Chaiinian McNeill called for additions and deletions to the published agenda. Vice Chairman Hill moved to approve the agenda as presented. Commissioner Andrews seconded the motion which passed unanimously. It was clarified that the Parks and Recreation's request for approval to accept a contract with Walter Homes Electric, Inc. in the amount of $39,229 for the Barbecue Creek Park Security Lighting was part of the original project with no additional monies being requested. Human Resources requested approval to apply and accept the North Carolina Association of County Commissioner's Wellness Grant up to $5,000 in funds to put toward Harnett County's Employee Wellness Program to be used on a twelve month cycle. 4. Parks and Recreation requested approval to accept a contract with Walter Homes Electric, Inc. in the amount of $39,229 for the Barbecue Creek Park Security Lighting. This will be the last piece of construction for this project which will be closed out with Parks and Recreation Trust Fund following completion of the construction. Three bids were received with Walter Holmes Electric, Inc. being the lowest. (Attachment 2) 5. The Sheriff's Office requested approval to submit a grant to the U.S. Department of Justice, Office of Community Oriented Policing Service for four positions. The 2011 Harnett County Board of Commissioners May 2, 2011 Regular Meeting Minutes Page 2 of 7 COPS Hiring Program (CHP) provides 100 percent funding for approved entry -level salaries and benefits for 3 years for full -time sworn officer positions. There is no local match required however at the conclusion of federal funding, the grantee must retain all sworn officer positions awarded under the CHP grant for a minimum of one year. The application will be for four positions. 6. Cooperative Extension requested permission to apply for grant funds from Wells Fargo in the amount of $115,000 for a one year grant cycle. Funds will cover personnel and operating expenses needed to continue the operations of the Harnett County Teens As Parents (TAP) program for pregnant and parenting teens. This program assists teen parents to learn parenting and life skills while continuing their education. No local match is required. 7. Cooperative Extension requested permission to apply for grant funds from Z. Smith Reynolds in the amount of $115,000 for a one year grant cycle. Funds will cover personnel and operating expenses needed to continue the operations of the Harnett County Teens As Parents (TAP) program for pregnant and parenting teens. This program assists teen parents to learn parenting and life skills while continuing their education. No local match is required. 8. Cooperative Extension requested permission and approval to charge a small lamination fee for the public and day care providers to laminate material on large laminating machine. Fees would help secure maintenance and supplies on equipment to keep in operating condition. 9. Resolution to add road to state system (Attachment 3) 10. Emergency Services requested that essential Emergency Services employees who were required to work specifically for matters pertaining to the EOC during January 10, 2011 through January 12, 2011 (adverse weather event) be compensated for those hours worked, in accordance with Personnel Ordinance, Article VI, Section 29. Total hours worked were 75 hours. Chairman McNeill opened the floor for infolival comments by the public, allowing up to 3 minutes for each presentation up to 30 minutes. Lorenne Gunn, 1260 Fire Lane Road in Bunnlevel, told commissioners there was an illegal dirt bike track operating beside of her home. She said the track was a total nuisance for the community with vehicles running on the track on Sundays from 10:00 am until 7:00 pm. Mr. Gunn has been working with Harnett County Department of Planning regarding her complaint. Joseph Jeffries, Planning Director, reported his staff had made contact with the owners of the property who are typically given 30 days to respond to a notice of violation. Vice Chairman Hill said she had also given a petition to the county manager regarding this matter. Harnett County Board of Commissioners May 2, 2011 Regular Meeting Minutes Page3of7 - Brenda Lucas, of Falcon and owner of Bullfrogs and Butterflies Daycare, spoke in support of the Childcare and Resource and Referral Program. She talked about the many services, skills, resources and training this program provides providers. She said she understands cuts need to be made but cutting this program would hurt providers, home care and parents and asked commissioner to please reconsider. - Marty Clayton, Progress Energy, thanked Harnett County for their tremendous partnership during this time. Vice Chaiiinan Hill moved to approve the appointments listed below. Commissioner Andrews seconded the motion which passed unanimously. Harnett County Social Services Board Mrs. Alice Hicks (nominated by Commissioner Andrews) was reappointed to serve on this Board for a teiiii of 3 years ending June 30, 2014. Harnett County Public Library Board of Trustees Edward Menichella (nominated by Commissioner House) was reappointed to serve on this Board for a term of 3 ending years ending January 1, 2014. Robert Purtle (nominated by Commissioner House) was reappointed to serve on this Board for a term of 3 ending years ending December 31, 2013. Mr. Gary Pope, Director of Harnett County Emergency Services, gave an update on the tornado recovery. Mr. Pope reported 24 citizens were placed when the shelter closed Thursday night but noted they would continue to work with those citizens. He reported the Disaster Recovery Center was still open and being run by FEMA still present in the community. Mr. Pope reported the hours of the Donation Center had changed on a trial basis. Cindy Milton, Director of the Harnett County Department of Social Services, reported her office was working hard to get the Disaster Food Stamp Program up and running and had issued approximately 700 cards to recipients. Mr. Pope noted that prisoners, through the Department of Corrections, were helping clean debris from fields so farmers could plant. Mr. Pope also noted debris cleanup is continuing and NC DOT would have a contractor coming in soon to take over the project for 6 to 8 weeks. Mr. Pope reported meetings were taking place to start the reimbursement process for the county to get back the majority of funds spent during recovery with a preliminary amount totaling over $16 Million. Mr. Pope thanked Progress Energy, county depai lments and others for all of their hard work during this time. Commissioners, on behalf of the citizens, thanked Mr. Pope and his staff for having done an excellent job during this time. Mr. Sauer reported Food Lion had confirmed their plans to rebuild their facility in Harnett County. It was noted over 750 Food Lion employees and 20 Alphin Brothers employees were affected by this disaster. Harnett County Board of Commissioners May 2, 2011 Regular Meeting Minutes Page4of7 Mr. Buren Fulmer, Harnett County Ranger, delivered the 2010 Summary of Accomplishments by NC Forest Service in Harnett County. Mr. Fulmer reported forest management and reforestation activities added nearly $5.2 Million dollars to the Harnett County economy during 2010. He said these efforts also provided seasonal work for site preparation contractors, logging crews, planting crews and pre - commercial thinning crews. Mr. Fulmer stated continued management of reforested areas should result in estimated future economic benefits of nearly 3 million dollars. Mr. Fulmer reported in 2010, 172 landowners were assisted by the N.C. Forest Service and 92 Forest Management Plans were prepared, placing an additional 3.107 acres under active forest management. Mr. Fulmer also reported in 2010, the NCDFR in Harnett County responded to 119 wildfires that burned 415 acres. Forty -five warning tickets were issued to burning offenders, along with 2 court cases. Lastly, Mr. Fulmer discussed current needs stating service to the citizens of Harnett County would be enhanced by: 1) a new office and equipment facility at Mamers (current facility built in 1934) and the purchase of a new truck in FY 2012 -2013. During the County Manager's Update, Mr. Sauer noted budget preparations continue as department heads are responding to the directive to reduce budgets by 13.2 percent. Mr. Sauer announced a possible $1 Million in savings to the county as a result of changing insurance benefits offered to employees and called upon representatives from Mark III, the county's insurance broker, to make a presentation of proposed health insurance options. Mr. Sauer distributed a list of proposed funding of health insurance benefits. Mr. Mark Browder, Mark III, gave a medical plan update, noting the preferred solution was a fully insured PPO option with BCBSNC and led discussions with the group. Mr. Browder stated a way for the county to achieve the $1 Million savings in health plan cost would be for employees to contribute to the medical plan and offered a graduated scale based on salary. Staff questioned if employees could find insurance cheaper outside of the county. Mr. Browder noted BCBSNC reserved the right to rerate if participation drops below 75 percent. Commissioner Burgin requested the addition of a health savings account (HSA) option. Chairman McNeill stated this was the first he had heard of possibly cutting $1 Million from insurance benefits and asked Mark III representatives to sit down with department heads to review the new information. Chaiiman McNeill questioned if $1 Million was cut from health insurance benefits, would that mean the proposed 5% staff furlough would be off of the table. Mr. Sauer responded not necessarily as sales taxes were down $1 Million forcing them to look at vacancies, potential layoffs, school board funding and closing senior centers; all while continuing to protect the tax payers. Commissioner Burgin said commissioners and staff need time to study this information and cautioned " not pitting employees against tax payers as they are tax payers too ". Commissioner Burgin said he does not believe any senior centers will close noting the county only contributing $8000 to each senior center. Commissioner Andrews announced the Harnett County Agriculture Fair would start today. Harnett County Board of Commissioners May 2, 2011 Regular Meeting Minutes Page 5 of 7 It was the consensus of the Board, upon request by Chaiiiiian McNeill, to move the following discussion items to this point in the agenda. Amanda Bader, County Engineer, requested approval of the final adjusting change order for the Brightwater Science and Technology Campus Off -site Waterline project. The change order decreases the contract amount by $2,118.20. Commissioner Andrews moved to approve the change order as presented. Commissioner Burgin seconded the motion which passed unanimously. Jennifer Slusser, Staff Attorney, notified the Board of Gary and Steffi Nuckols wishes to donate their property, 45 Country Walk Lane in Sanford, to Harnett County. The Nuckol's property, which includes a recently flooded home, is located within County Walk Subdivision. It was the consensus of the commissioners to delay this issue. Mr. Jerry Blanchard, Director of General Services, responded to questions previously raised by Commissioner Burgin regarding hauling leachate from the landfill. Mr. Blanchard noted older landfills were not required to include leachate management when constructed. He reported, without a treatment system in place, they were forced to haul the leachate from the Dunn Erwin landfill to a treatment facility every 2 to 4 days but more frequent with heavy rains. Tyrus Clayton, C.T. Clayton Engineering, noted they are currently waiting for NC DOT to issue an encroachment agreement and then they can advertise and bid the treatment system project with hopes of having it completed by the end of the year. Mr. Clayton said once the project is in place they shouldn't have to pay to pump and haul the leachate any longer. Mr. Clayton is also looking at the management of leachate at the Anderson Creek landfill. Mr. Blanchard noted the HARTS units are currently at capacity. He reported the program is to receive four new vans through the state this year but the state is currently holding the purchase of three of the four units. Mr. Blanchard reported the need to carry grant moneys forward to the new fiscal year for those units that are needed to increase transportation. Chairman McNeill suggested contacting Representative David Lewis to help expedite the van purchases. Mr. Blanchard also noted the majority of county funds spent for the HARTS Program are to transport the Lee - Harnett Mental Health and Harnett Production Enterprise clients; which in 1997 the Board voted to absorb those costs. Mr. Blanchard reported a recurring issue with this process is Harnett Production will request the transport of a new client, funded through a grant, but within a few weeks the client's status is changed to where the county is paying for the transport of that client. Commissioners suggested Mr. Sauer and Mr. Blanchard meet with the management of Harnett Productions to discuss this issue. It was also the consensus of the Board to direct staff to research the ability to charge fees for users of this transportation program and the possibility of expanding the program. Commissioners asked what the total budget impact would be to the county to put the new vans on the road which would include hiring new drivers. Commissioner Burgin also requested the Harnett County Board of Commissioners May 2, 2011 Regular Meeting Minutes Page 6 of 7 total costs of the HARTS Program including drivers and van maintenance. Mr. Ralph Thurman, Transportation Director, reported the program transports approximately 90 people per day. Commissioner House moved that the Board go in to closed session to discuss certain personnel matters. This motion is made pursuant to N.C. General Statute Section 143- 318.11(a)(6). Commissioner Burgin seconded the motion which passed unanimously. Vice Chairman Hill moved that the Board come out of closed session. The motion was seconded by Commissioner Burgin and passed unanimously. Commissioner Burgin moved to have Board of Commissioner's meeting recordings posted on- line. Commissioner House seconded the motion. Chairman McNeill requested time to think about this at which time Commissioner Burgin withdrew his motion. Vice Chairman Hill moved to adjourn the meeting at 11:11 am.
