101920014 1 HARNETT COUNTY BOARD OF COMMISSIONERS Minutes of Reconvened Meeting (Joint Meeting with Board of Education) October 19, 2001 The Harnett County Board of Commissioners met in a reconvened session on Friday, October 19, 2001, in the Commissioners Meeting Room, County Administration Building, 102 East Front Street, Lillington, North Carolina. The Board of Education • met in joint session with the Board of Commissioners to consider proposed voting district plans. Members present: Teddy J. Byrd, Chairman Beatrice Bailey Hill, Vice Chairman Walt Titchener Tim McNeill Commissioner Dan B. Andrews was absent. Staff present: Neil Emory, County Manager Wm. A. (Tony) Wilder, Assistant County Manager Dwight W. Snow, County Attorney Kay S. Blanchard, Clerk to the Board All five members of the Board of Education were present. At 1:00 p.m., Chairman Byrd reconvened a Board of Commissioners meeting that recessed October 18, 2001. Board of Education Chairman Harrington Morrison called the Board of Education portion of the session to order. Chairman Byrd stated that the purpose of this joint meeting was to determine a plan • for redefining electoral district boundaries for the Board of Commissioners and Board of Education members. Chairman Byrd stated that the Board of Commissioners unanimously chose Alternate 4 Plan. Chairman Morrison stated that the Board of Education chose Alternate 4 Plan with a 3 to 2 vote. Commissioner McNeill moved that the Board adopt a redistricting plan known as Alternative 4 with the following change: a census block in Lillington near the intersection of 13`h Street and Hwy. 27 which is predominately African -American shall be moved from District 4 into District 1 by allowing the District 4/District 1 line to run from Highway 421 to Highway 27 along 13t' Street. Further, the Board instructs, directs, and authorizes its county manager, attorney and other managerial officers to prepare a resolution adopting the plan, to submit the proposed plan to the U.S. Justice Department for preclearance under and pursuant to the provisions of the Voting Rights Act of 1965, and to prepare, submit, and file a motion in the cause and other pleadings in the United States District Court for the Eastern District of North Carolina as might be deemed advisable by them. Commissioner Hill seconded the motion and it passed unanimously. It The Board of Education adopted a similar motion made by Board of Education member Jim Bennett and seconded by Craig Matthews. Its motion passed 3 to 2 with Billy Tart and Ronny Holmes casting the dissenting votes. There being no further business, Commissioner McNeill moved for adjournment. Commissioner Titchener seconded the motion and it passed unanimously.
