Tax refunds, rebates and releases (Attachment 1) 4. Resolution Opposing North Carolina Coastal Wind Projects in Low -Level Military Flight Training Areas (Attachment 2) 5. Resolution to Honor Jerry T. Blanchard who is retiring. (Attachment 3) 6. Emergency Services requested the Harnett County EMS QRV Paramedic at Boone Trail Emergency Services be moved to the Boone Trail Emergency Services district ambulance. The Boone Trail Emergency Services Board approved this request at their October 8, 2012. No additional County funds are required. 7. Emergency Services requested to add an additional ambulance to the Harnett County EMS Transport Division due to the increase in transport call volume upon the opening of new Harnett Health System Hospital in Lillington January 2013. Emergency Services also requested approval to increase their part-time employees by 20 positions to staff the transport ambulance in order to save money. The cost to staff the transport ambulance with part-time employees will be $66,456.62 for a year and $33,228.31 for 6 months. 8. Emergency Services requested for the County to contribute to the Local Government Employees Retirement System for part-time employees working a 1,000 hours or more per year. It is a requirement by the NC Department of State Treasurer Retirement Systems Division that for each employee in a budgeted position, working a minimum of 1,000 hours per year be enrolled in the Local Government Employees Retirement System. Employees contribute, through payroll deductions, 6% of their gross salary each month to the system. The county contributes an actuarially determined percentage of the gross payroll to the system, which at this time is 6.74 %. The estimated cost of the County's contribution for Emergency Service part-time employees working 1,000 hours or more per year is $4,913. No additional County funds required at this time due to savings by eliminating the 15 minute shift change. 9. Emergency Services requested to reclassify six current Paramedic employees to six new Field Training Officer (FTO) positions. If FTO positions are approved the three Senior Paramedics salaries will need to be adjusted by 5% as they will be supervising the FTOs. The six Field Training Officers positions are needed to help the organization prepare new employees to function as EMS personnel in the field. There will be two per shift and there are three shifts. In the past few years, staff has witnessed a change in the personnel being hired not having any experience in the EMS field. This is also due to a decrease in volunteerism throughout the nation and a shortage of qualified Paramedics. The Field Training Officers positions will be responsible for orienting and training new personnel to the standards of Harnett County EMS. This position will also be utilized to remediate personnel who are in need of further training to treat patients properly. Staff will advertise the six new FTO positions within the department for the reclassification of six current employees. Harnett County Board of Commissioners November 5, 2012 Regular Meeting Minutes Page 5 of 9 Cost for six FTOs who are currently Paramedic employees with a 5% increase will be $14,41 9.00 for a year and $7,210.00 for six months. Cost for three current Senior Paramedics salary adjustment of 5% increase will be $7,536.00 for a year and $3,768.00 for six months. No additional County funds required due to eliminating the 15 minute shift change. 10. Social Services requested approval and funding to hire three full time limited service employees at $11.50 per hour to assist with conversion to the NC Fast Program. 11. Human Resources requested permission to upgrade their position of Human Resources Administrative Assistant (grade 64) to Human Resources Development Specialist (grade 67) for an additional cost of $2,450. 12. Human Resources, on behalf of General Services, requested approval of the following: County Engineer to assume responsibility for Solid Waste, Facilities Management and Fleet Management with a 10% increase of $9,988; Facility Maintenance Manager to assume responsibility for facilities and vehicles with a 10% increase of $5,629; and the Director of General Services being responsible for Transportation, Animal Control and Youth Services and being reclassification to Grade 76 with a cost savings of $23,314. 13. Human Resources, on behalf of the Harnett County Library, requested approval and funding to add and hire an Administrative Assistant position at the Harnett County Library for a salary of $43,269 with the cost being $21,845 for the remainder of the fiscal year. This position is needed in order to establish a separation of administrative duties for the Library Director. 14. Cooperative Extension requested peimission to increase the budget for the Child Care Resource & Referral, Child Care Develop program in the amount of $38,531 based on receipt of contract from child care services of North Carolina Division of Child Care Development. 15. Public Utilities requested approval of a change order for Park Construction in the amount of $18,408. This work is associated with the South Central Wastewater Phase 1B1 Project. The cost will be paid for from project contingency. 16. Public Utilities requested approval of a change order for Peters & White Construction in the amount of $71,778.99. The work is associated with the Fort Bragg Wastewater Supply Project. The cost will be paid for from project contingency. 17. Request by Maria Jeffries to waive the fees associated with the use of the commons area meeting room. Mrs. Jeffries is using the room for a nonprofit training session to the employees of assisted living facilities throughout the county on proper administration of medications to the residents that live there. The training is required by the state of North Carolina through the Depailuient of Social Services. Harnett County Board of Commissioners November 5, 2012 Regular Meeting Minutes Page 6 of 9 18. Finance Officer requested approval to extend the contract for the audit firm of Martin Starnes & Associates, CPA to audit the County's accounts for a three year period beginning July 1, 2012 and ending June 30, 2015. The fee for the services will be $67,000 for 2013, $68,500 for 2014 and $70,000 for 2015. Chairman McNeill opened the floor for informal comments by the public, allowing up to 3 minutes for each presentation up to 30 minutes. Charles Perry, Anthony Hendrick and Tom Brooks shared their concerns and frustrations regarding deer hunting with dogs. They gentlemen made suggestions and asked for help in finding ways to regulate hunting with dogs and giving land owners "some level of authority over their own property" in this regard. Chaiiman McNeill noted the Board had formed a Hunting Committee years earlier because of this issue. The Committee was composed of dog hunters, still hunters and land owners. Chairman McNeill reported that the Committee came up with recommendations which were endorsed by the Board and sent to Raleigh as such needs to be supported by your local legislators and approved by the Legislature. Chairman McNeill said the Board would encourage the Committee to meet again but stressed that pressure has to be placed on local state legislators who must adopt and push the recommendations through to the Wildlife Resources Commission. Commissioner Andrews moved to approve the appointments listed below. Vice Chairman Hill seconded the motion which passed unanimously. HARNETT COUNTY PLANNING BOARD Rachel Ray -Webb (nominated by Vice Chairman Hill) was reappointed as an alternate member to this Board for a term of 3 years expiring September 30, 2015. Carnell Robinson (nominated by Commissioner Andrews) was reappointed to serve on this Board for a term of 3 years expiring October 31, 2015. REGIONAL LAND USE ADVISORY COMMISSION Mark Locklear (nominated by Commissioner House) was appointed to replace Joseph Jeffries as a voting member on the RLUAC Board of Directors. Jennifer J. Slusser, Senior County Staff Attorney, petitioned the Board for a public hearing on the Intent to close public road or easement to determine whether closing approximately 300 feet of the eastern portion of McKay Street (undeveloped right of way) and SR 1 570 (Hartwell Circle) in Buies Creek, NC; as requested by S.H.C. Holdings, Inc., would be detrimental to the public interest or to any individual property rights; and requested approval of the proposed Order to close approximately 300 feet of the eastern portion of McKay Street (undeveloped right of way) and SR 1570 (Hartwell Circle) in Buies Creek, NC. Mrs. Slusser noted that Campbell Harnett County Board of Commissioners November 5, 2012 Regular Meeting Minutes Page 7 of 9 University, Inc. is not opposed to the request. Mrs. Slusser explained the proper procedure followed regarding this request which included posting the public hearing in The Daily Record October 5th, 12th and 19th. Chairman McNeill called to order a public hearing on the matter and opened the meeting for comments from the public. - Bobby Crabtree of 5528 Stickleback Drive in Fuquay -Varina said he was against the road closure. Mr. Crabtree said he owns numerous rental properties in Buies Creek; one being beside the property being discussed, and he is concerned about how the property could be developed. James Kiser of McKay Street in Buies Creek, said he was not clear on what portion of the road is proposed to be closed. Mrs. Slusser clarified that the proposed closure would be from the tennis court up about 300 feet. Mr. Kiser said that would not affect his "coming and goings" but he does worry about the end result of the closing. An unidentified man spoke on behalf of his mother, who was present, only saying that she wants it closed. Seeing no one else move, Chairman McNeill closed the public hearing. Mrs. Slusser said her contact regarding this project was Bradley Stancil with Stancil & Associates and confirmed that the applicant wants the closure for development. Mrs. Slusser was uncertain of the zoning for the property. Commissioner Andrews moved to table consideration of the Order to close approximately 300 feet of the eastern portion of McKay Street (undeveloped right of way) and SR 1570 (Hartwell Circle) in Buies Creek, NC., until the regular meeting on November 19, 2012, when they would receive more information. Vice Chairman Hill seconded the motion which passed unanimously. Mr. Sauer presented the following report: - September 2012 Department of Public Health Activities Summary - October 2012 Veteran Affairs Activities Reporting - September 2012 Landfill Billing Mr. Sauer recognized the Harnett County Finance Office staff for receiving the Certificate of Achievement for Excellence in Financial Reporting for its comprehensive annual financial report for the fiscal year ended June 30, 2011. Mr. Sauer noted that this is the twentieth year in a row that the Harnett County Finance Office has received this award. Ted Cole, Davenport & Company, briefed the Board on efforts to sale qualified school construction bonds. Mr. Cole distributed a transaction summary to the Board. Mr. Cole reported the sale of two series of bonds with a total par amount of $30,592,208.80. The bonds sold were limited obligation bonds which are tax exempt with a total of $1,157,208.80 and limited obligation bonds which are taxable QSCB with a total of $29,435,000. The bonds are scheduled to close on November 15, 2012 and the interest rates are locked in with a term set for 23 years. Harnett County Board of Commissioners November 5, 2012 Regular Meeting Minutes Page 8 of 9 Mr. Cole explained the QSCB Net Interest Rate Calculation based on US treasury rate was .2888% yielding interest rate 4.6380 %. With a subsidy rate from the federal government of - 4.23 Mr. Cole reported the net interest rate on $29,435,000 is 0.4080 %. Mr. Cole also discussed the updated debt affordability analysis which is a capital planning model with estimated incremental tax equivalent of 5.5 cents. Mr. Cole reiterated that the financial modeling was done very conservatively and does not include a tax increase. Mr. Sauer noted that Davenport and Company would join the Board on November 13, 2012, to discuss the solid waste fund. Mr. Sauer recognized Mr. Marty Clayton with Progress Energy, who was present in the audience. No closed session was needed. Chairman McNeill called for any new business. Commissioner Burgin asked Mr. Sauer to check on the employee health clinic as he is hearing complaints that county employees having to wait for long periods of time. Commissioner Burgin asked about the back -log of meeting minutes. Mrs. Wheeler responded that all of the regular meeting minutes were up to date and she is currently working on the back- log of special /work session minutes. Commissioner Burgin inquired about the status of the Harnett County Endowment Fund. Mrs. Slusser responded that research has been done but the fund has not been set up yet. Mrs. Slusser said the fund must be setup through a non -profit which would need to be a separate independent foundation. Chairman McNeill suggested staff check in to the Harnett County Foundation which is a nonprofit. Commissioner Burgin made a motion to pass a resolution to object to the tolling of I -95. Commissioner House seconded the motion which passed 4 to 1 with Commissioner Andrews opposing. Vice Chairman Hill moved to adjourn the meeting at 9:59 am. Value Decrease Value Decrease Double- Listed Double- Listed ATTACHMENT 2 Harnett C 0 U N TY RESOLUTION OF THE HARNETT COUNTY BOARD OF COMMISSIONERS OPPOSING NORTH CAROLINA COASTAL WIND PROJECTS IN LOW -LEVEL MILITARY FLIGHT TRAINING AREAS WHEREAS, the Governor's Land Compatibility Task Force Report of May 2012 states: The United States military maintains combat readiness through intensive training on the ground and in the air. Incompatible land uses in areas used by the military limits the time that training ranges are available and the types of training conducted, thereby negatively impacting military readiness by restricting the military's ability to "train as they would fight." In addition to bases and training ranges, areas of concern include off -base air and land corridors that connect military bases and airfields with remote training ranges and /or key air training areas and routes; and WHEREAS, a wind energy project is planned for coastal North Carolina, which would involve the construction of 49 wind turbines at a height of 505 feet above the ground; and WHEREAS, wind turbines create noise and strobe effects on neighboring properties and can be detrimental to the environmental integrity; wildlife, such as bald eagles and migrating tundra swans, in our area; agriculture; livestock and pets; and WHEREAS, the proposed wind energy project is directly in the most frequently used low -level (500 feet training required syllabus) training route used by Seymour Johnson Air Force Base F -15E aircrew en route to the Dare County Bombing Range. The training route is the only F -15E Strike Eagle training route in the nation, making Seymour Johnson Air Force Base home to the only two Strike Eagle aviator training programs in the county. No other area in the nation and no other military aircraft have this highly - critical mission capability: low - altitude training using unique terrain- following technique at only 500 feet of altitude. Frequent use of the Dare County Bombing Range and specific air training routes and operating areas over North Carolina is critical to accomplishing the mission of Seymour Johnson Air Force Base. To continue to be useful for training purposes, these areas must allow realistic combat oriented flying and training, including low -level and nighttime operations; and WHEREAS, the wind turbine structures and rotating blades have a negative effect on both the F- 15E's main radar and its terrain following radar system and both medium and low altitude flight levels, thereby compromising the training mission of Seymour Johnson Air Force Base and other neighboring Department of Defense military installations. The turbines would be located in the final segment of the route leading directly into the Dare County Bombing Range; and WHEREAS, the training route consists of all airspace five miles north and five miles south of the route's centerline. The proposed turbines happen to cover the entire area north of the route's center line. The Air Force is unable to use the airspace south of the centerline because the area is designated Bird/Aircraft Strike Hazard (BHASH) zone where Air Force safety prevents any flights lower than 3,000 feet; and 1 strong roots • new growth www.harnett.org WHEREAS, Since 1957, the United States Marine Corps has lost approximately 85 percent flight training airspace in eastern North Carolina due to encroachment: and WHEREAS, the wind energy projects in general could pose a serious night time flight risk for both rotary-wing and fixed -wing air operations routinely conducted out of Simmons Army Airfield and Pope Army Airfield; and WHEREAS, any encroachment issues are problematic to low -level military flight training areas in eastern North Carolina and would pose serious future Base Realignment and Closure (BRAC) Commission issues concerning potential closure of military installations in North Carolina; and WHEREAS, Seymour Johnson Air Force Base plays a vital role in the economic stability of Wayne County and the surrounding region with approximately 5,200 active duty military and 1,100 reservist personnel. In fiscal year 2011, the total economic impact of Seymour Johnson Air Force Base was over $534 million with these dollars turning over four times before leaving the area; and WHEREAS, military spending is critical to the economy of not only eastern North Carolina, but to the entire State of North Carolina as evidenced by the following: • Department of Defense spending exceeded $4.07 billion in federal fiscal year 2011 — an increase of 13 percent and $471 million over procurement in the state in 2010 • Businesses in 87 of North Carolina's 100 counties performed defense - related prime related work, twelve of these received over $40 million in defense - related work. • The military has a $26 billion total annual impact on the state economy • More than 416,000 individuals, or eight percent of total state employment, or eight directly employed by the military or Coast Guard, or have jobs with the organizations and companies producing products and providing services that support the military in North Carolina WHEREAS, the Fort Bragg Regional Alliance Board of Directors does recognize that military installations are embedded within local communities, and that engagement with those communities is important for sustaining the military's ability to fulfill its mission; and WHEREAS, the Fort Bragg Regional Alliance Board of Directors does further recognize strong military and community leadership will be a requirement to overcome obstacles to military installations and their missions and to provide the impetus and resources to ensure successful collaborative processes that support installation mission readiness needs. NOW, THEREFORE BE IT FURTHER RESOLVED that the Fort Bragg Regional Alliance Board of Directors hereby: • Calls for implementation of stricter permitting and public input processes for wind and solar generation • Calls for full property appraisal assessment and potential effect of properties within or near wind energy project • Calls on the North Carolina General Assembly to pass state legislation blocking all encroachment or impairments to military training routes without state approval 2 www.harnettorg ® Calls on the North Carolina General Assembly to provide communities in North Carolina's military region additional guidance or assistance from state agencies or regional planning bodies to enable them to make infrastructure decisions and develop plans to ensure new growth is not at odds with sustaining the military mission in North Carolina. NOW, THEREFORE BE IT FURTHER RESOLVED that the Fort Bragg Regional Alliance Board of Directors called upon all counties and municipalities, elected official and leaders in North Carolina to oppose the construction of wind energy projects or such project within the military low -level flying routes or training areas in North Carolina. NOW, THEREFORE BE IT FURTHER RESOLVED that the Harnett County Board of Commissioners does hereby oppose the planned energy projects in eastern North Carolina, which we believe will harm the training missions of Seymour Johnson Air Force Base and other Department of Defense users of the airspace near the planned projects and calls upon the North Carolina General Assembly and all of the citizens in North Carolina to oppose such energy projects in eastern North Carolina. BLANCHARD www.harnett.org THAT WHEREAS, Jerry T. Blanchard first became employed with Harnett County as Transportation Supervisor on February 1, 1985; that as a new County employee exhibited attributes of trustworthiness, innovation, leadership and an exceptional work ethic; and quickly gained the confidence of county management and governing body. WHEREAS, because of his experience and level- headed, efficient and progressive manner of performing his duties, he was given increasing responsibilities over the years and was conferred the title of General Services Director in 2005. WHEREAS, Jerry T. Blanchard has devoted himself to improving all the various departments under his direction and caring out the projects entrusted to him in order to better serve the citizens of Harnett County. Some of those are vehicle fleet management, establishment of the first central purchasing /procurement system for Harnett County, Youth Services /One -on- One /Restitution programs, HARTS Transportation, Solid Waste Department, Public Buildings, and Animal Control. WHEREAS, Jerry T. Blanchard during his nearly twenty -eight year tenure with Harnett County, provided leadership and service through an era of tremendous growth and development in Harnett County; that he always performed his duties with integrity and professionalism while exhibiting tact, courtesy and fairness to citizens and to co- workers. He earned the admiration and respect of others, demonstrated by low turnover and loyalty of the many long -time employees in his departments. NOW THEREFORE BE IT RESOLVED, by the Harnett County Commissioners that Jerry T. Blanchard is hereby commended and honored on behalf of the citizens of Harnett County for his exemplary service and contributions to the development of Harnett County as General Services Director.
