FOUR PUBLIC HEARINGS CONCERNING ZONING DISTRICT CHANCE APPLICATIONS, MAY 15, 1989

The Harnett County Board of Commissioners held four public hearings on appli-
cations for proposed zoning district changes, on May 15, 1989, at the County
Office Building, Lillington, North Carolina, with the following members
present: Rudy Collins, Bill Shaw, Mack Reid Hudson, Mayo Smith, and Chairman
Lloyd G. Stewart presiding. Also present were Dallas H. Pope, County Manager;
Vanessa W. Young, Clerk to the Board; and Kay S. Blanchard, Recording Secre-
tary.
Commissioner Shaw offered the invocation.
Dallas H. Pope, County Manager, briefed the group that the purpose of the
public hearings was to obtain public comments concerning applications for
proposed zoning district changes.
At 7:10 p.m., Chairman Stewart called to order a public hearing concerning
application for Jim Osborne, from RA -20R Zoning District to RA -40, Barbecue
Township, SR 1115, Buffalo Lakes.
Carla Stephens, Planning Supervisor, presented the application to the Board.
Chairman Stewart opened the meeting for public comments.
PUBLIC COMMENTS The following citizens spoke in favor of the proposed zoning district change:
1. Reggie Kelly, Attorney, represented Buffalo Lakes Property Owners
Association. About 25 members of the Association were present.
2. Cade Donner, President, Buffalo Lakes Property Owners Association
No one spoke against the proposed zoning district change.
Chairman Stewart closed the public hearing concerning application for proposed
zoning district change for Jim Osborne at 7:20 p.m.
LARRY H. WILLIAMS At 7:20 p.m., Chairman Stewart called to order a public hearing concerning
application for Larry H. Williams, from RA -30 Zoning District, to RA -20M,
Grove Township, Hwy. 27.

Chairman Stewart opened the meeting for public comments.
No comments were offered.
Chairman Stewart closed the public hearing concerning application for proposed
zoning district change for Larry H. Williams at 7:25 p.m.
At 7:25 p.m., Chairman Stewart called to order a public hearing concerning
application for J. E. Howard, from RA -30 Zoning District, to RA -20M, Hector's
Creek Township, SR 1413.
Carla Stephens, Planning Supervisor, presented the application to the Board.
Chairman Stewart opened the meeting for public comments.
No comments were offered.
Chairman Stewart closed the public hearing concerning application for proposed
zoning district change for J. E. Howard at 7:30 p.m.
At 7:30 p.m., Chairman Stewart called to order a public hearing concerning
application for Leo Necaise, from RA -30 Zoning District to RA -20M, Johnson-
ville Township, SR 1203 & Hwy. 87 & SR 1201.
Carla Stephens, Planning Supervisor, presented the application to the Board.
Chairman Stewart opened the meeting for public comments.
No comments were offered.
