04031989317 HARNETT COUNTY BOARD OF COMMISSIONERS REGULAR MEETING, APRIL 3, 1989 RESOL. RE: ZONING FOR THE SOUTHERN SECTION OF HARNETT CO. RESOL. OF APPRECIATION CORNELIA MCLAUCH- LIN FEE FOR PREG. TESTING APPOINTMENTS TO MID- CAROLINA REGIONAL DEV. AUTHORITY The Harnett County Board of Commissioners met in regular session on Monday, April 3, 1989, in the County Office Building, Lillington, North Carolina, with the following members present: Rudy Collins, Bill Shaw, Mack Reid Hudson, Mayo Smith, and Chairman Lloyd G. Stewart presiding. Others present were Dallas H. Pope, County Manager; W. Glenn Johnson, County Attorney; Vanessa W. Young, Clerk to the Board; and Kay S. Blanchard, Recording Secretary. Chairman Stewart called the meeting to order at 9 a.m. Commissioner Shaw offered the invocation. Commissioner Smith moved for the approval of the minutes from the regular meeting March 20, 1989. Commissioner Collins seconded the motion and it passed with a unanimous vote. Dallas H. Pope, County Manager, presented a resolution involving proposed zoning for the southern section of Harnett County. Commissioner Shaw moved for the adoption of the resolution. Commissioner Hudson seconded the motion and it passed with a unanimous vote. The resolution is copied in full at the end of these minutes dated April 3, 1989, as document No. 1, and is copied into the Harnett County Ordinance Book, page 148. Ray Stone, Highway Maintenance Engineer, North Carolina Department of Trans- portation, appeared before the Board to discuss road matters and situations in Harnett County. Terry Brown, General Manager, Southern Cablevision, reported on the progress of the construction of cablevision in Harnett County. Dallas H. Pope, presented a resolution of appreciation for Cornelia McLauchlin. Commissioner Smith moved for the adoption of the resolution. Commissioner Shaw seconded the motion and it passed with a unanimous vote. The resolution is copied in full at the end of these minutes dated April 3, 1989, as document No. 2. Commissioner Stewart presented the resolution to Miss McLauchlin and the Board commended her on her years of service to the citizens of Harnett County. Henry Thompson, Director, Health Department, requested approval of fee for pregnancy testing for patients who are not in Family Planning Program. Commissioner Hudson made a motion to approve a $3.00 fee to be charged for pregnancy testing and that those individuals who are unable to pay will be waived this fee. Commissioner Collins seconded the motion and it passed with a unanimous vote. Dallas H. Pope, County Manager, briefed the Board concerning a resolution 318 RESOL. SEEKING LEGISLATION TO INCREASE SALES TAX LEVY FEES FOR PLANNING 4EMORANDUM OF JNDERSTANDING 2E: AG. EXT. FAX REFUNDS UDGET AMEND. from Robeson County seeking legislation from N.C. Legislature giving counties option to increase sales tax levy. The Board requested that the county manager prepare a resolution concerning this matter to be considered at the April 17th Board meeting. Commissioner Smith moved for the approval of the following fee schedule for the Planning Section: Fees Amount Conditional Use Permit $30.00 Applications for Amendments and Zoning Changes 30.00 Applications for Variances and Appeals 30.00 Manufactured Home Park Business License 30.00 Application for Sign Permit 10.00 Application for a Zoning Permit 10.00 Planning Fees - $30.00 and $2.00 a lot for every major subdivision and manufactured home park (payable before any final plat goes to the Planning Board) Commissioner Collins seconded the motion and it passed with a unanimous vote. James Goff, Director, Agriculture Extension, presented a Memorandum of Understanding between N.C. Agriculture Extension Service, N.C. State Uni- versity, A & T State University, and Board of County Commissioners. Commis- sioner Collins moved for the approval of the Memorandum of Understanding. Commissioner Hudson seconded the motion and it passed with a unanimous vote. Bobby Wicker, Tax Administrator, presented the Tax Department report for the month of March to the Board. Commis- sioner Shaw seconded the motion and it passed with a unanimous vote. RESOL. RE: Dallas H. Pope, County Manager, presented a resolution requesting State FUNDS TO SUPPORT Legislature to provide funds to support older adults in Harnett County. OLDER ADULT PROG. Commissioner Hudson moved for the adoption of the resolution. Commissioner Collins seconded the motion and it passed with a unanimous vote. ADJOURNMENT At 10:30 a.m. Commissioner Collins moved that the Board go into executive session to discuss legal cases involving the County. Commissioner Hudson seconded the motion and it passed with a unanimous vote. At 11:10 a.m. Commissioner Hudson moved that the Board come out of executive session. Commissioner Shaw seconded the motion and it passed with a unanimous vote. Harnett deems it appropriate to implement the Zoning Ordinance for Harnett County, adopted July 18th, 1988, in the Southern Section of Harnett County so designated on orthographic maps which will be dated, signed and filed as permanent records in the Harnett County PJanning Office; NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF THE COUNTY OF HARNETT, STATE OF NORTH CAROLINA, that the Zoning Ordinance for Harnett County shall be and become effective in all of the unincorporated areas in Harnett County, excluding the extra - territorial jurisdiction of any municipality, to which said Zoning Ordinance has not heretofor applied, and that the Zoning Maps for the northern and southern sections of Harnett County dated July 18, 1988 and April 3, 1989 be integrated to form the Official Zoning Maps for Harnett County and that this resolution be implemented upon its adoption. HARNETT COUNTY, NORTH CAROLINA HARNETT COUNTY COMMISSIONERS RESOLUTION OF APPRECIATION THAT, WHEREAS, Cornelia McLauchlin has provided service to Harnett County for fifteen years on the Region "M" Emergency Medical Services Council; and WHEREAS, Cornelia McLauchlin was an exceptional teacher serving forty -two years in professional educational positions in elementary school, high school, and college; and WHEREAS, Cornelia McLauchlin served as a member of the North Carolina Textbook Commission in an exemplary and inspirational manner through the administrations of Governors Umstead, Hodges, and Sanford; and WHEREAS, Cornelia McLauchlin, through her professional teaching career was the first to head the Headstart Educational Program; and WHEREAS, Cornelia McLauchlin's high morals, kind spirit, and just manner will be remembered in the hearts of all who have known her. NOW, THEREFORE, BE IT RESOLVED BY THE HARNETT COUNTY BOARD OF COMMISSIONERS, that Cornelia McLauchlin's dedicated service to Harnett County and other agencies has been carried out with honor and distinction. That Cornelia McLauchlin be and she is hereby commended on behalf of all the citizens of Harnett County for her invaluable and immeasurable service. CAROLINA RESOLUTION Charge 8.00 2.20 2.20 4.40 4.00 4.00 8.00 4.40 1.60 .65 $79.17 $2,274.17 THAT, WHEREAS, The North Carolina Division of Aging has informed Regional Area Agencies on Aging Staff that as of July 1, 1989, there will be $3.4 million reduction in Federal funds; and WHEREAS, This shortfall of Federal dollars will result in a reduction of services to older adults in North Carolina; and WHEREAS, the following sequence of events led to the Shortfall: * 1973 - early 198.0's: Unspent Federal funds (Title III of the Older Americans Act) were held in reserve by the State. * Early 1980's - 1989:- In an attempt to exhaust the Federal reserve funds, the State allocated Federal funds in excess of the annual Federal allocation. This over allocation of Federal money allowed services to be provided - at approximately 125% of the annual Federal allocation. * July 1, 1988: The last allocation of Federal reserve funds was awarded by the State. * July 1, 1989: The impact of the $3.4 million shortfall which was created by the use of Federal Reserve Funds is realized. The bulk of .this shortfall will be experienced during the July 1 to September 30, 1989, quarter. The problem stems from the fact that the State fiscal year begins October .1.' Therefore, the July 1 - September 30 quarter creates a fiscal situation in which there are only 1.8 million Federal dollars available to cover 5.2 million dollars in normal service cost; thus, the $3 :4:; million shortfall; and WHEREAS, there are,over 10,000 older adults in Harnett. County who could be affected by the resulting shortage of funding in the local older adults services network; NOW, THEREFORE, BE`IT RESOLVED. that the Harnett County Board Of Commissioners supports' the Mid - Carolina Area Agency on Aging and the over 10,000 older adults in Harnett County in asking the N.C. General Assembly to cover the anticipated shortfall with an emergency appropriation of State funds, and BE IT FURTHER RESOLVED, that the North Carolina General Assembly needs to take appropriate action for funding in order to permit the funds to become part of the N.C.
