The Harnett County Board of Commissioners met in regular session on Monday, October 5,
2009, in the Commissioners Meeting Room, County Administrative Building, 102 East Front
Street, Lillington, North Carolina.

Chairman Timothy B. McNeill called the meeting to order at 9:00 am.
Commissioner Dan Andrews led the pledge of allegiance and gave the invocation.
Chairman McNeill called for additions and deletions to the published agenda. Commissioner
Burgin moved to approve the agenda as presented. Vice Chairman Hill seconded the motion
which passed unanimously.
Upon motion by Commissioner Andrews and seconded by Commissioner House, the Board
unanimously approved the following items on the consent agenda:

4. Human Resources requested that the Board allot EMS three (3) additional full time EMT -
Paramedic positions. These employees will staff the Benhaven base effective January 1,
2010.
5. The Health Department requested that the Board approve their amended clinical fee
schedule, the clinical patient fees, eligibility and bad debt -write off policy amendment.
The Board of Health approved these changes at their regular meeting on September 17,
2009.
The Health Department requested that the Board approve and allow Child Health to
establish a fee of $8.14 to perform the M -CHAT which is an autism screening tool that is
recommended to be provided to clients between 18 -24 months of age. The Child Health
staff have been trained to perform this screening. The Board of Health approved this fee
establishment at their regular meeting on September 17, 2009.
6. The Legal Department, on behalf of the Harnett County Department of Public Utilities,
requested approval of the Operational and Interjurisdictional Pretreatment Agreement
between County of Harnett and the Town of Fuquay- Varina. The Agreement is required
pursuant to the November 9, 2000 agreement between the County and the Town for the
treatment of wastewater by the County that is generated from the Town and requires both
parties jointly adopt a pretreatment program in accordance with State and Federal
guidelines that will protect the wastewater treatment process at the North Harnett
Regional Wastewater Treatment Plant.
7. Resolution recognizing Eagle Scout Andrew Wilson Edwards (Attachment 2)
8. The Department of Information Technology requested approval of award of bid to Xodus
Information Systems Inc. for a structured cabling system for the old law enforcement
building. Three bids were received with the lowest bid submitted by Xodus Information
Systems Inc. located in Clinton. (Attachment 3)
9. The Department of Public Utilities requested approval to authorize the Town of
Broadway to extend a water line, not to exceed 1,000 feet, into Harnett County along
Lawrence Road (SR 1272).
10. Approval requested for a Deed For Highway Right Of Way Agreement between the
County of Harnett and the North Carolina Department of Transportation, Fee Simple
Deed, certain property in Neill's Creek Township. The property was acquired by the
Grantors by instrument(s) recorded in the Harnett County Registry in Deed Book 2147
Page 433 - 3 acres for replacement of bridge #46
11. Proclamation for National 4 -H Week (Attachment 4)
Informal comments were provided by Mrs. Karen Roger of Johnson Road, Coats, NC.
Commissioner Andrews moved to approve the appointments listed below. Commissioner House
seconded the motion and it passed unanimously.

Mr. Scott M. Daniel (nominated by Commissioner Andrews) for a two year term to
expire October 31, 2011
Dangerous Dog Committee
Mr. Jesse Wayne Parrish (nominated by Commissioner Andrews) for a three year term to
expire September 30, 2012
Juvenile Crime Prevention Council
Mrs. Lynn Lambert (nominated by Vice Chairman Hill) was reappointed as chairman of
this council.
Shavonda Chance (nominated by Vice Chairman Hill) for a two year terns to expire
September 30, 2011.
The Harnett County Board of Commissioners honored Ms. Juanita O. Hudson for having
received the two highest honors bestowed by 4 41. Ms. Hudson was inducted into the inaugural
class of the NC 4 -H Hall of Fame and also received the 4 -H State Alumni Award. Mrs. Hudson
was chosen for these distinguished honors due to her ongoing support of the program said Mrs.
Lisa Childers, County Extension Director for Harnett County. Mrs. Hudson thanked the Board
and the county manager for their continued support of the coop programs. Mrs. Hudson received
a standing ovation from the group.
Commissioner Andrews also recognized former Harnett County commissioner Mr. Mack Reid
Hudson and thanked him for his vision to keep Harnett County moving forward.
Mr. Sauer shared a project ordinance drafted to cover the first phase of design for the next
middle school. These funds, in the amount of $1,306,252, are allocated through the state public
school building fund, typically referred to as the ADM Fund.
Mr. John Birath, SFL &A Architect, is working on the new middle school project and was present
to answer questions regarding this project from the commissioners.
Commissioner Burgin asked again if we could reuse plans for new schools to reduce cost. Mr.
Birath said when we are able to use another school project plan there is savings passed on to the
client but the site is always the unique feature that must be taken into considered. Mr. Birath
said it took approximately 8 months before a project is ready to go out for bid but about 32
months from start to finish. The site for the new middle school has not been yet been selected.
Mr. Bob Troutman, Finance Officer with the Harnett County Board of Education, noted that we
are not allowed to bid architectural serves in North Carolina.
Due to questions regarding the draft project ordinance and overall construction of the next
middle school, Commissioner Andrews moved to table the ordinance. Vice Chairman Hill
seconded the motion. The motion passed unanimously. Chairman McNeill directed staff to
locate the reimbursement resolution regarding this project.
Mr. Sauer presented the following reports:

- Landfill Billing Report
Mr. Sauer updated the group on the recent bids received for renovation of the old Law
Enforcement Center. He said there were over twenty bids fairly close in price with the base bid
around $700,000.
Closed session items were postponed until special session scheduled for Friday, October 16,
2009 at 9:00 am.
Commissioner Burgin asked that the commissioners discuss a hiring freeze and reinstating
money for dental for employees at the next Board meeting
Mr. Sauer updated the board on the hiring process for the new Director of Economic
Development. Commissioner House questioned why members of the Harnett Forward Together
Committee were involved in this hiring process. Commissioner Burgin asked that Commissioner
Andrews be involved in this process both as a member of Harnett Forward Together Committee
and a representative of the Harnett County Board of Commissioners.
Commissioner Andrews moved to adjourn the meeting. Vice Chairman Hill seconded the
motion and the meeting adjourned at 9:55 am.

WHEREAS, 4-H in North Carolina claims 239,904 youth members and 23,000 volunteers, while Harnett
County's 4 -H program numbers more than 1,000 members and more than 50 volunteers.
WHEREAS, 4-H as part of the NC Cooperative Extension System of NC State University and NCA &T
State University is a program where youth learn through opportunities that provide them hands -on
experiences in 4 -H's mission mandates of science, engineering and technology; healthy living; and
citizenship.
WHEREAS, 4 -H has connected youth and their communities with the innovative research and
resources from our nation's 106 land -grant universities and colleges for more than 100 years;
