The Harnett County Planning Board met on Monday, October 7, 2013 at 6:30 p.m. in the Administration Building in
Lillington, NC. Members present were: Curtis Bullion, Chairman, Carnell Robinson, William Elmore and Jay Smith. Planning Services staff members present were: Randy Baker, Sr. Zoning
Inspector, Teresa Byrd, Planner I and Cathy Gardner, Recording Secretary.
Chairman Bullion called the meeting to order and gave the invocation.

Baker presented all proposed amendments to the Board noting Attachments 1-4 proposing the following:
●Re-classify the term shooting range to firing range in order to coincide with terminology
currently utilized by industry professionals and to include gunsmithing, firearm certification and governmental training facilities into the category of other uses to address the current
demands and trends related to such facilities.
●Clarify the requirements surrounding the use of private, supervised and instructional firing ranges.
●Introduction of language to address
the increasing demand of firearm related facilities that are not currently specified within the UDO.
●Insert definitions to verify proper meaning and intent of terms and words.
Mr.
Baker stated that all shooting/firing ranges would be required to go before the Board of Adjustment for consideration and possible conditions. Other changes are simply formatting with
no text content changes made.
Rick Foster, Board of Adjustment member spoke in support of the requested amendments noting not all firing ranges are the same. Mr. Foster stated that
approval of the amendments would be a big help to the Board of Adjustment.
After discussions, a motion was made by Mr. Smith and seconded by Mr. Robinson to recommend approval of the
proposed amendments. The motion passed with a unanimous vote.
Other Business:
Farewell was said by all to Cathy Gardner upon her upcoming retirement.
There being no further business,
the Planning Board adjourned at 7:15 p.m.
