01091989175 PUBLIC HEARING CONCERNING AMENDMENT TO MANUFACTURED HOME PARK ORDINANCE, JANUARY 9, 1989 MINUTES OF PUBLIC HEARING CONCERNING AN AMENDMENT TO THE HARNETT COUNTY MANUFACTURED HOME PARR ORDINANCE On January 9, 1989, the Harnett County Commissioners held a public hearing to solicit the views of the citizens on an amendment to the Harnett County Manufactured Home Park Ordinance. Chairman Lloyd Stewart called the meeting to order and the county manager, Dallas Pope explained the procedure and purpose of the hearing. Planning Supervisor, Carla Stephens, then, gave a short briefing on the two proposed definitions of the Manufactured Home Park Ordinance amendment. She discussed the present definition of a manufactured home park, which stipulates that two manufactured homes constitute a manufactured home park. The proposed amendment would stipulate that three manufactured homes constitute a manufactured home park. The other definition addressed the requirement of manufactured home parks created after January 20, 1986 must be a minimum of two acres of contiguous land in total park size and shall contain at least two manufactured home lots at first occupancy. Following the briefing, Chairman Stewart opened the floor for public comments. Ronnie Thorne addressed the questions to Carla Stephens regarding a manufactured home for his mother -in -law and the procedure for constructing a manufactured home park. No other comments were made from the public, concerning the manufactured home park amendment. Chairman Lloyd Stewart called the meeting to order and the county manager, Dallas Pope explained the procedure and purpose of the hearing. Planning Supervisor Carla Stephens, then, gave a short briefing on the zoning process. She discussed the zoning districts and the text of the zoning ordinance. Following the briefing and a short question and answer session, Chairman Stewart opened the floor for public comments. Many of the proponents were present at the public hearing to both support zoning and had specific requests or comments about the process. Following is a list of those citizens: 1. Roy Byrd 2. Gene Taylor Other property owners were opposed to zoning as a whole, but had specific requests or comments about the process. Following is a list of those citizens: 1. Ron Patrick 2. Earl Lee 3. Richard Stephens 4. Martin B. Barefoot 5. Nelson Flowers 6. Ronnie Thorne 7. Roscoe Frizzell 8. Bennie Phillips 9. Frank Cardonna 10. Peggy Owens Other property owners made specific comments to the board. Following is a list of those citizens: 1.. John Redden 2. Earl Lamm Two citizens presented the board with petitions: Jettie Dudak, of the Anderson Creek area, presented the board with a petition of 27 names protesting the proposed RA -20M zoning for the Owens property located on S.R. 2048. Bill Flowers of Rt. 2, Box 103, Linden, NC presented the board with a petition of 424 names of citizens opposing zoning. Topics such as the concern for the lack of water and sewer services in the southern part of the county, property values, and undesirable businesses, were also discussed by the citizens.
