03131989297 PUBLIC HEARING CONCERNING PROPOSED EAST CENTRAL WATER F, SEWER DISTRICT, MARCH 13, 1989 The Harnett County Board of Commissioners held a public hearing concerning proposed East Central Water & Sewer District on March 13, 1989, at the Coats Senior Citizens Center, Coats, North Carolina, with the following members present: Rudy Collins, Bill Shaw, Mack Reid Hudson, Mayo Smith, and Chairman Lloyd G. Stewart presiding. Others present were Dallas H. Pope, County Manager; Vanessa W. Young, Clerk to the Board; and Kay S. Blanchard, Re- cording Secretary. CALL TO ORDER Chairman Stewart called the public hearing to order at 7 p.m. INVOCATION Commissioner Hudson offered the invocation. PURPOSE John M. Phelps, II, Public Utilities Attorney, stated that the purpose of the public hearing was to provide an overview of the proposed water and sewer project and to receive citizens comments on the proposed project. OVERVIEW Joe Hardee, Black & Veatch, Inc., Engineering Firm, provided an overview of the project. Rodney Tart, Director, Public Utilities, stated that the proposed water and sewer district would be in line with the overall plan for Harnett County involving water and sewer. PUBLIC COMMENTS Chairman Stewart opened the meeting for public comments. The following citizens spoke in favor of the proposed water and sewer dis- trict: 1. Herbert Johnson, Coats, NC 2. Billy G. Pope, Rt. 1, Coats, NC 3. Robert Strickland, Rt. 1, Coats, NC 4. Mike Shaw, Rt. 2, Angier, NC 5. Keith McLeod, Rt. 1, Coats, NC 6. James Brantley, River Rd., Lillington, NC 7. James Grimes, Rt. 1, Coats, NC 8. Carsie Denning, Rt. 2, Angier, NC No one spoke in opposition to the proposed district. The Board asked for a show of hands of ones in favor of the proposed district and an overwhelming majority of approximately 190 citizens present responded affirmatively. No one raised his hand in opposition.
