031612ssmHARNETT COUNTY BOARD OF COMMISSIONERS Minutes of Special Session March 16, 2012 The Harnett County Board of Commissioners met in special session on Friday, March 16, 2012, in the Commissioners Meeting Room, County Administration Building, 102 East Front Street, Lillington, North Carolina. Members present: Staff present: Timothy B. McNeill, Chairman Beatrice B. Hill, Vice Chairman Dan B. Andrews, Commissioner Gary House, Commissioner Jim Burgin, Commissioner Scott Sauer, County Manager Tony Wilder, Deputy County Manager Dwight Snow, County Attorney Sylvia Blinson, Finance Officer Margaret Regina Wheeler, Clerk to the Board Chairman McNeill called the meeting to order at 1:00 pm and led the pledge of allegiance and invocation. Mr. John Rouse, Director of Harnett County Public Health Department, presented his plan for administering a proposed employee health clinic in -house for Harnett County with a total program cost of $231,010.04. Mr. Rouse proposed hiring a part-time Family Nurse Practitioner and contracting out all other needs for the clinic which includes: 1) part-time Health Educator, part-time Practical Nurse II, Medical Director, medical supplies and pharmacy program. Mr. Rouse noted the malpractice insurance for the clinic would be covered under the Harnett County Public Health Department's coverage. Mr. Rouse envisioned the clinic opening part-time in the morning hours and is proposing converting the kitchen/break area of the commons area in the Social Services Building to accommodate the clinic. Mr. Rouse and Trinity Faucett, Director of Harnett County Human Resources, noted the clinic would initially open for employees only, who would visit the clinic while "on the clock ", but hopefully would be able to add dependent care later. It is the belief that this clinic would overall decrease the cost of the county's health benefits which would cover the cost of the clinic. March 16, 2012 Special Session Meeting Minutes Harnett County Board of Commissioners Page 1 of 2 Commissioner Burgin suggested paying lump sums for an agreed number of visits per month to First Choice, local urgent care offices and/or doctor offices stating the estimated total program cost of $231,010 could support the local economy. Staff responded they had researched that option but listed "wait times" and fees for "no shows" as issues. Mrs. Faucett announced her recommendation of CIGNA for the FY 2012/2013 Employee Health Insurance coverage for Harnett County. Mrs. Faucett noted she did not complete the RFP process but presented a comparison of proposals received by CIGNA and BCBS, Representatives for CIGNA presented a proposal for health insurance and other services. Representatives for BCBS presented a proposal for health insurance and other services. Human Resources and Payroll staff voiced frustrations with recent experiences with BCBS regarding membership and billing. Staff also noted they feel there are too many options for employee benefits which causes confusion. Staff also alerted commissioners that many employees are eligible but have yet to file for their $2,000 HSA reimbursement. Commissioners asked staff and BCBS representatives to work together to ensure employees get their reimbursements as soon as possible. Commissioner Burgin proposed a $2,700 HRA plan for employees. Commissioners agreed to meet again on Tuesday, March 20, 2012, at 9:00 am to continue insurance coverage discussions. CIGNA and BCBS representatives were encouraged to work on proposals based on discussions. Commissioner Andrews moved to adjourn the meeting at 3:36 pm.
