02201989 (3)222 CALL TO ORDER HARNETT COUNTY BOARD OF COMMISSIONERS REGULAR MEETING, FEBRUARY 20, 1989 The Harnett County Board of Commissioners met in regular session on Monday, February 20, 1989, at the County Office Building, Lillington, North Carolina, with the following members present: Rudy Collins, Bill Shaw, Mack Reid Hudson, Mayo Smith and Chairman Lloyd G. Stewart presiding. Others present were: Dallas H. Pope, County Manager; W. Glenn Johnson, County Attorney; Vanessa W. Young, Clerk to the Board; and Kay S. Blanchard, Recording Secre- tary. Chairman Stewart called the meeting to order at 8:30 p.m. MINUTES APPROVED Commissioner Collins moved for the approval of the minutes from the regular meeting, February 6, 1989. Commissioner Smith seconded the motion and it passed with a unanimous vote. ZONING CHANGE REQUESTS CLIO BEASLEY" 1. Clio Beasley, Jr., from Industrial Zoning District to RA -30 Zoning District, Averasboro Township, S.R. 1709. Commissioner Smith moved for the approval of the zoning change request. Commissioner Hudson seconded the motion and it passed with a unanimous vote. The following zoning change requests were considered by the Board: ONNIE LEE TART 2. Donnie Lee Tart, from Industrial Zoning District to RA -20M Zoning District, Averasboro Township, S.R. 1805. Commissioner Smith moved for the approval of the zoning change request. Commissioner Collins seconded the motion and it passed with a unanimous vote. ENNIS TURLINGTON 3. Dennis Pope Turlington, from RA -30 Zoning District to RA -20M Zoning District, Grove Township, S.R. 2005. Commissioner Collins moved that the zoning change request be denied. Commissioner Smith seconded the motion and it passed with a unanimous vote. Commissioner Hudson abstained from voting because his wife is a member of the family of one of the adjoining property owners. UBD. PLATS Y GOODWIN Carla Stephens, Planning Supervisor, presented a subdivision plat for Thomas Ray Goodwin, and wife, Ingeborg, 1 lot, Buckhorn Township, S.R. 1407, RA -30 Zoning District, representative: Lester Stancil. Commissioner Collins moved for the approval of the subdivision plat. Commissioner Hudson seconded the motion and it carried with a unanimous vote. Carla Stephens, Planning Supervisor, presented a subdivision plat for Boone GONE TRAIL WEST Trail West, Section I, 12 lots, Upper Little River Township, S.R. 1233, not ECTION I zoned, representative: Ragsdale Consultants. Commissioner Collins moved for the approval of the subdivision plat. Commissioner Smith seconded the motion and it passed with a unanimous vote. GONE TRAIL WEST Carla Stephens, Planning Supervisor, presented a subdivision plat for Boone ECTION II Trail West, Section II, 6 lots, Upper Little River Township, S.R. 1407, RA -30 Zoning District, representative: Ragsdale Consultants. Commissioner Collins moved for the approval of the subdivision plat. Commissioner Smith seconded the motion and it passed with a unanimous vote. RNETT AVIATION Dallas H. Pope, presented a proposed lease agreement between County of Harnett EASE AGREEMENT and Harnett Aviation, Inc. Commissioner Smith moved that the Chairman of the Board be authorized to execute the proposed lease agreement after final review by the county attorney and county manager has been completed. Commissioner Hudson seconded the motion and it passed with a unanimous vote. PPOINTMENTS TO Commissioner Hudson moved for the appointment of Mrs. Ruth Parrish, P. 0. Box 247, Erwin, NC 28339, to the Social Services Board to fill the unexpired term of Mr. Curtis Guy. 223 APPOINTMENT TO LEE - HARNETT MENTAL HEALTH BOARD REPORTS BUDGET AMEND. Commissioner Hudson moved that Mr. Ron Miriello, 301 Marlowe Drive, Dunn, NC, be appointed to the Lee - Harnett Mental Health Board to complete the unexpired term of Mr. Marvin Marshall and for an additional term of four years. Commis- sioner Smith seconded the motion and it passed with a unanimous vote. Monthly reports for January were filed with the Board from the Health Depart- ment, Social Services, and Agriculture Extension. Commissioner Smith moved that the Chairman of the Board be authorized to sign the Articles of Incor- poration for Mid - Carolina Regional Development after final review by the county attorney and county manager has been completed. EXECUTIVE SESS. Commissioner Collins moved that the Board go into executive session to discuss personnel matters at 9:15 p.m. Commissioner Hudson seconded the motion and it passed with a unanimous vote.
