03141989 (2)303 PUBLIC HEARINGS CONCERNING ZONING DISTRICT CHANGE APPLICATIONS, MARCH 14, 1989 BEADLE, LEIGH The Harnett County Board of Commissioners met on Tuesday, March 14, 1989 at 7:30 p.m in the County Administration Building at 102 East Front Street in Lillington, North Carolina. Members present were Mr. Lloyd Stewart, Chairman, Mr. Bill Shaw, Vice Chairman, Mr. Rudy Collins, Mr. Mack Reid Hudson, and Mr. Mayo Smith. Also present were Mr. Dallas Pope, County Manager, Carla Stephens, Planning Supervisor, Greg Wilder, Planner, Emily Pennington, Recording Secretary, and several citizens of the county representing the Zoning Change applications. Mr. Stewart called the meeting to order and Bill Shaw gave the invocation. Mr. Stewart explained the purpose and procedure of each hearing. The following applications were considered at the public hearing: 7ONTNG CHANGE REQUESTS: 1. Beadle, Leigh, P., From RA -40 Zoning District to Industrial Zoning District, Neill's Creek Township, S.R. 2015 - Mr. Stewart called the Beadle hearing to order and Carla Stephens discussed the facts of the application. Mr. Frank Lanier, attorney for Mr. Beadle and co -owner of the property, requested that the application be withdrawn from consideration by the board. Mr. Lanier stated that Mr. Beadle intended to pursue other options. Mr. Glenn Johnson, county attorney, stated that the application should be heard by the board, as citizens from the county were present to make comments. Mr. Beadle addressed the board and briefly gave them his reasons for applying for the zoning change request. Mr. Donald Spence, an employee of Mr. Beadle's, spoke in favor of the zoning change request. Several citizens opposed the Beadle zoning change arguing that the road could not support an industry. Jim Johnson, attorney from Dunn, represented a group of citizens who opposed the zoning change. Mr. Johnson felt the zoning change constituted spot zoning and that it would cause problems for the surrounding residential neighborhood. The following citizens spoke in opposition to the zoning change request: 1. Benny Lee 2. Jim Johnson, Attorney for adjoining property owners: Dr. William R. Sorrell, Benny Lee, Rose Barefoot, Johnnie Lee Gholizadek 3. Denny Lee Mr. Stewart closed the Beadle public hearing. GODWIN, GLENN 2. Godwin, Glenn H., From RA -40 Zoning District to RA -20M Zoning District, Grove Township, U.S. 421 - Mr. Stewart called the Godwin hearing to order and Carla Stephens discussed the facts of the application. Ms. Stephens explained to the Board of Commissioners that Mr. Godwin wanted to change his request from RA -20M to RA -20R. Mr. Glenn Johnson, county attorney, stated that the request should be considered as it was noted on the application. The commissioners then entertained comments on the zoning change from an RA -40 to RA -20M zoning district. Mr. Godwin represented the application and requested that his application be withdrawn from consideration by the board. Mr. Glenn Johnson, county attorney, stated that the application should be heard by the board, as citizens from the county were present to make comments. Mr. Marshall Woodall, attorney for B. B. Parker, objected to consideration of the change from RA -40 to RA20R. Further, Mr. Woodall argued that the zoning change would not be consistent with the surrounding area. Mr. Stewart closed the Godwin public hearing. JOHNSON, 3. Johnson, James A., From RA -30 Zoning District to RA -20M JAMES A. Zoning District - Mr. Stewart called the Johnson hearing to order and Carla Stephens discussed the facts of the application. Ms. Stephens explained to the Board of Commissioners that Mr. Johnson wanted to change his request from RA -20M to RA -20R. Mr. Glenn Johnson, county attorney, stated that the request should be considered as it was noted on the application. The commissioners then entertained comments' on the zoning change from an RA -40 to RA -20M zoning district. Mr. Johnson represented the application and requested that his application be withdrawn from consideration by the board.
