The Harnett County Board of Colruuissioners met in regular ses-
sion on Monday, March 1, 1982, in the Commissioners Room,
County Office Building, Lillington, North Carolina, with the
following members present: M. H. Brock, Lloyd G. Stewart, Bill
Shaw, Rudy Collins, and Chairman Jesse Alphin presiding.
Vanessa W. Young, Clerk to the Board, and Edward H. McCormick,
were also present.
Chairman Jesse Alphin called the meeting to order at 9 a.m.
Edward H. McCormick, County Attorney, led the morning prayer.
The minutes from the Harnett County Board of Commissioners
meeting of February 15, 1982, were approved as read.
Don Dupree, District Engineer with the North Carolina Department
of Transportation, appeared before the Board to discuss road
matters and situations in Harnett County.
SR 2027 Ed Bain, appeared before the Board representing the citizens
living on SR 2027. Mr. Bain submitted petitions to the Board
signed by approximately 300 citizens requesting the Harnett
County Board of Commissioners and the North Carolina Department
of Transportation to pave SR 2027. Mr. Bain stated that althou
only eight houses were located on this road, numerous people in
the area use SR 2027 as a thoroughfare to Dunn, Erwin, and
Lillington. M. H. Brock, County Manager, informed the persons
present that SR 2027 has a priority of 35 and a traffic count
of 110. Mr. Dupree explained to the group how priorities are
set by the Department of Transportation. Commissioner Brock
made a motion that the Department of Transportation be and is
hereby requested to reevaluate the priority of this road and to
take a new traffic count during good weather after the road
has been graded and is in good condition. Commissioner Shaw
seconded the motion and it carried.

ORDER AUTHORIZING
$2,500,000 SANITARY-
SEWER BONDS- -BUIES
Mr. Langdon appeared before the Board and requested that
SR 1309 be extended 6/10 of a mile and this portion be added
to the State System for Maintenance. Mr. Dupree explained to
Mr. Langdon that State law requires that any road in which the
right -of -way was recorded after October, 1973, to October, 1975,
must be constructed to met DOT standards before it can be
added to the State System. Mr. Dupree continued to explain that
any road constructed after 1975 must be paved before it can be
added to the System and there must also be two houses located
on the road for every tenth of a mile to be added. Mr. Dupree
stated that he would accept the petition and notify Mr. Langdon
of what is necessary in order for SR 1309 to be extended 6/10
of a mile.
Mr. Brock requested Mr. Dupree to check West Lucas Road between
Dunn and Erwin to see if it can be added to the State System.
Also a citizen had reported that SR 2040 beside Plains Chapel
Church needs to be graded. Mr. Brock continued to inform
Mr. Dupree that the Board of Commissioners had received a letter
from the Board of Education requesting that SR 2035 be upgraded
because in some places it is impossible for the two school
buses traveling this road to pass safely. Mr. Brock explained
that he had already contacted Mr. Autry with the Department
of Transportation Maintenance in Harnett County concerning this
request.
Commissioner Brock introduced the following order authorizing
bonds which was read:
CREEK -COATS PROJECT ORDER AUTHORIZING $2,500,000 SANITARY SEWER BONDS
WHEREAS, pursuant to Article 6 of Chapter 162A of the General Statutes
of North Carolina, the Buies Creek -Coats Water and Sewer District of Harnett
County, North Carolina, was duly created in part for the purpose of proividin
sanitary sewer service to the residents of the territory included within
said District and vested with the powers set forth in said Article 6;
WHEREAS, the Board of Commissioners for the County of Harnett, North
Carolina, the governing body of said District, has found, determined and
declared that there is a demonstrable need for providing sanitary sewer
service in said District; and
WHEREAS, pursuant to said Article 6, said Board is the governing body
of said District; now, therefore,

BE IT ORDERED BY the Board of Commissioners for the County of Harnett:
1. That, pursuant to Article 6 of Chapter 162A of the General Statutes of
North Carolina and The Local Government Bond Act, as amended, the Buies Creek -
Coats Water and Sewer District of Harnett County, North Carolina, is hereby
authorized to contract a debt, in addition to any and all other debt which said
District may now or hereafter have power or authority to contract, and in evidence
thereof to issue Sanitary Sewer Bonds in an aggregate principal amount not
exceeding $2,500,000 for the purpose of providing funds, with any other available
funds, for constructing a sanitary sewer system for said District, including
the construction of additions and improvement to an existing treatment facility,
the construction and installation of interceptors, collection lines, sewer mains,
pumping stations and appurtenant facilities, and the acquisition of necessary land,
rights of way and equipment therefor.
2. That taxes shall be levied in said District in an amount sufficient to pay
the principal of and the interest on said bonds.
3. That a sworn statement of debt of said District has been filed with the
Clerk to said Board and is open to public inspection.
4. That this order shall take effect when approved by the voters of said
District at a referendum as provided in said Act.
The Board of Commissioner thereupon designated the County Finance Officer as the
Officer to make and file with himself as Clerk to the Board of Commissioners the
sworn statement of debt of the District which is required by The Local Government
Bond Act, as amended, to be filed before the public hearing on the order which was
introduced at this meeting.
Thereupon the County Finance Officer filed with himself as Clerk to the Board
of Commissioners, in the presence of the Board of Commissioners, the sworn statement
of debt as so required.
Thereupon the order entitled: "ORDER AUTHORIZING $2,500,000 SANITARY SEWER
BONDS" was passed on first reading.
On motion duly made by Commissioner Collins, seconded by Commissioner Shaw,
and unanimously carried, the Board of Commissioners fixed 7:30 p.m., March 15,
1982, as the hour and day for the public hearing upon the foregoing order and
directed the County Finance Officer and Clerk to the Board of Commissioners to
publish said order, together with the appended statement as required by The Local
Government Bond Act, as amended, once in The Daily Record not later than the sixth
day before said date.
HARNETT Mr. A. J. Stephenson appeared before the Board as spokesperson for the
COUNTY newly created Harnett County Emergency Task Force. Mr. Stephenson
EMERGENCY explained that this Task Force was created because of the problems
TASK FORCE that existed during the bad ice and snow storm in January, 1982. Mr.
Stephenson informed the Board that during the recent snowstorm, the
Sheriff's department had assisted with transporting Social Services
personnel to help families with food, fuel, and assisted in
evacuating people on Highway 401 when the chemical tanker overturned.
The Sheriff's department was also contacted about a fallen tree which
was blocking the road. When this call came in, a volunteer heard it
over the scanner, called the Sheriff's department and volunteered to
get the tree out of the way. Mr. Stephenson stated that this is the
main purpose of the Harnett County Emergency Task Force - -to organize
volunteers and county offices to aid in the time of emergency.
Mr. Stephenson presented the following proposal for the formation of
the Harnett County Emergency Task Force.
1. This association shall be known as The Harnett County Emergency Task Force.
2. The purpose of this association shall be to plan and prepare for any type of
emergencies that occur within Harnett County; to identify potential problem
areas; to offer a plan designed to deal with emergency situations to the
Harnett County Sheriff's Office; and any other actions deemed necessary and
within the bounds of an emergency task force.
3. All emergency personnel in Harnett County shall be eligible to be members of
this association, including firemen, rescue squad members, law enforcement
officers, civil defense personnel, Harnett County E.M.S. employees, as well as
any other persons, including the general citizenry, who will offer their
services in times of emergencies.
4. There shall be no membership dues required of any members of this association.
5. The association shall be governed by a Board of Directors composed of one
person from each of the twenty -two (22) precincts in Harnett County, who
will be elected by the general membership for a three (3) year term;
provided, however, that the first Board of Directors :shall draw members
for seven (7) one year term, seven (7) two year terms, and eight (8) three
year terms. Thereafter the general membership shall elect seven (7) members
to the Board of Directors at an annual general membership meeting. Provided
however, that at every third annual general membership meeting there shall
be eight (8) directors elected. No person shall serve more than two (2)
consecutive terms as a member of the Board of Directors. In the event of a
vacancy on the Board of Directors, the Board, at its next regular meeting,
shall elect someone to fill such vacancy. The operations officer of the
Harnett County Sheriff's Department shall also be a member of the Board
of Directors with full voting privileges.
6. The Board of Directors shall meet 6n the first Monday of the first month of
each calendar quarter and shall host an annual general membership meeting
each October for the purpose of elections and any other necessary business.
A simple majority of the Board of Directors shall constitute a quorum.
7. The Board of Directors shall elect from their own members a president,
vice- president, and secretary- treasurer. The president shall preside at all
meetings and shall dispense funds as the Board of Directors may direct and
attend to any other duties assigned to the office by the Board. The vice -
president shall serve in the absence of the president and in any other duties
assigned to the office. The secretary - treasurer shall record minutes of all
meetings, receive and deposit all monies and keep a record thereof and
co -sign all checks with the president, and any other duties assigned to
the office by the Board. The president, vice - president, and secretary -
treasurer shall comprise an executive committee and shall be authorized to
act for the Task Force and Board of Directors if any emergency situation
demands such action.
8. Any funds, fuel, food or services or assistance of any kind dispensed by the
Harnett County Emergency Task Force and /or its Board of Directors and
Officers shall be in times of emergency only and at no time shall this
association be deemed an organization to assist in simple charitable work.
LEONORE TUCK RE- Commissioner Stewart made a motion that Leonore Tuck be reappointed

BOARD tan Water District Board, effective April 14, 1982. Commissioner
Collins seconded the motion and it carried.

Bill Strickland, Chief Detective with the Harnett County
Sheriff's Department, appeared before the Board and reported on
the activities of the Sheriff's Department for the month of
February, 1982.
Thomas Allen, Tax Collector, appeared before the Board and
reported on the activities of this department for the month
of February, 1982, and his plans for March, 1982.
Thomas Allen, Tax Supervisor, appeared before the Board and
requested a penalty release to Charles L. Bethea and Carson
Bethea, Upper Little River Township, in the amount of $19.11.
This tract of land was listed on January 30, 1982, the same
day he listed his other land. Commissioner Collins made a
motion that this release be granted; Commissioner Shaw seconded
the motion and it carried.
Thomas Allen, Tax Supervisor, presented the following requests
for refunds to the Board:

$108.96, property was charged in Averasboro school district
and is not located in the school district. Property is in
Erwin Fire District.
Commissioner Shaw made a motion that the above refunds be approved;
Commissioner Stewart seconded the motion and it carried.
EXPENDITURE REPORT The Expenditure Report for the period ending February 26, 1982,
was filed with the Board.
BENHAVEN FIRE
DISTRICT
M. H. Brock, County Manager, informed those present that the Board
had received petitions signed by approximately 419 persons,
requesting the Harnett County Board of Commissioners to take
the necessary action to establish a special purpose County
service district to provide fire protection services to the
residents of said district, situated in Barbecue Township,
and to be known as Benhaven Fire District, in accordance with
Article 16 of Chapter 153 -A of the General Statutes of North
Carolina and to provide for the support of special fire protection
services by a special tax. Commissioner Stewart made a motion
that these petitions be delivered to Tom Lanier, Coordinator of
the Emergency Management Office, and he be and is hereby directed
to prepare a report on the creation of this district.
