The Harnett County Board of Commissioners met in regular session on Monday, January 9,
2012, in the Commissioners Meeting Room, County Administration Building, 102 East Front
Street, Lillington, North Carolina.

Chairman McNeill called the meeting to order at 9:00 am. Commissioner Andrews led the
pledge of allegiance and invocation.
Chaiiuian McNeill called for additions and deletions to the published agenda. Vice Chaiiivan
Hill moved to approve the agenda as published. Commissioner Burgin seconded the motion
which passed unanimously.
Commissioner Burgin requested the removal for consideration from the consent agenda Parks
and Recreation's request for approval of usage fees for county managed tennis facilities until
more information could be provided.
Regarding the County Engineer's request for approval of increasing change order #5 in the
amount of $54,336.49 for the Brightwater Science and Technology Campus Phase 1
Infrastructure project subject to EDA approval; Commissioner Burgin requested the total amount
the County has spent on the Brightwater Park.
Commissioner Andrews moved to approve the items on the revised consent agenda.

5. Cooperative Extension 4 -H requested permission to apply for a Wal -Mart Local
Community Contribution Grant in the amount of $1,000 to support the Girls Are Great
program to be held in spring of 2012. No matching funds required. Girls Are Great is a
program conducted by Cooperative Extension designed for girls ages 9 — 14 and their
mothers or adult female guardians. The program discusses in a fun and friendly setting
the special emotional and physical changes experienced by adolescent girls.
6. Cooperative Extension requested permission to accept $7,950 from Harnett County
Joblink Workforce Development Investment Act Program (WIA) to provide leadership
development training and workshops targeting 30 participants in the Joblink program.
7. County Engineer requested approval of increasing change order #5 in the amount of
$54,336.49 for the Brightwater Science and Technology Campus Phase 1 Infrastructure
project subject to EDA approval.
8. Public Utilities requested approval of the American Water Subcontract Agreement for
Operation of Fort Bragg WWTP for 2012. American Water has operated Fort Bragg
Wastewater Treatment Plant as a subcontractor to Harnett County Public Utilities since
2007. This will be the final year of this contract as construction will be completed in
2012 to allow all wastewater from Fort Bragg to be treated by HC DPU at the South
Harnett Regional Wastewater Treatment Plant. The United States Government funds all
expenses related to this subcontract agreement.

9. Sheriff Rollins requested approval of resolution to award service side arm Glock Model
17C Serial Number KCS784 to Deputy Lieutenant Jesse Neighbors for one dollar upon
his retirement. (Attachment 3)
10. Sheriff Rollins requested approval of resolution to award service side arm Glock Model
22 Serial Number CPT622 to Deputy Larry Smith for one dollar upon his retirement.

11. Sheriff Rollins requested approval to register and place a seized 2006 Dodge Truck in the
Sheriffs Office vehicle inventory.
12. Emergency Services requested acceptance of the interlocal agreement for debris removal
for Town of Lillington with Harnett County and Unified Recovery - Group, LLC. The
Town of Lillington wishes to enter into this interlocal agreement with the County in order
to provide for the town's participation under the County's Debris Removal Agreement in
the event of a disaster occurrence.
13. Emergency Services requested acceptance of the interlocal agreement for debris removal
for Harnett County Board of Education with Harnett County and Unified Recovery
Group, LLC. Harnett County Board of Education wishes to enter into this interlocal
agreement with the County in order to provide for the Board of Education's participation
under the County's Debris Removal Agreement in the event of a disaster occurrence.
Chairman McNeill opened the floor for informal comments by the public, allowing up to 3
minutes for each presentation up to 30 minutes.
- Ed McCormick of Lillington presented a tribute to Cornelius Harnett, Pride of the Cape
Fear, and requested approval for the displayed of three framed sketched of historical
events involving Cornelius Harnett with a brief description of each to be displayed on the
wall of the second floor of the Harnett County courthouse.
Commissioner Andrews moved to approve the request. Commissioner Burgin seconded the
motion which passed unanimously.
- Jimmy Johnson of Angier spoke on behalf of the Harnett Area Board of Realtors
regarding the current sign ordinance stating the ordinance could be detrimental or
harmful as directional and onsite signage is the most effective form of advertising for the
real estate industry. Mr. Johnson also distributed a paper requesting clarification or
review of several sections of the ordinance. Chairman McNeill directed the Planning
staff to discuss these issues further with Mr. Johnson.
- Jim Thomas of Lillington spoke in support of the services provided by the Harnett
County Library and the need to fully fund the library. He said cutting funding to the
central library changes the quality of life for some citizens, especially senior citizens.

- Cathy Clifton, Harnett County Library Director, requested an extension to keep the Coats
and Anderson Creek Libraries open until the end of the fiscal year noting she had lapse
salaries in her budget to do so. Commissioner Burgin requested the total amount of
funding reductions from the library this fiscal year. Mrs. Clifton also read letters of
support from Betsy McCOiiiiick and Virginia Moore, who could not be present.
- Anne McCormick of Lillington spoke in support of the Harnett County Library and
asked the Board to consider restoring full funding.
Lawrence Taylor of Cameron, and speaking on behalf of Friends of Public Library, asked
commissioners to ensure no more cuts made to the budget of Harnett County Library.
Betty Darrick of Bunnlevel spoke about the many services of the library and asked that
everything possible be done to fund it.
- Jennifer Hodges of Lillington spoke in support of fully funding the Harnett County
Library saying it is a needed resource for citizens. As a recent Campbell graduate, Ms
Hodges said closure of the library on Fridays could mean the difference between
someone getting a job interview or not.
Vice Chaiinian Hill moved to approve the appointments listed below. Commissioner Andrews
seconded the motion which passed unanimously.
HARNETT COUNTY AIRPORT COMMITTEE
Staff was asked to verify if Mr. Kenneth S. Murchison and Mr. Otis Butler were
interested in continuing to serve on the Airport Committee as their 2011 attendance was
less than 25% of meetings.
HARNETT COUNTY PLANNING BOARD
Curtis Bullion (nominated by Commissioner Andrews) was reappointed to serve on this
board for a tens of 3 years ending January 31, 2015.
SOUTHEASTERN ECONOMIC DEVELOPMENT COMMISSION
Commissioner Dan B. Andrews (nominated by Commissioner House) was reappointed to
serve on this commission for a term of 4 years ending January 1, 2016.
TOWN OF ANGIER
Angie Ellington (nominated by Commissioner Andrews) was reappointed to serve on the
Town of Angier Library Board for a term of 3 years ending December 31, 2014.
Everett Blake (nominated by Commissioner Andrews) was reappointed to serve on the
Town of Angier Planning Board as an Extraterritorial Jurisdiction member for a term of 2
years ending December 31, 2013.
Barry Blevins, Airport Administrator, petitioned the Board to approve the proposed Harnett
Regional Jetport Fee Schedule. The fee schedule will provide structured user fees for parking,

facility use, and for business operations on site. Staff researched various airports in this region
and found fee schedules are very common. The Airport Committee considered and
recommended approval of the following proposed fee schedule:

Commissioner Burgin noted complaints about the fuel price at the airport. Mr. Blevins reported
that under the current contract the FBO (Bass Air Service) receives the profit from fuel sales at
the airport. Staff has discussed the need to be more competitive with Bass Air Service whose
contract ends in 2013.
Chaii nan McNeill called to order a public hearing on the matter and opened the meeting for
comments from the public.
Daniel Clark of Anderson Creek and also the President of Executive Flight Training, noted the
fees seemed reasonable and said they had no issues with the fees as proposed assuming fees were
collected fairly.
Seeing no one else move, Chairman McNeill closed the public hearing. Commissioner Andrews
moved to approve the proposed fee schedule. Commissioner Burgin seconded the motion which
passed unanimously.
Mr. Jerry Blanchard, Director of General Services, introduced Ms. Dionne White who had
recently been promoted to the Transit Service Manager position following Ralph Thurman's
retirement.
Dionne White petitioned the Board for a public hearing regarding the Harnett Area Rural Transit
System's proposed Harnett County Community Transportation Program Application to be
submitted to NC Department of Transportation.

Ms. White reported the Community Transportation Program provides assistance to coordinate
existing transportation programs operating in Harnett County as well as provides transportation
options and services for the communities within this service area. These services are currently
provided using demand - response and subscription routes. Services rendered by center - aisle, lift-
equipped, minivans, and light transit vehicles. The total estimated amount of requested for the
period July 1, 2012 through June 30, 2013 is $334,534 with a local share of $44,038.
Chairman McNeill called to order a public hearing on the matter and opened the meeting for
comments from the public. Seeing no one move, Chairman McNeill closed the public hearing.
County Attorney Dwight Snow, petition the Board pursuant to Section 153A -158.2 of the N.C.
General Statutes, for a public hearing regarding Central Carolina Community College (CCCC)
Board of Trustees' request to Harnett County to provide a Health Sciences Building to be located
at the Brightwater Science and Technology Campus for CCCC health science education training.
Chairman McNeill called to order a public hearing on the matter and opened the meeting for
comments from the public.
Bill Tyson, Provost of the Harnett County CCCC Campus, spoke in favor of this request and
project. Seeing no one else move, Chairman McNeill closed the public hearing.
Commissioner Burgin stated he supports this project and believes the building will be a great
asset to the county but he is against the county paying $800,000 for the land which includes a
turn lane.
Mr. Sauer presented the following report:

It was the consensus of the Board to reschedule their January 17, 2012 special session to
Wednesday, January 18, 2012 at 9:00 am.
Mr. Snow gave the group an update on redistricting efforts noting the hope to receive
preclearance from the U.S. Department of Justice within the next few weeks. Mr. Snow also
requested approval to retain the services of Adam Mitchell of Tharrington Smith LLP, at the rate
of $250 an hour, to complete this process in Federal District Court following preclearance. Mr.
Snow also noted the lawsuit would have to be amended with a name change. Commissioner
Burgin moved to retain Adam Mitchell, Tharrington Smith LLP, to complete the redistricting
process. In Commissioner Burgin's original motion but later removed, he requested an
agreement in the future that once Harnett County's plan is precleared that it is automatically
accepted and that we try to remove ourselves from the lawsuit. Commissioner House seconded
the motion offering an amendment that the Harnett County Board of Education pay half of the
additional cost for these services. The motion passed unanimously.

Commissioner House moved that the Board go in to closed session to discuss certain personnel
matters. This motion is made pursuant to N.C. General Statute Section 143-318.11 (a)(6).
Vice Chairman Hill seconded the motion which passed unanimously.
Vice Chairman Hill moved that the Board come out of closed session. Commissioner Andrews
seconded the motion which passed unanimously.
Chairman McNeill called for any new business. Commissioner House questioned if infoi ination
pertaining to the Randy Roger's recordings and Public Utilities investigation had been forwarded
to the US Attorney General as previously voted on by the Board. Staff was asked again to
forward this information to the US Attorney General.
Commissioner Burgin asked to discuss a potential budget allocation to S.A.F.E. at the next
special session as well as discussing library funding.
Commissioner Burgin moved to adjourn the , eeting at 10:50 am. Vice Chairman Hill seconded

RESOLUTION
THAT, WHEREAS, Larry Norman Smith, began his Harnett County
Law Enforcement career on May 2, 1994; and
WHEREAS, after seventeen years of distinguished service to
Harnett County, Larry Norman Smith did retire; and
WHEREAS, North Carolina General Statute 20- 187.2(a) provides
that the governing body of law enforcement agency may in its
discretion, award to a retiring member upon his /her request for
their service side arm; and
WHEREAS, according to North Carolina General Statute 14 -402
and 14- 409.1, proper permits have been obtained (as attached) in
order to receive the side arm.
NOW, THEREFORE, BE IT RESOLVED by the Harnett County Board of
Commissioners that Larry Norman Smith be awarded the following
service side arm for one dollar ($1.00). Glock Model 22 Serial
Number CPT622.
