the creation of this district, and be supports the
citizens in this community in their efforts to obtain a Rescue District even though
he is not a resident of this area.
WHEREAS, there was no opposition voiced to the proposal; and
WHEREAS, the Commissioners having fully considered the views of those who
appeared at the hearing and having duly considered the facts presented in the report
filed with the Board on April 19, 1982, regarding the establishment of a proposed
Benhaven Ambulance and Rescue Service District and having specifically considered
those facts set forth in Part II of the report regarding standards, the Board
finds and concludes that:
. There is a demonstrable need for providing ambulance and rescue service
in the area of Harnett County known and defined as the Benhaven Ambulance
and Rescue Service District.
2. It is impossible or impractical to provide such service on a county Bride
basis.
3. It is economically feasible to provide the proposed services for the
proposed district without unreasonable or burdensome annual tax levies.
4. There is a demonstrable demand for the special district by persons residing
in the district.

NOW, THEREFORE, be it resolved by the Board of Commissioners of Harnett
County that:
1.
An Ambulance and Rescue Service District is hereby established and
defined as follows:
A. Boundary or Area to be Served. The area to be served by the
Benhaven Ambulance and Rescue Service District shall be that area of
Harnett County now described and defined as the entire area of the
Barbecue and Johnsonville Townships.
B. Name of the Service District. The service district shall be known

BE IT RESOLVED BY THE Board of Commissioners for the County of
Harnett
Section 1: A special property tax referendum is hereby called to be held
between 6:30 a.m. and 7:30 p.m. on Tuesday, August 10, 1982, at which time there
shall be submitted to the qualified voters of Benhaven Ambulance and Rescue Service
District (comprised of the entire area of the Barbecue and Johnsonville Townships)
the question stated in the Notice of Special Property Tax Referendum set forth in
section three of this resolution.
Section 2: For said referendum, (i) the regular registration books for
elections in the precinct or precincts identified in Section 3 of this Resolution
shall be used and the registration books, process or records shall be used and the
registration books, process or records shall be open for the registration of quali-
fied persons and for public inspection in the manner, under the conditions and at
the times and places as provided in said notice set forth in Section 3 of this
resolution, (ii) the registrars, judges, and other officers of election appointed
by the County Board of Elections of Harnett County for said precincts and voting
places in said precincts shall be the election officers for such precincts and votin
places, and (iii) the precincts and voting places shall be the ones fixed by
said County Board of Elections as provided in said notice set forth in Section 3
of this resolution, subject to change as provided by law. The County Board of
Elections is hereby requested to conduct said referendum and to take all necessary
steps to that and in accordance with the provisions of this section.
Section 3: The County Auditor and ex- officio Clerk shall cause a notice to
be published in the Harnett County News once at least fourteen days before Monday,
July 12, 1982, (being the last day in which persons may register for said referendum)
and once again not less than seven days before said day, such notice to read
substantially as follows:

For said referendum the regular registration books for elections in the
Barbecue and Johnsonville precincts, County of Harnett will be used and
the registration books, process or records will continue to be open for the accep
ante of registration applications and the registration of qualified persons bet-
ween the hours of 8:00 a.m. and 5:00 p,m. on Monday to Friday, inclusive, or
each week at the Office of the County Board of Elections of Harnett County
located at the Agriculture Building, 19 East Front Street, in Lillington,
North Carolina.
In addition, registration applications will be accepted and qualified persons
may register with the registrar and judges for said precincts of Barbecue and
Johnsonville In Harnett County at their homes and qualified persons may also
contact the County Board of Elections at the Office of said Board mentioned
above, telephone number (919) 893 -4495.
Furthermore,c rtain persons in the armed forces and their spouses, certain
veterans, certain civilians working with to armed forces, and members of the
Peace Corps may register by mail at any time prior to said referendum in the man-
ner provided in Article 21 of Chapter 163 of the General Statutes of North Caro-
lina and in persons at any time, including the day of said referendum.
Those residents of the County who are presently registered under Harnett
County's permanent registration system and who have not changed residence from
one precinct to another since their registration will be permitted to vote in
the special property tax referendum, provided that removal from one precinct to
another shall not deprive any person of the right to vote in the precinct from
which he has removed until 30 days after his removal.
The last day for new registration of those not now registered under Harnett
County's permanent registration system is Monday, July 12, 1982.
The last day on which registered voters who have changed residence from one
precinct to another may transfer registration is Monday, July 12, 1982.
Any qualified voter of the District who is qualified to vote by absentee
ballot in said special property bond referendum may apply to the County Board
of Elections for an absentee ballot pursuant to Section 163 -245 of the General
Statutes of North Carolina may also apply for an absentee ballot as provided
by Section 163 -247 of the General Statutes of North Carolina.
Persons who are not certain whether they are registered to vote or qualified
to vote by absentee ballot should contact the County Board of Elections at the
office of said Board mentioned above.
The registration books for elections in Harnett County will be open to inspect-

Chairman Jesse Alphin explained to those present that the purposes of the special meeting
tonight were to: 1) hold a public hearing concerning the creation of the Anderson Creek
Ambulance and Rescue District; 2) the Board to consider the adoption of a Resolution
Defining the Anderson Creek Ambulance and Rescue District; and 3) the Board to consider
a Resolution calling for a Referendum on a special tax levy for the proposed Anderson Creek
Ambulance and Rescue District.
Guy Cayton, President of the Board of Directors of the Anderson Creek Fire and Rescue, Inc.,
summarized to those present the Report on the Anderson Creek Ambulance and Rescue District,
which was originally presented to the Commissioners on April 19, 1982.
Chairman Jesse Alphin adjourned the special meeting of the Harnett County Board of
Commissioners.
Chairman Jesse Alphin called the public hearing concerning the creation of the Anderson
Creek Ambulance and Rescue Service District to order at 8:10 p.m. and asked that anyone
present who wished to speak pro or con to the creation of this District to feel free to
do so at this time.
After everyone present was given an opportunity to speak, Chairman Alphin closed the
public hearing on the proposed Rescue District at 9:03 p.m.
Chairman Jesse Alphin reconvened the special meeting of the Harnett County Board of
Commissioners at 9:04 p.m.
M. H. Brock, County Manager, presented a certification to the Board that Notice of the
special meeting held by the Board of Commissioners here tonight, June 16, was duly given.

THAT, WHEREAS, a report concerning a proposed Anderson Creek Ambulance and Rescue
Service District which is comprised of the entire Anderson Creek Township was filed with
the Board of Commissioners of Harnett County on April 19, 1982; and
WHEREAS, the Board of Commissioners of Harnett County called a public hearing to be
held on June 16, 1982, at 8 p.m. at the Anderson Creek Fire Station on S. R. 1121 in the
Anderson Creek Community; in Anderson Creek Township, Harnett County, North Carolina; and
WHEREAS, the Commissioners directed the Clerk to publish a copy of the Notice of
such hearing in the Harnett County News at least one week prior to the hearing date;
that an affidavit from the editor of the Harnett County News has been filed with the
Clerk to the Board of Commissionrs showing that such notice was duly given; and
WHEREAS, the tax supervisor was directed to mail a copy to all property owners with-
in the boundaries of the proposed district as shown on the county tax records as of Jan-
uary 1, 1982, and said supervisor has filed his Certificate of Service with the Board ;and
WHEREAS, the hearing was held at the stated time and place and the following persons
appeared and spoke concerning the district:
George Fitzpatrick stated that we must improve and expand our rescue and ambulance
services in this area. We have the responsibility for the health and safety of our
children and the people in this community.
Dean Layton expressed his support for the creation of this district.
Faye Griffin stated that she has worked rescue and supports this district.
Barbara Jones stated that she has lived -in this area for fourteen years which was before
we had the Anderson Creek Rescue Unit, and she knows what it is like to take 45 minutes
to an hour to get a response to a call for rescue assistance. This is something we need.
Carol Wood stated his support for the, creation of this District. He hates to see taxes
go up, but we can't expect something for nothing.
Mr. Shade stated that he was against the creation of this district and taxes raising
Holt Felmet spoke on behalf of the Ruritan Club and stated that the Ruritan Club goes
on record as supporting both submitting it to the vote of the people and supporting the
vote itself in August.
Bill Moore, Chief of Boone Trail Rescue Squad, stated that he is not a resident of the
Anderson Creek Township, but he supports the creation of this district. Boone Trail
was in the same situation as Anderson Creek, trying to operate a rescue squad without
tax support. We tried it for one year, and we could not make it. We then went to the
Commissioners and asked them.to put it to a vote of the people. Last September, the
residents of Upper Little River Township approved the District, 338 to 32. We didn't
want taxes increased, but we need the services. We were willing to raise taxes to
provide these services.
Stevie Griffin; Vice - President of the Ruritan Club, stated that they are in support
of the calling for this referendum.
Malcolm Shaw stated that he hated to see taxes go up. It would burdensome of
the people, but if it means a rescue squad, he would go all out for it.
Ted Plummer stated that he wholeheartedly supports the creation of this District.
Alice Richardson stated that she supports this District. It is a necessity and vital
to this community..
J. W. Dodson, Rt. 6, Sanford, Chairman of the Benhaven- Emergency Services Corporation,'
stated that hopefully this will come to being. Even though I don't live in this District,
I came here to commend the rescue services that Anders Creek has rendered, and I would
like to see this continued. I don't think we can eat enough Bar -B -Q and chicken to
continue to provide the rescue services that are needed, and I hope the people will
vote this District in.

Alan Grainger stated that he lived at the Linden - County line and was against the District.
Bonita Webster stated that she would like to have someone on call during the day at the
Anderson Creek Rescue, and she supports the creation of the District.
Sylvia Holder stated that she was in favor of the District.
Larry Hickman stated that he was glad to see all the people present tonight and wanted
to know where they had been the last four years. He then asked what would happen if
this resolution doesn't pass tonight? M. H. Brock, County Manager, explained that if the
resolution doesn't pass then there would not be a referendum held on the District.
Wayne Rowe stated that he supported the creation of this District.
Stanley Dempsy works as a volunteer and feels that this District is needed.
Kathleen Tarrington stated that she felt the rescue squad is necessary.
Donna Shaw stated that she support the rescue.
Tony Gayton stated that he supports the District.
Lester Cagle did not say that he was for or against it. He requested to know how much
it would run his raxes up on a house valued at $24,00. Response - -about $31.
Bobby Kennedy, President of Flat Branch Voluntter Fire Department, stated that he would
be in favor of the Board calling for a vote on the creation of this District with
the following reservations: 1) the rescue unit itself be temporarily located at the
medical center; 2) that the rescue headquarters be centrally located in the Township.
Larry Hickman stated that he supports the creation of the District, because it seems to
be the only way to get the help needed.
Faye Griffin wanted to know how the people can question dollars and cents through a raise
in taxes versus saving a human life.
Sherry Hickman stated that she support this District.
M. H. Cain stated that this was something that was needed, and is willing to pay for it.
Stance Minola stated that this Rescue District was needed. A quick response time to some-
one who needs rescue is a lot of time what saves the life.
Anna Lee Searcy stated that she was in favor of creating this Rescue District.
Donald Capral, Chief of the Anderson Creek Fire Department, stated that he wanted rescue
protection for his firemen wheny they responded to a fire and needed help.
WHEREAS, the Commissioners having fully considered the views of those who appeared at
the hearing and having duly considered the facts presented inthe report filed with the
Board on April 19, 1982, regarding the establishment of a proposed Anderson Creek Ambulana
and Rescue District and having specifically considered those facts set forth in Part II
of the report regarding standards, the Board finds and concludes that:
1. There is a demonstrable need for providing emergency ambulance and rescue service
in the area of Harnett County known and defined as the Anderson Creek Rescue Dis-
trict
2. It is impossible or impractical to provide such services on a county wide basis.
3. It is economically feasible to provide the proposed services for the proposed
district without unreasonable or burdensome annual tax levies.
4. There is a demonstrable demand for the special district by persons residing in the
District.
NOW, THEREFORE, be it resolved by the Board of Commissioners of Harnett County that:
1. An Ambulance and Rescue Service District is hereby established and defined as fol-
lows:
A. Boundary or Area to be Served: The area to be served by the Anderson Creek
Ambulance and Rescue Service District shall be that area of Harnett County now
described and defined as the Anderson Creek Township.
B. Name of the Service District; The service district shall be know as
"Anderson Creek Ambulance and Rescue Service District'".
